The project site is generally located on the East side of Weld County Road 17. This application has been prepared by established guidelines found in the Weld County Code, Use by Special Review Application Requirements,and the most current Weld County Procedural Guide for a Use by Special Review Application as found on the Weld County Web Site on 22-Apr-2012. 1. Explain,in detail,the proposed use of the property. The proposed use of the property is for operation of the small business Ace of Blades Lawn and Landscaping. The business provides routine lawn care services and special landscaping projects to residential and commercial customers in northern Colorado. Ace of Blades will operate on the East portion of the property,with the West end of the property continuing to be used for the primary personal home. The portion of the property under review currently contains outbuildings and vacant out lot. No development on the site is proposed. The site has one existing access point on Weld County Road 17. Employees derive to the site to pick up equipment and materials to transfer to the job site. Site access will be restricted to the owner and employees of Ace of Blades Lawn and Landscaping. The property will be used to park business vehicles,business trailers,and employee vehicles.The existing shop will be used to complete maintenance and repairs of equipment used to operate the business.The shop contains an office that will be the primary operating office for the business. Materials will be stored on the property. Minimal amounts of leftover landscaping supplies will be stored until they can be recycled. Organic materials and lawn debris collected as part of normal business operations will be stored in existing containment berms in the Southeast corner of the property.All organic materials and lawn debris will be hauled off the premises to a recycling center during regular intervals. 2. Explain how this proposal is consistent with the intent of the Weld County Code,Chapter 22 of the Comprehensive Plan. How many people will use this site? The owner's family will continue to live in the existing residence as their primary home. During seasonal operations,approximately seven employees will be accessing the site to drop off or pick up equipment and materials to transfer to the lawn care or landscaping job site. b. How many employees are proposed to be employed at this site? Five to seven employees are currently employed at this site. Employment is generally seasonal,with all employees reporting to work daily during the work week from spring to fall, and limited employment in the winter season. Planned business expansion could increase the number of employees to ten during peak seasons. c. What are the hours of operation? Hours of operation vary based on the season. The business will operate from 8 to 5 on weekdays and from 8 to 2 on some Saturdays in the spring, summer,and fall seasons. Employees will be on site for approximately one hour before and after normal working hours to prepare for off-site job duties. During the winter season, hours of operation will be limited to days that snowfall occurs. d. What type and how many structures will be erected (built)on this site? This proposal does not include the erection of structures. e. What type and how many animals,if any,will be on this site? This proposal does not include the habitation of any animals on the site.The personal residence includes household pets only f. What kind (type,size,weight)of vehicles will access this site and how often? Vehicles that will access the site will be employee automobiles and business trucks. The business currently owns four medium duty pickup trucks, all less than one ton,which are used to move employees and materials to job sites daily. g. Who will provide fire protection to the site? Johnstown Fire Protection District will provide fire protection to the site.A letter from the Fire Marshall has been included in this application. h. What is the water source on the property? A copy of the well information has been included in the application. Changes to the water system are not included in this proposal. i. What is the sewage disposal system on the property? An existing household septic system serves the site.The septic permit number SP- 9600037 has been included in this application. j. If storage or warehousing is proposed,what type of items will be stored? Outside storage of organic materials, lawn debris,and landscaping materials is proposed on the site. These materials are collected as part of normal maintenance operations conducted by Ace of Blades Lawn and Landscaping. Debris will be stored in contained berms. All organic materials and lawn debris will be hauled off the premises to a recycling center during regular intervals. The business would also store minimal amounts leftover landscaping supplies such as boulders,rock, mulch and pavers. 6. Explain the proposed landscaping for the site. Ace of Blades Lawn and Landscaping operations are generally blocked from view by the residence on the West side of the property. Seven new Austrian pines will be planted on the South side of the property to provide a screen for employee parking and main business operations. 7. Explain any proposed reclamation procedures when termination of the Use by Special Review activity occurs. No reclamation procedures are within the scope of this proposal. 8. Explain how the storm water drainage will be handled on the site. Historic drainage of the property will not be altered. This application does not include plans to change any of the existing structures. Use of the property by Ace of Blades Lawn and Landscaping will not impact the drainage to the site. 9. Explain how long it will take to construct this site and when construction and landscaping is scheduled to begin. No construction activities are within the scope of this proposal. Landscaping will be conducted immediately upon approval of this proposal. 10. Explain where storage and/or stockpile of wastes will occur on this site. Storage of waste on site includes common household waste and waste collected as part of normal maintenance operations by Ace of Blades Lawn and Landscaping. Household waste is stored in an existing dumpster on the property. Organic materials, lawn debris, and excess landscaping materials are stored in the Eastern portion of the property, generally out of visibility from the adjoining County Road 17. Organic materials and lawn debris are contained in berms and hauled off the premises to a recycling center at regular intervals. Waste Management Plan: Waste generated on this site is general household waste and waste from landscaping operations. For Ace of Blades Lawn and Landscaping,waste receptacles will be placed in and/or near buildings and emptied by employees on a regular basis. The trash is placed into a large dumpster. The regular monthly trash service for the property is provided by Royal Disposal waste management company. Minimal amounts of leftover landscaping supplies will be stored on site until they can be recycled.Organic materials and lawn debris collected as part of normal business operations will be stored in existing containment berms in the Southeast corner of the property. All organic materials and lawn debris will be hauled off the premises to a recycling center during regular intervals. USR Questionnaire—Ace of Blades Lawn and Landscaping Page 5 of 5 Traffic Narrative The site has one existing access point on Weld County Road 17. The road access use at the 20240 County Road 17 property will not change from its current usage. Current traffic consists of normal household traffic associated with the primary residence and employee traffic to and from landscaping job sites on behalf of Ace of Blades Lawn and Landscaping. Five to seven employees are currently employed at this site. Employment is generally seasonal, with all employees reporting to work in their personal vehicles daily from 8 to 5 during the work week from spring to fall,and limited employment in the winter season based on the days that snowfall occurs.Planned business expansion could increase the number of employees to ten during peak seasons. Vehicles that will access the site will be employee automobiles and business trucks.The business currently owns four medium duty pickup trucks,all less than one ton,which are used to move employees and materials to job sites daily. A letter from the Town of Johnstown is included in this application, indicating no issues with continued use of access to County Road 17 from the property. USR Questionnaire—Ace of Blades Lawn and Landscaping Page 5 of 6 Water Quality Narrative Historically, storm water on the property flows from the Southeast to the North area of the property.Natural grade of the land causes flow from the Southeast corner of the property,around the South side of the shop,and into a natural low point along the North property line.The low point extends from the irrigation supplies shed West to the garden shed. Storm water that flows from the residence onto the West side of the property naturally accumulates into the existing drainage ditch. The low point or depression along the North property line serves as the Water Quality Depression required to be downstream of the parking and storage areas to catch any contaminants. The depression is less than one foot deep,but its width ensures sufficient capacity to address runoff volume. Water does not flow onto the property from an outside source.The East side of the property is the high point of all surrounding properties;the property line is a concrete irrigation ditch. The South side of the property has a one foot high berm,preventing water from entering the property from the adjoining farmland. This application does not include plans to change any of the existing structures. Use of the property by Ace of Blades Lawn and Landscaping will not impact the drainage to the site.No previous issues with water drainage related to the property are known.To meet the requirements of Public Works, existing grade will be modified in order to ensure that debris does not run off of the property. This modification will include ensuring a 1 inch depression exists near the landscaping debris storage area.
