The Weld County Regional Communications Advisory Board met in session in on Tuesday, February
28th, 2012 at 10:30 a.m. in the Public Works Conference Room.
ROLL CALL:
The meeting was called to order by Chairman Sean Conway. Present were board members Sean
Conway, David Montgomery, Rick Brandt, Dave Bressler, Rich Strang, Carl Harvey, Roger
Ainsworth, Jay McDonald, Mark Lawley, Hugh Kane, Jack Statler and Tim Zimmerman. Staff
members present were Mike Savage, Anita Scrams, Dave Mathis, Robert Olsen and Susan Johnson.
Other present included Barbara Kirkmeyer, Roy Rudisill, Mitch Wagy, Dan Huerter, Roger
Rademacher and Malinda Loera.
MINUTES:
Mark Lawley moved Dave Bressler seconded a motion to approve the minutes of the
January 24th, 2012 Communications Advisory Board meeting, motion carried unanimously..
OLD BUSINESS:
1. Staff Report: Dave Mathis presented the 2011 year end report [refer to Sgt. Mathis'
January 2012 WCRCC Monthly Report].
• 911 calls up 3%; non-911 calls down 2%
• Law calls for service were up 2%; Fire/Ambulance calls up 5%
• 2 dispatchers in call-taking training, one law dispatcher in training
• Testing for the supervisor position next week
• Switched from Tiburon to Spillman in February, seeing significant delays
in dispatch times for fire and ambulance calls. Expect some rough
numbers next month.
• Several agencies have been calling dispatch for help with MDTs instead
of contacting ACS or the help desk. Anita and Mike will remind users to
call ACS for problems. Anita stated if the problem is the equipment
(hardware, operating system, or other software besides Spillman) ACS
will not support it..
2. Spillman Update: We went live on February 1s`. Many smaller agencies do not have
MDTs yet. If several agencies invest in MDTs at the same time, we could have
Spillman out to train several people at once. Otherwise, as with radio training, the
Dispatch Liaison group could provide some training along with radio protocol
training. Barbara Kirkmeyer asked who would trade the schools. Most schools will g
to their local Pd or FD for training. Dispatch can train with them on local protocols,
they can also take Radio 101 at CO.TRAIN. Mark Lawley suggested writing that in
the agreement.
3. Long Range Planning: Barbara Kirkmeyer reviewed Long Range Planning
Committee's progress for the board. The Long Range Committee has composed an
RFP for assessment. Dave Bressler moved, Carl Harvey seconded a motion to
recommend that the E-911 Board fund the assessment. Motion carried
unanimously.
4. Back up Center: Per Mike Savage, the project is on schedule. The telephone
options are still being discussed. The actual use of the Back up Center is still
�/- 2- 07.0/4 2012-0903
being decided—whether it will become an off-site building for regular use, or if it
would be used during training and available for emergencies. If the Back-up center is
to be used regularly, the furniture will need to be designed for more extended use
with ergonomics in mind.
NEW BUSINESS
INFORMATION
School Radio Agreements: Barbara Kirkmeyer asked the status of IGA's for radio
agreements with schools. Sean Conway checked on legislative requirements — there are no
requirements or deadlines. A template including radio training and how to interact with
dispatch will be drafted soon.
