(Gobbler Water Storage)
The Weld County Public Works Department reviewed the submitted application for critical items, including but
not limited to Site Plan, Traffic Study, Preliminary Drainage Report, Geotechnical Soils Report, and Flood
Hazard Development Permit. Comments made during this stage of the review process will not be all inclusive;
as revised materials are submitted other concerns or issues may arise. All issues of concern and critical
issues during further review must be resolved with the Public Works Department.
COMMENTS:
Weld County Functional Classification Map: (revised Feb. 9, 2011 —Amended 10/2011)
CR 20 is a local gravel road that requires a 60-foot right-of-way at full build out. There is presently a 60-foot
right-of-way. This road is maintained by Weld County. Pursuant to the definition of SETBACK in the Weld
County Zoning (23-1-90), the required setback is measured from the future right-of-way line.
Section Line Access: CR 35 (Right-of-Way), No R/W in Section 23.
REQUIREMENTS:
Pursuant to Chapter 15, Articles I and II of the Weld County Code, if noxious weeds exist on the property or
become established as a result of the proposed development, the applicant/landowner shall be responsible for
controlling the noxious weeds. All vegetation, other than grasses, and agricultural crops, needs to be
maintained at a maximum height of 12 inches until the area is completely developed.
The access width requirements for emergency equipment (fire department) are a minimum of 20 feet.
The access road shall be a graded and drained road to provide an all-weather access.
Flood Hazard Development Standards:
This area IS NOT in a Special Flood Hazard Area (SFHA) as determined by the Federal Emergency
Management Agency (FEMA).
Storm Water Drainage:
The applicant has provided construction drawings that have been stamped, signed, and dated by a
professional engineer licensed in the State of Colorado. Per agreement with Public Works, the storage pond
has sufficient freeboard volume to prevent overtopping. The pond is also being lined to prevent leakage.
Because the pond has 2 feet of freeboard, a spillway was not required.
Please add the following development standards to the plat:
1. The historical flow patterns and run-off amounts will be maintained on site in such a manner that it
will reasonably preserve the natural character of the area and prevent property damage of the type
generally attributed to run-off rate and velocity increases, diversions, concentration and/or
unplanned ponding of storm run-off.
2. The applicant must take into consideration storm water capture/quantity and provide accordingly for
best management practices.

3. Weld County will not maintain on-site drainage related areas or medians.
Grading Permit:
The proposed project appears to be disturbing more than one acre during the construction of the facility. A
grading permit is required prior to the start of construction. Please add the following development standards to
the plat.
1. In the event that 1 or more acres are disturbed during the construction and development of this site,
the applicant shall obtain a stormwater discharge permit from the Water Quality Control Division of
the Colorado Department of Public Health and Environment.
2. If more than 1 acre is to be disturbed, a grading permit will be required prior to the start of
construction. The grading permit application must contain: an erosion and sediment control plan, a
grading plan, installation details of all BMPs to be utilized, typical installation and maintenance
notes for all BMPs to be utilized, and a copy of the approved CDPHE stormwater permit. The
erosion and sediment control plan set must be wet stamped, signed, and dated by a registered
professional engineer licensed in the State of Colorado.
Traffic:
The site will be accessed by pick-up trucks with a possible trailer. Access is estimated to be at most four times
per 24-hour period, approximately 2-3 people one hour each visit. Upon completion of the construction, there
will be no full-time personnel at the site.
A vehicle tracking control pad consisting of a minimum of 50-feet in length, 20-feet wide, 3-4" Rock, 6" depth
(Field Access to Gravel County Road) will be required to prevent tracking of material from your site in the way
of mud or debris on to Weld County Roads. This needs to be placed and shown on the plat drawing across
both lanes. Double Cattle Guards are preferred option.
Show the approved access on the plat and label it with the approved access permit number (AP12-
# ).

Environmental Health Services has reviewed this proposal for a mineral resource
development facility, including an oil and gas support and service facility (water supply
& storage) in the A (agricultural) zone district. There are no full time employees located
at the site although there may be two or three employees that will monitor the facility but
will not be on site over an hour.
It is the policy of this department that portable toilets and bottled water are allowed
when employees or contractors are on site for less than 2 consecutive hours a day. As
personnel will be on site for a short duration, in accordance with Environmental Health
Services policy the use of portable toilets is allowed.
The dust abatement plan states that during construction water trucks will be used. After
construction the access and driving surfaces will be graveled, areas will be revegetated
and a water truck will be utilized if necessary.
The waste handling plan indicates that after construction there should not be any waste
generated on site and chemicals will not be stored on site.
We have no objections to the proposal; however, we recommend that the following
requirements be incorporated into the permit as development standards.
1 . All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and
Facilities Act, 30-20-100.5, C.R.S., as amended) shall be stored and removed for
final disposal in a manner that protects against surface and groundwater
contamination.
2. No permanent disposal of wastes shall be permitted at this site. This is not
meant to include those wastes specifically excluded from the definition of a solid
waste in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S.,
as amended.
3. Waste materials shall be handled, stored, and disposed in a manner that controls
fugitive dust, blowing debris, and other potential nuisance conditions. The
applicant shall operate in accordance with the approved "waste handling plan", at
all times.
4. Fugitive dust shall be controlled on this site. The facility shall be operated in
accordance with the approved "dust abatement plan", at all times.
5. The fresh water storage and loading system shall be operated in a manner to
minimize spills. Fresh water spills should be captured in above-ground
containment areas for reuse or allowed to infiltrate. There shall be no discharge
from this process to surface waters or to the facility's stormwater management
system, in accordance with the Rules and Regulations of the Colorado Water
Quality Control Commission, and the Environmental Protection Agency.
6. This facility shall adhere to the maximum permissible noise levels allowed in the
Non-Specified Zone as delineated in Section 14-9-30 of the Weld County Code.
7. If applicable, the applicant shall obtain a stormwater discharge permit from the
Colorado Department of Public Health & Environment, Water Quality Control
Division.
8. Adequate handwashing and toilet facilities shall be provided for employees and
patrons of the facility. As employees or contractors are on site for less than 2
consecutive hours a day portable toilets are acceptable.
9. The operation shall comply with all applicable rules and regulations of State and
Federal agencies and the Weld County Code.

After reviewing the application and documents submitted the Building Department has the
following comments:
A building permit will be required for any new construction, alteration, or addition to any
buildings or structures on the property. It is required that a code analysis be done on the project
by a design professional with experience in this area. A building permit application must be
completed and two complete sets of engineered plans including engineered foundation plans
bearing the wet stamp of a Colorado registered architect or engineer must be submitted for
review. A geotechnical engineering report performed by a registered State of Colorado engineer
shall be required or a open hole inspection.
Buildings, equipment and structures shall conform to the requirements of the various codes
adopted at the time of permit application. Currently the following has been adopted by Weld
County: 2006 International Building Code; 2006 International Mechanical Code; 2006
International Plumbing Code: 2006 International Energy Code; 2006 International Fuel Gas
Code; 2011 National Electrical Code; 2003 ANSI 117.1 Accessibility Code and Chapter 29 of
the Weld County Code. Surgery center shall conform to Section 422 of the 2006 International
Plumbing Code.
A plan review shall be approved and a permit must be issued prior to the start of construction.
