DCP has leased from Wells Ranch, LLLP a 300' x 300'footprint for the tower, and a Subdivision Exemption Application has been submitted for the parcel (SE-1204). DCP intends to access the tower via WCR 88. The radio tower will enable DCP to improve its radio communications between its various processing and compressor sites, including new projects which are planned for locations north of the radio tower site. After construction, disturbed areas will be re-vegetated with native grasses as necessary or left fallow per the landowner's request. DCP intends to commence construction upon approval of the USR application and the issuance of the required building permits. DCP anticipates that it will take one month to complete the project. During construction, bottled water and portable sewage units will be provided. Because the radio tower will be un-manned after construction, no permanent water supply or sanitary • system will be necessary. Explain,in detail,the proposed use of the property. DCP Midstream proposes to build a 200'tall radio tower on the property (the "Radio Tower"). The Radio Tower will enable DCP to improve its radio communications between its various processing and compressor sites, including new projects which are planned for locations north of the Radio Tower site. 2. Explain how this proposal is consistent with the intent of the Weld County Code,Chapter 22 of the comprehensive plan. The proposed use is consistent with the comprehensive plan because it will foster development of the natural resources of Weld County. Pursuant to the Weld County Code(§22-5-100), the policy goals for oil and gas development include promoting the reasonable and orderly exploration • and development of oil and gas mineral resources and minimizing the impact on surrounding land and land uses. The Radio Tower will enable DCP to increase its operational efficiency and safety. And given the size of the site, only a small amount of ranch land would be removed from livestock pasture. 3. Explain how this proposal is consistent with the intent of the Weld County Code,Chapter 23 (zoning) and the zone district in which it is located. The proposed use is consistent with the intent of the agricultural zone district, as it will foster the development of oil and gas resources. Pursuant to section 23-3-20 of the Weld County Code, oil and gas production facilities are allowed as a matter of right in the agricultural zone district. 4. What type of uses surround the site (explain how the proposed use is consistent and compatible with surround land uses). The site is located in and surrounded by undeveloped pasture land. Section 23-3-20 of the Weld County Code provides that oil and gas production facilities are allowed as a matter of right in the agricultural zone district. Because DCP intends to limit the footprint of the Radio Tower as much as possible, the impact on surrounding land uses should be • minimal. • 5. Describe,in detail,the following: a. Number of people who will use this site. The site will be un-manned. b. Number of employees proposed to be employed at this site. Once construction is complete, the site will be un-manned. c. Hours of operation. 24 hours a day,seven days a week, 365 days a year. d. Type and number of structures to be erected (built)on this site. One 200'tall radio tower. e. Type and number of animals, if any,to be on this site. None. f. Kind of vehicles (type, size,weight)that will access this site and how often. Periodically, a pickup truck may access the site for routine maintenance. g. Who will provide fire protection to the site? • Briggsdale Fire Protection District h. Water source on the property. During construction, the contractor will supply bottled water. There is no need for a water source after construction of the Radio Tower. i. Sewage disposal system on the property. During construction, the contractor will supply portable sewage units. There will be no need for sewage facilities after construction. j. If storage or warehousing is proposed,what type of items will be stored? There is no need for storage or warehousing for this project. 6. Explain the proposed landscaping for the site. After construction, the site shall be seeded with native grasses pursuant to the landowner's request. 7. Explain any proposed reclamation procedures when termination of the USR activity occurs. • At completion of construction, the site will either be re-vegetated with native grasses or left follow per the landowner's request. If operations at 0 the site were to cease, DCP would remove the tower and the site would be reseeded with native grasses or left fallow per the landowner's request.. 8. Explain how storm water drainage will be handled on the site. Negligible increase of storm runoff will be associated with the Radio Tower. Historical flow patterns and amounts shall be maintained on each site in such a manner that it will reasonably preserve the natural character of the area and prevent property damage of the type generally attributed to run- off rate and velocity increases, diversions, concentration and/or unplanned ponding of stormwater runoff. 9. Explain how long it will take to construct this site and when construction and landscaping is scheduled to begin. Construction is expected to last one year. DCP plans to start construction in spring 2012, and complete construction in 2013. 10. Explain where storage and/or stockpile of wastes will occur on this site.
