HomeMy WebLinkAbout20121875.tiff RECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO WEDNESDAY JULY 18, 2012 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, July 18, 2012, at the hour of 9:00 a.m. El ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Sean P. Conway, Chair Commissioner William F. Garcia, Pro-Tem Commissioner Barbara Kirkmeyer Commissioner David E. Long Commissioner Douglas Rademacher Also present: County Attorney, Bruce T. Barker Acting Clerk to the Board, Debbie Heffel/Esther Gesick Director of Finance and Administration, Monica Mika IE MINUTES: Commissioner Long moved to approve the minutes of the Board of County Commissioners meeting of July 16, 2012, as printed. Commissioner Garcia seconded the motion, and it carried unanimously. El READ ORDINANCE BY TAPE: Commissioner Rademacher moved to read Code Ordinance #2012-6 by tape. Commissioner Garcia seconded the motion, which carried unanimously. ID AMENDMENTS TO AGENDA: There were no amendments to the agenda. El PUBLIC INPUT: No public input was given. e CONSENT AGENDA: Commissioner Rademacher moved to approve the Consent Agenda as printed. Commissioner Kirkmeyer seconded the motion, and it carried unanimously. ID COMMISSIONER COORDINATOR REPORTS: Commissioner Long stated he attended the Foster Parent Celebration, which was a very positive event, and he also addressed the recent decision of the Obama Administration to remove TANF work requirements. Lastly, he asked Janet Carter, Department of Public Works, to thank the oil and gas companies operating in the New Raymer area for driving with caution and being considerate of the area residents. IR Commissioner Kirkmeyer stated the CCI Board appointed her to the Child Welfare Leadership Council, she attended a Pinnacle Conference and addressed questions regarding the transfer of the Paramedic Service, and she also a- Minutes, July 18, 2012 2012-1875 Page 1 BC0016 attended a Compressed Natural Gas (CNG) meeting to endorse converting various industry fleets. ID Commissioner Rademacher suggested approaching the Leadership Council concerning the designation of funds for CNG projects. ® Commissioner Conway invited the public to attend the Northern Integrated Supply Project (NISP) Rally next Tuesday at the Historic Fort in Fort Lupton. He also reported on the recent 1-25 Mayors Meeting held in Mead, as well as his attendance at Eaton Days. El PRESENTATIONS: Jaci Corliss, Weld County Fair Queen, invited everyone to come out to the Fair July 25, 2012, to July 30, 2012, and handed out Fair brochures, marked Exhibit A. Tia Konig, Weld County Fair Attendant, shared the things she likes about the fair. Halley Moore, Weld County Fair Princess, stated that the fair has a lot of fun events for everyone to enjoy. BIDS: El 1) APPROVE BID #61200088, EMERGENCY DISPATCH CENTER ASSESSMENT AND STRATEGIC PLAN: Commissioner Kirkmeyer, Chair of the E911 Board, gave an update on the status of the bid and stated it does not require approval by the Commissioners. NEW BUSINESS: ▪ 1) CONSIDER AGREEMENT FOR TRANSFER OF ENTITLEMENTS TO CENTRAL COLORADO REGIONAL AIRPORT, BUENA VISTA, COLORADO, AND AUTHORIZE CHAIR TO SIGN: Gary Cyr, Director of the Greeley-Weld County Airport, explained the Airport was granted $150,000.00, in 2010, through entitlements from the Central Colorado Regional Airport in Buena Vista, Colorado. Commissioner Garcia moved to approve said agreement and authorize the Chair to sign. The motion was seconded by Commissioner Rademacher, and it carried unanimously. e 2) CONSIDER REAPPOINTMENT TO COMMUNITY CORRECTIONS BOARD: Commissioner Garcia moved to approve said reappointment. The motion, which was seconded by Commissioner Rademacher, carried unanimously. E9 3) FIRST READING OF CODE ORDINANCE #2012-6, IN THE MATTER OF REPEALING AND REENACTING, WITH AMENDMENTS, CHAPTER 3 HUMAN RESOURCES, OF THE WELD COUNTY CODE: Patti Russell, Director, Department of Human Resources, presenting the proposed revisions to the dress code. Commissioner Long requested additional language at the next reading to designate authority to certain staff to determine appropriate venues and work activities for allowing blue jeans on the designated days. No public testimony was offered concerning this matter. Commissioner Rademacher moved to approve Code Ordinance #2012-6 on First Reading. The motion was seconded by Commissioner Kirkmeyer. Upon a roll call vote, the motion carried three to two, with Commissioners Long and Garcia opposed. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the Consent Agenda. Code Ordinance#2012-6 was approved on first reading. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Acting Clerk to the Board.
