BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
NOVEMBER 28, 2012
The Board of County Commissioners of Weld County, Colorado, met in regular session in full
conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County
Administration Building, Greeley, Colorado, November 28, 2012, at the hour of 9:00 a.m.
e ROLL CALL: The meeting was called to order by the Chair and on roll call the following
members were present, constituting a quorum of the members thereof:
Commissioner Sean P. Conway, Chair
Commissioner William F. Garcia, Pro-Tem
Commissioner Barbara Kirkmeyer - EXCUSED
Commissioner David E. Long - EXCUSED
Commissioner Douglas Rademacher

IR MINUTES: Commissioner Garcia moved to approve the minutes of the Board of County
Commissioners meeting of November 26, 2012, as printed. Commissioner Rademacher seconded the
motion, and it carried unanimously.
AMENDMENTS TO AGENDA: There were no amendments to the agenda.
El PUBLIC INPUT: No public input was given.
Fl CONSENT AGENDA: Commissioner Rademacher moved to approve the Consent Agenda as
printed. Commissioner Garcia seconded the motion, and it carried unanimously.
Fl COMMISSIONER COORDINATOR REPORTS: Chair Conway stated he attended the CCI
Conference and reported that Commissioner Kirkmeyer was re-elected as Treasurer for 2013. He also
reported the Governor gave a speech that was very positive regarding the future oil and gas industry
growth for Weld County.
BIDS:
Fl 1) APPROVE BID B1200158, COPIER/MULTIFUNCTION DEVICE - DEPARTMENT OF PUBLIC
WORKS: Barb Connolly, Controller, provided a brief explanation of the selection and responded to
questions from the Board. Commissioner Rademacher moved to approve the second low bid from
Bratton's Office Equipment, Inc., as recommended by staff. The motion was seconded by
Commissioner Garcia, and it carried unanimously.

NEW BUSINESS:
El 1) CONSIDER TEMPORARY CLOSURE OF CR 3 BETWEEN CRS 46 AND 48: Janet Carter,
Department of Public Works, reviewed the provisions of the closure. Commissioner Garcia moved to
approve said temporary closure. Commissioner Rademacher seconded the motion, which carried
unanimously.
Fl 2) CONSIDER CANVASS BOARD CERTIFICATION OF NOVEMBER 6, 2012, COORDINATED
GENERAL ELECTION: Steve Moreno, Clerk and Recorder, provided a brief summary of the 94%
election turnout, which is an all time high for Weld County. Commissioner Conway also commended
the entire election team and reported that there was not a single complaint received by the Board.
Commissioner Garcia moved to accept the Certification of Election. The motion was seconded by
Commissioner Rademacher, and it carried unanimously.
Ei 3) CONSIDER BUDGET MODIFICATION TO COVERDELL FORENSIC SCIENCE
IMPROVEMENT PROGRAM GRANT AND AUTHORIZE ELECTRONIC SUBMITTAL: Ron Arndt,
Crime Lab Director, was not present. Ms. Connolly provided a brief overview of the request. The
Board indicated the necessary information was received during the work session. Commissioner
Rademacher moved to approve said Budget Modification and authorize electronic submittal by the
Clerk to the Board. Commissioner Garcia seconded the motion, which carried unanimously.
El 4) CONSIDER BUDGET MODIFICATION TO JUSTICE ASSISTANCE GRANT (JAG) AWARD
FOR NORTHERN COLORADO REGIONAL FORENSIC LABORATORY CAPACITY ENHANCEMENT:
Ms. Connolly provided a brief summary of the request, as discussed in the work session.
Commissioner Garcia moved to approve the Budget Modification, as proposed. The motion was
seconded by Commissioner Rademacher, and it carried unanimously.
El 5) CONSIDER BUDGET MODIFICATION TO COVERDELL FORMULA GRANT FOR
NORTHERN COLORADO REGIONAL FORENSIC LABORATORY TRAINING NEEDS: Ms. Connolly
reviewed the request, as previously discussed. Commissioner Rademacher moved to approve the
Budget Modification, as proposed. Seconded by Commissioner Garcia, the motion carried
unanimously.
Fl 6) CONSIDER TRANSFER OF 16 WEAPONS FROM THE SHERIFF'S OFFICE TO THE
NORTHERN COLORADO REGIONAL FORENSIC LABORATORY TO BE ADDED TO THE
FIREARMS REFERENCE LIBRARY: Mr. Arndt entered the meeting and confirmed that normally
confiscated weapons are destroyed; however, this Resolution will allow for a transfer of the listed
firearms to the reference library for use by the crime lab. Bruce Barker provided clarification to the
Board's questions, stating this action is required pursuant to the County Code as it relates to surplus
property. Mr. Arndt answered questions from the Board as to how the weapons were acquired.
Commissioner Garcia moved to approve said transfer of weapons. Commissioner Rademacher
seconded the motion, and it carried unanimously.
PLANNING:
ID 1) CONSIDER RESUBDIVISION, RES12-0001, FOR A LOT LINE ADJUSTMENT BETWEEN
LOTS 4, 5, AND 6 OF MJF-1062 (REPLAT OF LOT "B" HILL-N-PARK SUBDIVISION) - WEST HILL N
PARK, INC.: Chris Gathman, Department of Planning Services, provided a brief summary of the
request to address a setback issue, and he addressed the Board's questions. John Clarkson,
Benchmark Custom Homes, explained the plot plans and answered questions from the Board. There
was no public comment. Mr. Clarkson agreed to all of the Conditions of Approval. Commissioner

Rademacher moved to approve RES12-0001, with the Conditions of Approval as proposed. The
motion was seconded by Commissioner Garcia, and it carried unanimously.
RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the
Consent Agenda. No Ordinances were approved.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Acting Clerk to the Board.
There being no further business, this meeting was adjourned at 9:33 a.m.
