J Banowetz's Proposal For Property Use Currently our 10 acre property consists of a primary residence, 14'x40' shed, a 40'x120' building, and a temporary house. We would like to add on a bedroom, kitchen, and 2 car garage to the temporary house and make it into a bed and breakfast or rental home. The 40'x120' building we would like to make into an event center for wedding receptions, graduations, anniversaries, family reunions, etc. The building will be available to rent 7 days a week during the business hours between 6am and 12 midnight. We plan on keeping gatherings small, around 100 people. We would like to add on a foyer, an additional men and women's bathroom, and a car port adjacent to the foyer. Most vehicles coming to the property will be personal cars , SUV's, and pickup's. There may rarely be larger delivery trucks (UPS or FedEx). We don't really even see this happening much. Parking area will be asphalt and gravel keeping dust to a minimum. Our property is located on the corner of CR 49 and CR 50. CR 49 is a paved road and CR 50 is going to be surfaced as well. We will continue to do all the operations listed in our old USR permit which includes use of his backhoe for commercial purpose. Our water source is Central Weld County Water District and we have a septic system, permit # SP-0000419. Original leach field was designed for 1000 sq. ft. but was expanded to 2000 sq. ft. at installation. Also, original design required a 1000 gal. tank but I installed a 1500 gal. tank with a commercial distribution box. An additional leach field may be needed to accommodate extra use. We should not have any trouble with storm water drainage due to living in a semi-arid region. We have not had any problems yet, but we will put in any necessary berms to divert water as needed. Kersey Fire Department will provide fire protection and there is a fire hydrant on the corner of our property on CR 49 and 50. We currently share a dumpster with my parents and will have a rented dumpster for waste elimination when the business is up and running. It will he with Royal Disposal at 970-978-0349. Currently pickup is once a month, but that can be adjusted if amount of waste increases. There will also be no livestock on the property. Only 1 cat. We would like to run the business as a family. On the off chance it will grow beyond what we can personally handle, we will have no more than 5 employees. Due to the economy, we are looking for ways to generate income with our existing assets and these two options seemed like the most practical. Our hours of operation would be no earlier than 6am and no later than midnight on days with facilities rented out. We will not allow deliveries before 6am! There will be no food prepared on the premises. All food will be provided by a licensed caterer at customer's expense. Facility will provide a serving area to warm catered food if necessary. Landscaping will be done to enhance the appearance of the property. Most of the landscaping is already completed. As time goes on, we will probably add a few more trees, shrubs and flowers. The landscaping will be kept up on a regular basis. For proposed landscaping see attached landscape plan map. All building projects will be started after obtaining the required permits and will take approximately 2 months to complete. According to Code Chapter 22, G. A.Goal 7. County land use regulations should protect the individual property owner's right to request a land use change. We are requesting a land use change. We also fall under Code Chapter 23 R. Any use permitted as a Use by Right, an ACCESSORY USE, or a Use by Special Review in the COMMERCCIAL or industrial zone districts, provided that the property is not a Lot in an approved or recorded subdivision plat or lots parts of a map or plan filed prior to adoption of any regulations controlling subdivisions. PUD development proposals shall not be permitted to use the special review permit process to develop. The surrounding land use is either farmed, CRP land, oil batteries, or private residences. Our proposed business will not interfere with any of these. Vegetation consists of native and domestic plants and grasses. The terrain generally slopes to the northeast at about a 2% grade. Soil types located on the property are tan sandy silty clay, fine white silt, and dark brown clay/shale. No reclamation is necessary. Dust Abatement Plan Road Surface The road surface entering the property from Rd 50 is soon to be hard surfaced and is maintained by the county. Parking Area Prior to event traffic arriving, the parking area will be maintained to ensure that there is adequate aggregate on the surface to provide traction in the event of rain or moisture. The primary parking area that is closest to the building has asphalt surface. This will provide for any handicap parking needs.
