RECEIVED ROLL CALL: The meeting was called to order by President Charles Tucker. Councilwomen Perry Buck and Ginny Buczek and Councilman Don Mueller were present, constituting a quorum of members. Also present was Debra Adamson, Marge Klein and Council Secretary Karla Ford. APPROVAL OF AGENDA: Councilwoman Buck made a motion to approve the March 19, 2012 agenda. The motion was seconded by Councilwoman Buczek and carried. APPROVAL OF MINUTES: Councilwoman Buczek made a motion to approve the February 13, 2012 minutes. The motion was seconded by Councilman Mueller and carried. ADOPT RESOLUTION: Councilwoman Buck made a motion to adopt Resolution 191 recognizing former Council Member John Kivimaki for his years of service to the county of Weld. The motion was seconded by Councilwoman Buczek and carried. PUBLIC COMMENT: There was no public comment. PROGRAM REVIEW: Debra Adamson from Weld Environmental Health Services presented information on the following different programs: Air Quality Monitoring and Control, Solid Waste Programs, Consumer Protection Programs, Sewage Disposal Systems, Environmental Planning, Household Hazardous Waste, Community Outreach Programs and Vector Control Program. Ms. Adamson gave statistics regarding foodborne illness. These are caused by bacteria, viruses, parasites, toxins, chemical and physical hazards. The leading causes for death are salmonella, toxoplasma, listeria and norovirus. The leading causes for hospitalizations are salmonella, norovirus, campylobacter and toxoplasma. The leading cause for illness is noroviruses. Some of the groups that have a higher risk of developing foodborne illness consist of children younger than age six, adults older than age 60, pregnant women and those with immune system compromise. Weld County had one significant outbreak investigation in 2011 —which 35 people became ill with the norovirus after a wedding reception. The primary objective of the Retail Food Establishment Inspection Program is to prevent foodborne illness and outbreaks. The department utilizes inspections, enforcement, education, plan reviews and consultations to help in this effort. 0_02©ia 2012-1077 Weld County Council Minutes March 19,2012 Page 2 of 2 Retail Food Inspections have threes risk levels — Low risk (inspected once a year), not low risk (inspected twice per year) and high risk (inspected three times per year). There are also three types of violations: risk factor critical, other critical and non critical. The department follows a step-by-step procedure that is outlined in the Colorado Revised Statues —Voluntary Compliance and Enforcement. They are also required by state statute and through the retail food regulations. Plan reviews are performed for all new and remodeled retain food establishments. The food program also offers food safety education classes (WeldSTAR) for food service workers and area residents and more in-depth training for food service managers, holds quarterly food safety advisory group meetings, sends out a quarterly newsletter and posts all retail food inspection on the public website. The state legislature passed and signed off on The Colorado Cottage Foods Act. With this new legislation act, the department will not issue retail food license for cottage foods producers and inspections will not be performed. They will respond to complaints of illness, injury, contamination or misbranding. The state health department will begin a work group to establish uniform and consistent procedures. OLD BUSINESS: Newspaper Subscriptions A list of current newspaper subscriptions was distributed to the council. The council secretary will check with Longmont Times-Call about public notices. NEW BUSINESS: Correspondence A letter from Freedom from Religion Foundation was distributed to the council. Upcoming Meetings/Events The council was invited to the 4th Annual Festival Chicana de artes on March 28th. Payment of Bills Councilwoman Buczek made a motion to pay bills as listed below: Mileage for Councilman Charles Tucker $ 75.97 Mileage for Councilwoman Ginny Buczek $ 55.11 Mileage for Councilwoman Perry Buck $ 52.97 PS Trophies $ 27.70 The motion was seconded by Councilwoman Buck and passed.
