The Weld County Council met in regular session in full conformity wit I�G�1l�feenty
Home Rule Charter, Monday, February 13, 2012, 6:30 p.m. at the W y
Administration Building, Greeley, CO.
ROLL CALL: The meeting was called to order by President Charles Tucker.
Councilwoman Perry Buck and Councilman Don Mueller were present, constituting a
quorum of members. Councilwoman Buczek and Councilman Kivimaki were excused.
Also present was Weld County Clerk and Recorder Steve Moreno, Michelle Wall , Gaye
Florio and Council Secretary Karla Ford.
APPROVAL OF AGENDA:
Councilwoman Buck made a motion to approve the February13, 2012 agenda with the
removal of Councilman Kivimaki's mileage. The motion was seconded by Councilman
Mueller and carried.
APPROVAL OF MINUTES:
Councilwoman Buck made a motion to approve the January 16, 2012 minutes. The
motion was seconded by Councilman Mueller and carried.
PUBLIC COMMENT: There was no public comment.
PROGRAM REVIEW:
Weld County Clerk and Recorder Steve Moreno, Gaye Florio and Michelle Wall came to
present 2011 information for Motor Vehicle, Recording and Elections departments.
Mr. Moreno discussed the Motor Vehicle Department had 541,678 titled and registered
vehicles and collected $64,068,469.66. Approximately $1,467,410 in late fees were
collected with $313,790 retained in Weld County.
The Recording Department has been affected by the oil boom. There were 73,126
documents recorded which generated $1,844,420.82. This totaled 268,679 pages.
This includes the copy fee, recording fee and copy revenues. Marriage license
numbers did increase for 2011 as well. The office will be receiving an upgrade to the
recording equipment which will allow old records to be digitized to images as well as
new documentation.
Mr. Moreno discussed the Elections Department. In 2011, there were 101,066
registered voters with 42.48% voting. There are 65,661 permanent mail-in voters.
After receiving emails and phone calls from the public regarding an All Mail Ballot
Election for the Primary Election, the Board of County Commissioners has agreed to
support an All Mail Ballot for the Primary Election. The Primary Turnout numbers —
2008 there were 29.69% and in 2010 the total turnout was 26.93%.
Primary Election Dates - May 29th is the last day to register to vote for the Primary
Election. June 4-8th is when the Primary Mail Ballots will be sent out. June 19th is the

last day Primary Mail Ballots can be mailed out from the Elections Office. June 26th is
the Primary Election.
For the 2012 primary election, there will be six service centers located at the following:
Greeley Elections Office, Del Camino Branch Office, Fort Lupton Branch Office,
Windsor Fire Station, Erie Public Works Building and Nunn town Hall. This is where
ballots can be dropped off or one can receive a replacement ballot.
The 2012 General Election will use vote centers. There will be five early vote sites with
an additional twenty nine sites on Election Day.
2012 Presidential Election Dates — October 9th is the last day to register for General
Election. October 15th is the first day mail-in ballots may be sent to voters, except for
UOCACVA voters. October 22nd is when the early voting begins. October 30th is the
last day General Mail Ballots can be mailed out from Elections Office. November 6th is
the General Election.
The website is a great source of information including ability to register, verify and
update records.
Mr. Moreno will continue with his 9th annual Municipal Clerks' Luncheon to talk with all
local clerks and discuss upcoming information for the current year.
OLD BUSINESS:
ACS Intranet Access
The secretary checked with ACS to see if the Intranet is available to the Weld County
Council members and since the council does not have county laptops, that information
is not available.
May 21st Meeting Location
Due to a conflict at the Keenesburg Town Hall, Councilman Mueller made a motion to
change the May 21St Weld County Council meeting location to the Weld County
Administration Building in Greeley. The motion was seconded by Councilwoman Buck
and carried.
Newspaper Subscriptions
The council deferred this item to the next meeting.
NEW BUSINESS:
Scanning Weld County Council Documentation
Councilman Kivimaki and Councilwoman Buczek had asked the secretary to review the
possibility of getting the Weld County Council documentation scanned into current
system. The secretary with work with the Clerk to the Board to learn the system and get
the documentation scanned and updated.

Upcoming Meetings/Events
The Council was invited to the Longmont Unity in the Community meeting on February
23rd and the Elected Officials meeting on March 19tH
Payment of Bills
Councilman Mueller made a motion to pay bills as listed below:
Mileage for Councilman Charles Tucker $ 18.19
Mileage for Councilwoman Perry Buck $ 16.59
Mileage for Councilman Don Mueller $ 11.77
Metrowest Paper (4th Qtr Report to the People) $ 27.40
The Herald Voice Sub Renewal $ 35.00
The motion was seconded by Councilwoman Buck and passed.
