City of Brighton ISLAM'S Community Development 500 South 4th Avenue Brighton" Brighten,CO BO6O, 303 655 2059 Office www.brightonco.gov ANNEXATION IMPACT REPORT Arnheim Property Date: November 9,2012 To: Weld County Board of County Commissioners Re: Annexation Impact Report for the Arnheim Property Location: A parcel of land located in the Northeast Quarter of Section 30,Township 1 North, Range 66 West of the 6th Principal Meridian, County of Weld, State of Colorado. This report has been prepared in fulfillment of the requirements of C.R.S. 31-12-108.5 concerning annexation impact reports. The proposed annexation involves an approximate 19.440 acre property(Parcel No. 147130100023)addressed at 1571 and 1575 County Rd. 27, generally located east of County Rd. 27/N. Main St.and south of County Rd. 6/Crown Prince Blvd. Pursuant to C.R.S. 31-12-115(2),which requires the parcel to be zoned within 90 days of receiving final approval of the annexation petition,the Applicant has submitted a zoning request for the parcel to be zoned Light Industrial (I-1). The Petition for Annexation has been signed and notarized. The Annexor owns 100% of the property. The Annexation Applicant is Arnheim ,LLC, represented by John M.Turner. The following have been included in this Annexation Impact Report,as required by C.R.S. 31-12- 108.5(1), (a)through(f): Extension and Provision of Municipal Services. The City of Brighton will provide the requisite public services, including,but not limited to water, sanitary sewer,roads, storm drainage, and police. There is no draft annexation or pre-annexation agreement available at this time. Method for Financing Extension of Utilities. The City of Brighton will require the Annexor to finance connection to utility services as the water and sewer lines are currently available in County Rd. 27/N.Main Street. Other mechanisms for financing that may apply include: (1)development fees,(2) special improvement districts,(3)developer funds,(4) metropolitan districts,or(5) otherwise by agreement between the City of Brighton and Annexor as appropriate under the circumstances. Districts Within the Area to be Annexed. Information obtained through the Weld County Assessor's Office indicates that the following districts exist within the area to be annexed: Central Colorado Water Sub District,Central Colorado Water rl-7`f-/4 2012-3262 ADMINISTRATION • BUILDING • ENGINEERING • OUR MISSION INTEGRITY VISION + STEWARDSHIP = A PROGRESSIVE COMMUNITY Conservancy District,Greater Brighton Fire Protection District, School District RE8,Aims Junior College,High Plains Library District(formerly Weld Library District),and West Adams Conservation District. School Impacts. The subject annexation is not anticipated to require the modification of any school district boundaries and is currently within School District RE8. The Annexor is proposing future development to be consistent with Employment uses as defined in the City of Brighton's Comprehensive Plan,where additional residents to be served by the school district is not anticipated.
