RE: APPROVE CANCELLATION AND RELEASE OF COLLATERAL FOR AMENDED
USE BY SPECIAL REVIEW PERMIT #861 - PETRO-CANADA RESOURCES (USA)
INC.
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, by Resolution dated October 21, 2009, the Board approved the application
of Bringleson Ranch, LLC, 48904 County Road 127, New Raymer, Colorado 80742, c/o
Petro-Canada Resources (USA) Inc., 999 18th Street, Suite 600, Denver, Colorado 80202, for a
Mineral Resource Development Facility, including Oil and Gas Support and Service (upgrade of
Lilli Plant) in the A (Agricultural) Zone District, on the following described real estate, to wit:
Part of the W1/2 NE1/4 NW1/4, SW1/4 NW1/4,
W1/2 SW1/4, NW1/4 NW1/4 of Section 4,
Township 8 North, Range 58 West of the 6th P.M.,
Weld County, Colorado, and
WHEREAS, on August 24, 2009, the Board of County Commissioners of Weld County,
Colorado, approved an Improvements Agreement According to Policy Regarding Collateral for
Improvements to ensure the completion of the Grading Permit component of the Improvements
Agreement between the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, and Petro-Canada Resources (USA) Inc., with terms and
conditions being as stated in said agreement, and accepted a cash deposit that was wired to
Weld County and deposited in the Clerk to the Board's Trust Fund from Petro-Canada
Resources (USA) Inc., in the amount of $10,000.00, and
WHEREAS, staff from the Weld County Departments of Planning and Public Works
have conducted a visual inspection and recommend release of said collateral.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the cash deposit that was wired to Weld County and deposited in
the Clerk to the Board's Trust Fund from Petro-Canada Resources (USA) Inc., in the amount of
$10,000.00 be, and hereby is, canceled and released.
BE IT FURTHER RESOLVED by the Board that the Clerk to the Board be, and hereby
is, directed to return said collateral to the appropriate issuing party.

Request for Final Release of Collateral:
The Department of Public Works received a request from the applicant's representative, Deborah
Thomas/Bryan Cave, HRO, requesting the final release of collateral, for the Grading Permit
component of the Improvements Agreement for AmUSR-86I. The "Lilli Gas Plant" site is located
west of CR 127.5 and north of the Town of New Raymer.
Weld County Public Works Department had previously performed a site inspection, at the above
mentioned site, and observed the following:
• All Public Works related items regarding Grading Permit activities, associated with the
IMPROVEMENTS AGREEMENT ACCORDING TO POLICY REGARDING
COLLATERAL FOR IMPROVEMENTS, Document # 2009-2221, have been completed
and are found to be acceptable.

Regarding your inquiries found below, Weld County will need written requests from the companies that
posted the collateral, as these two collaterals were posted via Board of County Commissioners Resolution.
This will also provide an address for return of the collateral. Also,the Petro-Canada collateral was a wire
transfer so please ask your client as to how this particular collateral should be returned. If a wire transfer is
requested for this collateral return, we will need the required bank information.

Our client, Petro-Canada Resources (USA) Inc. sold all of their oil and gas properties in 2010 and these interests were
sold to Noble Energy Inc. Petro-Canada Resources(USA) Inc., hereby request release and termination of these 2 bonds.
