HomeMy WebLinkAbout20122063.tiff RECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO MONDAY AUGUST 6, 2012 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado August 6, 2012, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Sean P. Conway, Chair Commissioner William F. Garcia, Pro-Tem Commissioner Barbara Kirkmeyer- EXCUSED Commissioner David E. Long - EXCUSED Commissioner Douglas Rademacher Also present: County Attorney, Bruce T. Barker Acting Clerk to the Board, Debbie Heffel/Esther Gesick Director of Finance and Administration, Monica Mika e MINUTES: Commissioner Rademacher moved to approve the minutes of the Board of County Commissioners meeting of August 1, 2012, as printed. Commissioner Garcia seconded the motion, and it carried unanimously. el CERTIFICATION OF HEARINGS: Commissioner Garcia moved to approve the Certification of Hearings conducted on August 1, 2012, as follows: 1) USR12-0007 — Richard and Betty Roos, 2) USR12-0022 — Robert Seltzer Family Trust/Colorado Outdoor Storage, LLC, and 3) Board of Equalization Hearings. Commissioner Rademacher seconded the motion, which carried unanimously. ▪ AMENDMENTS TO AGENDA: There were no amendments to the agenda. ▪ PUBLIC INPUT: No public input was given. CONSENT AGENDA: Commissioner Rademacher moved to approve the Consent Agenda as printed. Commissioner Garcia seconded the motion, and it carried unanimously. BIDS: e 1) PRESENT BID #61200101, FLEET MAINTENANCE SERVICES — DEPARTMENT OF FINANCE: Barbara Connolly, Controller, explained this bid is for maintaining all County vehicles and staff will make a recommendation on August 20, 2012. ID 2) PRESENT BID #61200110, SWAT TEAM VESTS - SHERIFF'S OFFICE: Ms Connolly stated staff will make a recommendation on August 20, 2012. O,1a Minutes, August 6, 2012 2012-2063 � Page 1 BC0016 NEW BUSINESS: F 1) CONSIDER ADJOURNING BOARD OF EQUALIZATION FOR CALENDAR YEAR 2012: Commissioner Garcia moved to adjourn the Board of Equalization for calendar year 2012. The motion was seconded by Commissioner Rademacher, and it carried unanimously. F 2) CONSIDER EXPRESSION OF OPPOSITION FOR REVISED STATEWIDE ARSENIC STANDARDS RULEMAKING: Stephanie Arries, Assistant County Attorney, was present to answer questions concerning the resolution which was drafted by Assistant County Attorney, Brad Yatabe. Chair Conway thanked Mr. Yatabe for the fast preparation of the document and confirmed all of the Board members expressed support in the work session. Commissioner Rademacher moved to approve said Resolution. The motion was seconded by Commissioner Garcia and it carried unanimously. F 3) SECOND READING OF CODE ORDINANCE #2012-6, IN THE MATTER OF REPEALING AND REENACTING, WITH AMENDMENTS, CHAPTER 3 HUMAN RESOURCES, OF THE WELD COUNTY CODE: Commissioner Rademacher moved to read Code Ordinance #2012-6 by title only. Commissioner Garcia seconded the motion, which carried unanimously. Patti Russell, Director, Department of Human Resources, recommended approval of the proposed revisions to Section 3-3-110.B authorizing employees to wear blue jeans on the fourth Friday of each month, if appropriate, as determined by the Department Head. Doug Meyer, Weld County resident, expressed support for the revision as a means of boosting employee morale. Commissioner Garcia stated although he does not support the revision, he will vote to pass the matter on second reading, since two Commissioners are excused. Commissioner Rademacher moved to approve said Code Ordinance on second reading, as amended. The motion was seconded by Chair Conway, and it carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the Consent Agenda. Code Ordinance #2012-6 was approved on second reading. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Acting Clerk to the Board.
