RE: ACTION OF BOARD CONCERNING WAIVER OF TEN-DAY WAITING PERIOD FOR
CONSIDERATION AND INVESTIGATION OF THE LAWN AND SPRINKLER
SERVICES AT SOUTHWEST WELD, SOUTHEAST WELD, AND CARBON VALLEY
FACILITIES BID - DEPARTMENT OF BUILDINGS AND GROUNDS
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Department of Purchasing has requested waiver of the ten-day waiting
period for the Lawn and Sprinkler Services at Southwest Weld, Southeast Weld, and Carbon
Valley Facilities Bid for the Department of Buildings and Grounds, Bid Request No. B1200076,
due to unusual weather conditions resulting in the need for earlier services, and
WHEREAS, the Board of County Commissioners deems it advisable to waive the
ten-day waiting period for said bid.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the ten-day waiting period for the Lawn and Sprinkler Services at
Southwest Weld, Southeast Weld, and Carbon Valley Facilities Bid for the Department of
Buildings and Grounds, Bid Request No. B1200076, be, and hereby is, waived.
BE IT FURTHER RESOLVED by the Board that the bid from Panorama Coordinated
Services, Inc., be, and hereby is, accepted.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 23rd day of April, A.D., 2012.

As advertised, this bid is for lawn and sprinkler service at the Southwest, Southeast and Carbon Valley
buildings. The low bid is from Panorama Coordinated Services,Inc. Buildings and Grounds is recommending
the low bid be awarded. In addition,we are requesting emergency approval as the weather has changed to
nicer weather earlier than expected this year thus,driving the need for these services sooner.

Dear Monica:
The undersigned, having become familiar with the specifications to renovate LAWN & SPRINKLER
SERVICES AT SOUTHWEST WELD, SOUTHEAST WELD, AND CARBON VALLEY FACILITIES for
the Buildings & Grounds Dept., hereby proposes to sell and deliver to Weld County as set forth in the
following schedule:
Lawn and Sprinkler Maintenance Services for the following facilities:
1. Southeast Weld Services Building located at 2950 9th Street, Ft. Lupton, CO
2. Carbon Valley Building and Lot located at 340 Maple Street, Frederick, CO
3. Southwest Weld Services Building located at 4209 WCR 24 %s Longmont, CO
Bid will include the following minimum:
1. Starting up and shutting down the sprinkler system
2. Repairing sprinkler heads, lines, etc.
3. Cutting and trimming of the grass once per week
4. Edging (aka weed eating) once per week
5. Sweeping sidewalks clear of clipping, once per week
6. Field mowing native grass areas once per month
7. Fertilizing twice (spring & fall)
8. Spraying weeds, as requested.
I certify that the above quotation is exclusive of any federal excise taxes and all other state and local
taxes. I further certify that the items offered for intended use by Weld County will meet all the
specifications it has so indicated in this bid form. The Board of Weld County Commissioners reserves
the right to reject any or all bids, to waive any informalities in bids, and to accept the bid that, in the
opinion of the Board, is to the best interests of the Board and of the County of Weld, State of
Colorado. The Board of Weld County Commissioners shall give preference to resident Weld County
bidders in all cases where the bids are competitive in price and quality.

Bid will be for a one year period with an optional renewal period up to three years. There will be a
mandatory pre-bid meeting on Tuesday April 10th, 2012 @ 9:00 am at the Southwest Weld
Service Bldg. The address is: 4209 WCR #24 '/2, Longmont CO 80504 (1-25 and Hwy#119). All
buildings can be visited during this meeting. Bidders must provide their own transportation. Please
