Box 758 1150 O Street Greeley, CO 80632 RE: COZ11-0001 APPLICATION Dear Commissioners: I would like to offer my support in favor of case COZ11-0001 by Big Thompson Investments, LLC in your upcoming hearing. This case involves a change of zoning from Ag to Industrial for the southeast corner of State Highway 85 and Weld County road 44 on approximately 118 acres. Discussed below are a few reasons for my support of the application before you. • As a commercial real estate broker working in Weld County I have seen the steady increase of interest from companies in the industrial sector, primarily in oil and gas extraction and their support service providers. Since 2010, industrial interest began to hit the Weld County market in a noticeable way and by the middle of 2011 virtually all of the viable existing real estate for these industrial users is now either leased or purchased, leaving little existing option left for consideration. Viable real estate in this case refers to an industrially-zoned land parcel with 5-20,000 square of office/shop space on 2-15 acres and reasonable access to Highway 85. Due to the large numbers of new wells being drilled in Weld County Highway 85 is the backbone of much of the truck traffic associated with those operations. Locating industrial businesses along this corridor makes sense to cut down on traffic on more rural roads. However, outside of the larger municipalities there is not much existing industrial ground within the county and especially for areas in between Greeley and Brighton/Ft. Lupton. Location in this area would provide central access to many of the new well sites and enable that traffic to better utilize Highway 85. The subject site already provides some similar development nearby in the form of large warehouses, some of which are currently used for commercial purposes,others agriculture. Directly to the north of the subject site are produce sheds and a Weld County maintenance shed. A heavy equipment repair garage is located across the highway to the west and commercial warehousing occurs just north and east of the subject site where CR 44 and CR 35 intersect. • My experience in dealing with the industrial users sees that their needs are largely immediate in nature and if suitable property is not found within a quick time frame then they either move on or attempt to locate in whatever building they can that might accommodate their operations, some of which will not • be zoned appropriately. Providing ideally-zoned land should help take some of that current and future demand pressure off of other areas not as ably suited for the oil and gas operations. A number of current oil and gas clients continue to hint that the next 2-5 years look very encouraging still and expect the area to keep gaining momentum and in turn keep bringing new companies to the area. In fact, a handful of larger companies such as Noble, Halliburton,Anadarko, and a few others are currently planning new, large structures in Weld County to keep up with their projected ramp up in production. New construction has already begun near Ft. Lupton/Brighton and is poised to continue throughout the year along the Highway 85 corridor. By approval of the change of zoning you will allow prudent planning to take place for some of these businesses, keep traffic close to Highway 85, and provide economic shovel-ready development ground in a logical growth corridor for future benefit of the county. With the planning staff both familiar with and fully capable of solving issues associated with this development while cognizant of the concerns of the neighbors, I have confidence this will be a net attribute to the county and its citizens. Depending on what goes on that property,our own property values may drop, we may lose our wonderful scenery, or the traffic might be increased.The intersections around the area are quite dangerous and increased traffic on any of them could prove devastating. The only way we as neighbors have any say in what happens to that property is to contest the rezoning. I do have a question though: are we even sure that this rezoning will help the property sell? I have seen numerous properties near Windsor that are industrial but are sitting there vacant and useless. If there is a buyer lined up, how much/which sections is the business planning to buy and what is planned for the property? Speed limit is 45 mph till about 1 mile turns to 55 mph Speeding is not enforced on road 44 *Intersection of highway 85 and county road 44 is unsafe as is and with increase in traffic would cause it to become even more unsafe. *Many scenarios come to mind with the increase in traffic for example if many industrial use vehicles are traveling from a job site to repair/maintenance facility they usually have a caravan of about 10+vehicles that are of oversized loads what if the excessive amount of vehicles causes highway 85 to become blocked due to the entrance being too close to highway.
