Lyster Family Farms Partnership c/o High Sierra Water Service C-4 Site The Weld County Public Works Department reviewed the submitted application for critical items, including but not limited to Site Plan, Traffic Study, Preliminary Drainage Report, Geotechnical Soils Report, and Flood Hazard Development Permit. Comments made during this stage of the review process will not be all inclusive; as revised materials are submitted, other concerns or issues may arise. All issues of concern and critical issues during further review must be resolved with the Public Works Department. COMMENTS: Weld County Functional Classification Map: (Revised Feb. 9, 2011 —Amended 10/2011) CR 64 is a local gravel road and requires a 60-foot right-of-way at full build out. There is presently a 60-foot right-of-way. This road is maintained by Weld County. Pursuant to the definition of SETBACK in the Weld County Zoning (23-1-90), the required setback is measured from the future right-of-way line. Average Daily Traffic Counts (ADT) on CR 64 reflex 124 vehicles per day, taken in 2012. Weld County Road 49 and 47 Arterial Corridor Study: (October 2004, updated October 2011) CR 47 is classified by the County as a major arterial and requires 140-foot of right-of-way. This road is maintained by Weld County. Pursuant to the definition of SETBACK in the Weld County Zoning (23-1- 90), the required setback is measured from the future right-of-way line. The applicant shall delineate or dedicate an additional 40-foot of right-of-way parallel to the CR 47 right-of-way for future build-out. ADT counts for CR 47 are in the 400-450 range, taken in 2009/2010. Improvements to CR 47 are included within the Weld County 5-year plan. This may result in access limitations and haul route modifications during the construction. REQUIREMENTS: Noxious Weeds: Should noxious weeds exist on the property or become established as a result of the proposed development, the applicant/landowner shall be responsible for controlling the noxious weeds, pursuant to Section 15-1-180 of the Weld County Code. Road Access Policy (Policy Established Sec.8-2-10) Show the approved access on the plat and label it with the approved access permit number (AP12- 00383). A 45-60' radius is required on all accesses to public roads for accesses designed to accommodate commercial/truck traffic. The right-of-way or easement shall be a graded and drained road to provide an all-weather access. The grading permit application must contain: an erosion and sediment control plan, a grading plan, installation details of all BMPs to be utilized, typical installation and maintenance notes for all BMPs to be utilized, and a copy of the approved CDPHE stormwater permit. Improvements Agreement: Weld County Public Works has a existing Improvements Agreement in-place for AmUSR-729 on the C-4 site for road base material, and applying magnesium chloride twice a year or as needed. (20052593) Traffic: Weld County Public Works has received a Traffic Narrative for the High Sierra C-4 site prepared and stamped by Matt Delich. After reviewing the submitted traffic narrative the following comments have been prepared: 1. An annual road inspection will be performed in the spring to establish the condition of CR 64 to determine if any road damage was caused by the operation of the facility. The applicant will be responsible excavate, repair, or patch any damage on the roadway to mitigate for heavy truck traffic created by the facility. The type and method of repair will be determined by the Department Public Works. If road damage is beyond repair, the applicant will pay their proportional share for the reconstruction to restore the road. 2. Roadways Improvements may be triggered due to heavy truck traffic associated with the facility including turn lanes onto CR 47; the following is a list of the triggers for turn lanes: a. 25vph turning right into the facility during a peak hour. b. 10vph turning left into the facility during a peak hour. c. 50 vph turning right out of the facility during a peak hour. 3. A stop sign will be required to be installed at the facility accesses onto CR 64. The access will have 60' radius to accommodate the larger trucks entering and exiting the site. 4. No parking or staging of commercial vehicles on the county road is allowed. Use on-site parking area. 5. The development has 2 existing access points onto WCR 64. 6. The applicant is proposing approximately 90 trips per day for the facility. CR 64 is a gravel roadway the most recent traffic count was taken in April 2012. The AADT was 124vpd with 69% trucks. Due to the increased traffic volumes at the facility here is a list of triggers for the improvements for the upgrading, widening, and paving of WCR 64 from the facility entrances to CR 47: a. 200 vehicles per day Mag-Chloride b. 400 vehicles per day Pavement Drainage: A final drainage report stamped, signed, and dated by Eric Wernsman was submitted for review on July 26, 2012. The drainage report appears to be acceptable to Public Works. Construction drawings that have been stamped, signed, and dated by Eric Wernsman were submitted for review on August 16, 2012. The construction drawings appear to be acceptable to Public Works. The historical flow patterns and run-off amounts will be maintained on site in such a manner that it will reasonably preserve the natural character of the area and prevent property damage of the type generally attributed to run-off rate and velocity increases, diversions, concentration and/or unplanned ponding of storm run-off. 2. Weld County will not maintain on-site drainage related areas or medians. This must be addressed by the homeowner's association or owner. 3. The applicant shall comply with all Colorado Department of Health and Environment, Water Quality Control Division regulations regarding storm water quality permitting and protection and construction storm water discharges. On the final plat, please provide a metes and bounds description of the area to be reserved for drainage facilities and label those areas as "No Build/No Storage Area — Drainage Area" Flood Hazard Development Standards: This area IS NOT in a Special Flood Hazard Area (SFHA) as determined by the Federal Emergency Management Agency (FEMA).
