RE: APROVE BUDGET MODIFICATION TO JUSTICE ASSISTANCE GRANT (JAG)
AWARD FOR NORTHERN COLORADO REGIONAL FORENSIC LABORATORY
CAPACITY ENHANCEMENT
WHEREAS, the board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado and
WHEREAS, the Board has been presented with a Budget Modification to the Justice
Assistance Grant (JAG) Award for the Northern Colorado Regional Forensic Laboratory
Capacity Enhancement from the County of Weld, State of Colorado, by and through the Board
of County Commissioners of Weld County, on behalf of the Sheriff's Office, to the Colorado
Division of Criminal justice, Office of Adult and Juvenile Justice Assistance, commencing
October 1, 2011, and ending December 31, 2012, with further terms and conditions being as
stated in said budget modification, and
WHEREAS, after review, the Board deems it advisable to approve said budget
modification, a copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the board of County Commissioners of
Weld County, Colorado, that the Budget Modification to the Justice Assistance Grant (JAG)
Award for the Northern Colorado Regional Forensic Laboratory Capacity Enhancement from the
County of Weld, State of Colorado by and through the Board of County Commissioners of Weld
County, on behalf of the Sheriff's Office, to the Colorado Division of Criminal justice, Office of
Adult and Juvenile Justice Assistance, be, and hereby is, approved.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 28th da vember, A.D., 2012, nunc pro tunc October 1, 2011.

We have completed the purchase of the items requested in that GAN of 8/8/2012. There remians
funds of $5055 and the lab is requesting to use these funds to purchase two items for the firearms
section. Both items are in keeping with the scope of the grant, capacity enhancement to better serve
the submitting agencies. One of the items requested was in the original request in the Spring of
2011 — a Borescope and accesseorires, The second item is to perform barrel measurement to assist
the firearms examiner in that examination process. The instrument will also assure the examiner
complies with new accreditation standards.

enhancement to better serve the submitting agencies. One item requested was in the

The instrument will also assure the examiner complies with new accreditation standards.
The firearms unit needs a Borescope to examine inside the barrel of weapons for trace evidence (blood
droplets,fibers, etc)to locate and document their presence. We have identified a source for this scope.
As mentioned it was requested in the grant in 2011 and we still have not been able to secure funds to
purchase this item.
The other item is an instrument used to measure the length of a gun and it barrel. Colorado statutes
define the legal limits of a rifle or shotgun and if the barrel length of a gun has been intentionally
reduced from the length manufactured then an accurate measure of that length must be made. We
have located an instrument that can do those measurements which will also assist the lab to comply
with accreditation standards relative to traceability and measurement of uncertainty.
We are requesting permission to purchase the following with the remaining funds so as increase the
scope of the lab's capacity to provide quality work for those submitting evidence to the lab. We are
