RESOLUTION RE: APPROVAL OF SPECIAL EVENTS PERMIT ISSUED TO ACTIVE COMMUNITY ENGAGEMENT/DIGGITY, C/O TOM SORENSEN, AND AUTHORIZE CHAIR TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, Active Community Engagement/Diggity, c/o Tom Sorensen, presented to the Board of County Commissioners of Weld County, Colorado, an application for a Special Events Permit for the sale of malt, vinous and spirituous liquors for consumption by the drink on the premises only, and WHEREAS, said applicant has paid the sum of ONE HUNDRED DOLLARS ($100.00) to Weld County, Colorado, pursuant to the laws providing therefore in payment for a County Retail Permit for the sale of malt, vinous and spirituous liquors for consumption by the drink on the premises only, for an event scheduled for one day only on July 21, 2012, from 6:00 a.m., until 6:00 p.m., outside the corporate limits of any town or city in the County of Weld at the location described as follows: Valley Dirt Riders, 20998 1-25 Frontage Road, Berthoud, Colorado 80534; being further described as the S1/2, S1/2, of Section 22, Township 4 North, Range 68 West of the 6th P.M., Weld County, Colorado WHEREAS, said applicant has also paid the sum of TWENTY-FIVE DOLLARS ($25.00) to the Colorado Department of Revenue and has exhibited a State Special Events Permit for the sale of malt, vinous and spirituous liquors for consumption by the drink on the premises only. NOW, THEREFORE, BE IT RESOLVED that the Board of County Commissioners of Weld County, Colorado, having examined said application and the other qualifications of the applicant, does hereby grant Special Events Permit Number 2012-12 to said applicant to sell malt, vinous and spirituous liquors for consumption by the drink on the premises only, only at retail at said location; and the Board does hereby authorize and direct the issuance of said permit by the Chair of the Board of County Commissioners, attested to by the Clerk to the Board of Weld County, Colorado, which permit shall be effective from 6:00 a.m., until 6:00 p.m., on July 21, 2012, providing that said place where the permitee is authorized to sell malt, vinous and spirituous liquors for consumption by the drink on the premises only, shall be conducted in strict conformity to all of the laws of the State of Colorado and the rules and regulations relating thereto, heretofore passed by the Board of County Commissioners of Weld County, Colorado, and any violations thereof shall be cause for revocation of the permit. Participants & spectators will enter from the west side through a gated section with four security personnel. There will be two(2) emergency exits, one on the NW corner and the other on the western side of the permit area (these are also the start and finish shoots for the race). Security will also be positioned at the entrance to the beer service area checking ID's and wrist banding anyone over 21. See below for responses to each individual question. Let me know if you need more clarification. A broad over view will help you understand how this event is staged for the day. The maximum amount of participants that can register for the race is 3000 as set through the online registration process, if at any time 3000 registrations are reached the race is sold out. The 1500 number submitted in the TA permit app was where the organizer estimated registrations were at the time he filled out the form. The reality is it will probably be below 2400 with the slow pace of sign ups, regardless of the number, registration closes Tuesday July 17th at midnight (PST) at which time there will a hard number. Prior to the race each participant is sent information assigning them a wave time during the day anywhere from the initial wave at 9am to the final wave at about 2:15pm. Waves are every 20 to 25 minutes and consist of 100 to 120 runners. This ensures the course is not clogged at any one point and it also allows for the control of traffic with only 3 to 4 hundred participants on site every few hours. There is space on site for 2500 + vehicles with over flow parking if needed. The average parking load history at this event is 250 to 300 vehicles every hour and a half. Vehicles will enter the race site via the frontage road to the east crossing under I-25 to park on site at the Valley Moto Cross property. Vehicles will exit the property west to County Rd 7 either north or south. This establishes one entrance and one exit point to limit traffic on any one road. The record of this type of waved race is that participants will show up about a half hour prior to their wave and depart w/in a half hour following their finish time. I hope that gives you an idea of some of the mechanics of the event. The temp assembly application lists a maximum of 1500 people at any one time while the special events lists 3000 people expected at the event. It may be 1500 people are expected at any one time with 3000 total over the day, but that is not clear. See Above 2. The temp assembly lists the event hours from 9-3 while the special events lists the hours as 6 a.m. to 6 p.m. The expanded special events permit may be to accommodate people helping with set up and tear down, but that is not clear. The official event (race)times are from 9am until 3pm, or when the last runner crosses the finish line (usually no later than 3:30). The 6am to 6pm permit time reflects set up and tear down of the bulk of the event. 3. It looks like they have 4 security guards contracted (see documents for temp assembly) while the temp assembly appears to say they will have 6 guards. County Code section 12-1-20(10) requires 2 guards/350 persons or 8 for 1400 people. We are not expecting more than 400 folks on site at any one time during the day (see above) The 4 contracted security will also have a staff of 6 to 8 volunteers assisting them and will be in contact via radio all day. The main focus will be age enforcement at the permitted beer areas well as making sure beer doesn't leave the permitted area, parking lot patrol, emergency assistance for EMT's. 4. Unclear whether food licenses have been submitted for all of the food trucks. As of the date of this email there are only two trucks that have contracted, Tonya has their licenses, when and if there are more added you will receive their documentation 5. Unclear what is being done regarding waste disposal. There is a 40 yard dumpster on site at the Valley Moto Cross course that has been approved for the races use, all trash collected on site (25 trash receptacles on site maintained by staff on site throughout the day) will end up in the dumpster.
