Dear County of Weld,Colorado,
Front Range Pipeline LLC ("Front Range"),will be developing and constructing a pipeline project in
Weld County, Colorado, which may cross lands owned by you in such county, or in which you may have an
interest. One of the first activities that will be undertaken by Front Range will be to seek permission from
you to survey across your property.
An Agent representing Front Range will be contacting you shortly to discuss the upcoming project,
to obtain survey permission, and to answer any questions you may have regarding the survey. Upon
completion of the survey, if it is determined that the pipeline route will cross your property, the Agent may
contact you again to discuss the possible purchase of an easement or other rights. We look forward to
working with you or your representatives.

See below— I was asked if they could survey across our new Kersey shed site for a pipe to be installed next
year. We would let them survey now and develop construction plans subject to our review and requirements
to adjust for our needs. The generic access letter you were sent would be what we normally would sign to let
them survey but we'd have them file an easement agreement and plat to show the pipe location and
easements that would be signed by the Board. This pipe may also need to go through the USR process, we'd
want to see the big picture. Don also gets these requests so also talk to him.

Jimmy,
The location you describe for the liquids pipeline is known as our Kersey grader shed. As you stated, there
are 2 pipelines in that area of our property already. You asked if you could survey across the property. Yes,
you may collect survey information. If your survey proves up your proposed pipeline route and you do in fact
wish to install a pipe across our property, you will need to work out an easement agreement with the County
as did the other pipelines. We will require that the pipe be installed by boring under our property. It is likely
that the railroad abutting our south property line will also want that method of installation. We will want
appropriate "no dig" pipeline markers installed. Also note that the County road (54) there is under
construction and re-alignment; we do not wish to have our road designs conflict with your pipeline. Deep
placement of your pipe will be needed to avoid roadside ditches, utility conflicts. Please contact Matt LaPorte
at the address and phone number below to arrange coordination with our design and construction schedule.
