North Weld County Water District proposed to construct a bulk water fill station for the purpose of obtaining water through a fire hydrant utilizing a portable meter. The Board of County Commissioners approved the pilot program proposed by North Weld County Water District on August 17, 2011. The pilot program was valid for a period of 90 days. The fill station accommodates up to 15 tractor-tankers or a greater quantity of smaller water trucks, providing off road filling and staging areas. 2. The proposal is consistent with the Weld County Code,Chapter 22 in that the District is providing an essential service to the agricultural,construction, and oil and gas industries. 3. The proposal will not impact the agricultural zoning of the area. 4. There are two residences adjacent to the property on the west and three residences including a greenhouse operation to the east of WCR 35. The remainder of the surrounding lands are dryland pasture or dryland agriculture planted to crops such as corn and wheat. The actual bulk water fill station occupies approximately 4 acres of a 69.29 acre dryland pasture parcel. 5. a. The site will be utilized by customers of the district purchasing bulk water. There may be up to 15 people at the site at one time filling from the hydrants or staged waiting to fill. b. There will be no employees stationed at the site but District personnel will be monitoring the location. • c. The proposed hours of operation are from daybreak to}4 hour before sunset daily. d. There will be no permanent structures erected on the site. The hydrants will be insulated during the cold weather months with insulating blankets and wraps. e. There will be no animals on the site. f. The site will be accessed by personal vehicles transporting a water tank in the bed, personal vehicles transporting a trailer with a water tank,and water trucks ranging in size from 2,500 gallon pup trucks to 6,000 gallon tractor—trailer tankers. The site may be visited all day with trucks also staged waiting to load. The frequency and number of vehicles at the site will vary depending on construction,agriculture, and oil and gas activities in the area. g. The Ault-Pierce Fire Department is the local fire protection provider. h. North Weld County Water District will be the provider of water to the site. No irrigation water will be required for this proposal. i. There is no current sewage disposal system on the property and there is no sewage disposal system proposed. j. No storage or warehousing is proposed. 6. The site will not be landscaped beyond the existing pasture grass. The District will work with the County and the adjacent landowners if concerns arise that could be resolved by adding landscaping to the site. 7. The site will be returned to its original condition if the Use by Special Review activity ceases. The hydrants and waterline would remain but a valve at the road would isolate the facilities. The driveways and dirt work would be leveled out and blended into the existing grade and the area would be seeded to prevent erosion until the vegetation was able to establish. The farm is • currently sprayed for weeds and the same maintenance schedule will be kept into the future. 8. The site does not require any additional storm water drainage. The ditch along WCR 88 is very • shallow and the ground absorbs moisture sufficiently. County staff has already approved the District to forgo a culvert at the two entrances into the site but if drainage becomes an issue in the future the District will work with the county to correct the situation. 9. The site was constructed in accordance with an agreement made between Weld County and North Weld County Water District dated August 17, 2011. 10. The total parcel owned by North Weld County Water District is approximately 70 acres and this 4 acre recorded exemption will be surrounded by the remaining 66 acres. The water originates from the asphalt surface of Weld County Road 88 and from the road base surface area of the driveway built to accommodate trucks and trailers filling with bulk water from the District's fire hydrants located on the site. The water flows off the site into a shallow ditch that transects the property from north to south. This ditch does not provide irrigation to the property and is simply an old structure. There have been no known drainage issues with the property. The District has shown on the map the proposed water quality feature that conforms to the methodology set forth in Volume 3, Section 4.4.2 of the Urban Storm Drainage Criteria manual. The area shown on the map is 1 foot deep with an overall footprint of 38 ft by 38 ft. • • Traffic Study North Weld County Water District USR- The District anticipates that up to 100 trips per day could be made to the location. The operation would be open 24 hours a day for seven days per week. The trip distribution is anticipated to be 90%of traffic would enter the site and exit the site to access Hwy 85 to the west of the facility via Weld County Road 88. The remaining 10%of traffic would utilize Weld County Road 88 and travel east four(4) miles to Weld County Road 43. From there it would be anticipated the traffic would travel north to Weld County 90 to State Highway 14. The District acknowledges the auxiliary turn lane trigger points as advised by Weld County traffic engineer,Janet Carter. These points are as follows: 1. If the volume of traffic traveling into the site from the east exceeds 10 vehicles per hour,then a left deceleration may be required. 2. If the volume of traffic exiting the site and traveling east exceeds 50 vehicles per hour,then a right acceleration lane may be required. 3. If the volume of traffic entering the site from the west exceeds 25 vehicles per hour,then a right • deceleration lane into the site may be required. The site has been constructed to allow off-road staging for up to 15 tractor-trailer trucks. There will be a combination of single unit and combination unit trucks utilizing the site as well as single passenger vehicles with trailers. A traffic study was performed in 2010 by Weld County which stated that the annual average daily traffic(AADT)was 211 vehicles, of which, 9%were single unit trucks and 8%were combination unit trucks. • • Waste Management Plan North Weld County Water District USR- The District will instruct drivers to keep all trash inside their trucks. The District will monitor the site on a regular basis to ensure that the area is clean and free of waste. Restroom facilities will not be provided on site. • • • Dust Abatement Plan North Weld County Water District USR- The access and exit drives have been graveled with 1" road base.
