RE: APPROVAL OF INSTALLATION OF POND AT GROVER TEST FACILITY
FOR WYOMING MINERAL CORPORATION.
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, on November 29 , 1976 , Wyoming Mineral Corporation
was granted a Special Use Permit for the purpose of conducting
solution mining tests, and
WHEREAS , Wyoming Mineral Corporation has requested that it
be allowed to construct a third pond at the Grover Test Facility,
and
WHEREAS, the Colorado Department of Health, Water Quality
Control Division has approved the addition of said pond, and
WHEREAS, the Board of County Commissioners of Weld County,
Colorado has determined that the construction of a third pond at
said site is not a material deviation as intended by Development
Standard No. 2 of the Special Use Permit.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Com-
missioners of Weld County, Colorado that the request of Wyoming
Mineral Corporation for installation of a third pond at the
Grover Test Facility be, and hereby is , approved.
BE IT FURTHER RESOLVED that the Board finds that the instal-
lation of a third pond is not a material deviation from Development
Standard No. 2 of the Special Use Permit.
The above and foregoing Resolution was , on motion duly made
and seconded, adopted by the following vote on the 20th day of
December, A.D. , 1978.

Subject: Installation of Pond at Grover Test Facility
Dear. Mr. Honn:
This is to inform you that Wyoming Mineral Corporation plans to construct
a third pond at the Grover Test Facility. Due to the Colorado Department
of Health closing the Ft. Lupton Sanitary Landfill in June, 1978, WMC
has been unable to dispose of its excess brine concentrate off-site.
Because we did not anticipate this problem and our present pond capacity
is totally inadequate, especially under low winter evaporation conditions,
a third pond is necessary to continue groundwater restoration.
We estimate that the pond will measure approximately 80 feet by 120 feet by
10 feet deep. The increased pond capacity is not a significant alteration
of our current operations under our present Special Use Permit , but merely
the enlargement of the existing pond system to allow disposal of our brine
in the most environmentally sound manner. The new pond, like the present
ponds, will be lined so that there will be no seepage or other potential
environmental impacts.
The restoration process will remain unchanged by the addition of this pond;
hence, this addition is not a "material" deviation as intended by Develop-
ment Standard No. 2. The pond is justified by the environmental and economic
considerations of achieving groundwater stability as soon as practical through
reducing the few remaining elements to their restoration level, and enabling
final stability monitoring to begin. Also, such finalization will allow
early termination of expensive equipment rentals and the reassignment of
personnel from the Grover restoration operation.
As is standard practice, we wish to keep you informed of the status of opera-
tions at Grover and trust you will concur with the Colorado Department of
Health, Water Quality Control Division who has already approved the addition
of this pond.
