The following business was transacted :
I hereby certify that pursuant to a notice datedFebruary 21 , 1979 ,
duly published in the JohnstownLBreeze on February 22 , 1979 ,
March 1 , 1979 , and March 8 , 1979 a public hearing was held on
the Service Plan of the Proposed Northmoor Acres Metropolitan
District for the purpose of considering said Service Plan . on
March 14 , 1979 . On March 14 , 1979 the petitioner requested
that this hearing be continued until May 30 , 1979 . The Board
unanimously granted the petitioners request .
Today , Kim Lawrence , legal counsel for the petitioner , reviewed
the petitioner 's written presentation. Mr . Douglas Murray ,
President of Northmoor Acres Homeowners Association, elaborated
on the method in formulation said proposed district . Russell
Anson informed the Board of the options they have regarding this
request . Numerous persons owning property in Northmoor Acres
voiced their opinions regarding the proposed district . Roger
Olson opposed said district and presented documentation to
substantiated his position. After much deliberation, Commissioner
Kirby made a motion to approve the Service Plan , conditioned
upon the utilization of Plan #4 , which included funds for gradual
purchase of water rights . Commissioner Roe seconded the motion
and it carried unanimously .
