I have reviewed the attached Annual Franchise Fee Report for Weld County, Colorado, for the
twelve months ended December 31, 2011. To the best of my knowledge and belief, the report
accurately reflects the revenues subject to franchise fees during this period, and correctly states
the calculated franchise fees. The report further indicates that the franchise fees for this period
are paid in full.
