A Use by Special Review permit to expand an existing shooting range.
The Weld County Public Works Department has reviewed this proposal. This project falls under the Use
by Special Review Standard, Weld County Code, Chapter 23, Article II, Division 4, Section 23. Staff
comments made during this phase of the Use by Special Review process may not be all-inclusive, as
other issues may arise during the remaining application process.
COMMENTS:
CR 60.5 is a collector road and requires an 80-foot right-of-way at full build out. There is presently a 60-
foot right-of-way. This road is maintained by Weld County. Pursuant to the definition of SETBACK in the
Weld County Zoning (23-1-90), the required setback is measured from the future right-of-way line.
Traffic is not proposed to increase.
An access permit application is required for this site. There is no fee and no photos are required since the
existing access will be used. The Access Permit Application form is available on the Public Works website
under Permits/Applications. Please place the approved Access Permit Number on the Plat (will be
provided when an application is received).
The shooting area expansion should not negatively impact existing stormwater flows. Berms are
proposed for containing rainwater and preventing lead migration.
This area IS NOT in a Special Flood Hazard Area (SFHA) as determined by the Federal Emergency
Management Agency (FEMA).
REQUIREMENTS:
1. Show and label the existing access with the approved Access Permit Number (will be provided
when an application is received).
2. Add the following notes to the plat:
a. Pursuant to Chapter 15, Articles I and II of the Weld County Code, if noxious weeds exist
on the property or become established as a result of the proposed development, the
applicant/landowner shall be responsible for controlling the noxious weeds. All
vegetation, other than grasses, needs to be maintained at a maximum height of 12
inches until the area is completely developed.
b. The historical flow patterns and run-off amounts will be maintained on site in such a
manner that it will reasonably preserve the natural character of the area and prevent
property damage of the type generally attributed to run-off rate and velocity increases,
diversions, concentration and/or unplanned ponding of storm run-off.

Environmental Health Services has reviewed this proposal to amend USR-993 and
USR-883 for a shooting range expansion and public utility facility (Colorado Department
of Highway or CDOT). There is an existing shop building and salt storage shed located
on the property. There are 8 full-time employees who access the site. The shooting
range will be utilized by up to 20 Colorado State Troopers twice quarterly.
The facility is served by the City of Greeley (Meter No. 08166025) and an individual
sewage disposal system (Permit No. G-19890051). The existing septic system has the
capacity to serve up to 30 full-time employees which is adequate for the proposed load.
The applicant submitted a dust abatement plan which indicates that all accesses are
covered in recycled asphalt and CDOT has water trucks and dust suppressants for
mitigating on-site dust.
The applicant submitted a lead abatement plan and was found to be complete. The
shooting range will have a 90% berm enclosure which will control noise.
The waste handling plan states that a dumpster will be provided for refuse and will be
serviced by Waste Management. The waste handling plan shall also include types and
quantities of wastes generated from vehicle maintenance and repairs, including floor
drain waste, and disposal of spilled vehicle fuels and other hazardous materials. The
applicant needs to provide the names, phone numbers, and addresses of the
companies providing recycling or disposal of wastes generated from vehicle
maintenance and repairs.
We have no objections to the proposal; however, we do recommend that the following
conditions be part of any approval:
We recommend that the following requirements be met prior to allowing the plat to be
recorded:
1 . In the event washing of vehicles will occur on site the applicant shall ensure that
any vehicle washing area(s) shall capture all effluent and prevent discharges
from the washing of vehicles in accordance with the Rules and Regulations of the
Water Quality Control Commission, and the Environmental Protection Agency.
Vehicle washing areas should be designated on the plat.
2. The applicant shall submit documentation that floor drain wastes from any
vehicle maintenance facility is captured in a watertight vault and hauled off for
proper disposal.
3. The applicant shall submit a waste handling plan, for approval, to the
Environmental Health Services Division of the Weld County Department of Public
Health & Environment. The plan shall include at a minimum, the following:
1) A list of wastes which are expected to be generated on site (this should
include expected volumes and types of waste generated).
2) A list of the type and volume of chemicals expected to be stored on site.
3) The waste handler and facility where the waste will be disposed (including
the facility name, address, and phone number).
We recommend that the following requirements be incorporated into the permit as
development standards:
1. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and
Facilities Act, 30-20-100.5, C.R.S., as amended) shall be stored and removed
for final disposal in a manner that protects against surface and groundwater
contamination.
2. No permanent disposal of wastes shall be permitted at this site. This is not
meant to include those wastes specifically excluded from the definition of a solid
waste in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5,
C.R.S., as amended.
3. Waste materials shall be handled, stored, and disposed in a manner that
controls fugitive dust, fugitive particulate emissions, blowing debris, and other
potential nuisance conditions.
4. The applicant shall operate in accordance with the approved "waste handling
plan", at all times.

5. Any vehicle washing area(s) shall capture all effluent and prevent discharges
from washing of vehicles in accordance with the Rules and Regulations of the
Water Quality Control Commission, and the Environmental Protection Agency.
6. Fugitive dust and fugitive particulate emissions shall be controlled on this site.
The facility shall be operated in accordance with the approved "dust abatement
plan", at all times.
7. This facility shall adhere to the maximum permissible noise levels allowed in the
Industrial Zone as delineated in Section 14-9-30 of the Weld County Code.

8. Adequate drinking, hand washing and toilet facilities shall be provided for
employees of the facility, at all times.
9. Any septic system located on the property must comply with all provisions of the
Weld County Code, pertaining to Individual Sewage Disposal Systems.
10.Any additional hydraulic load to an existing septic system will require an
Evaluation from a Colorado Registered Professional Engineer. The engineer's
evaluation shall be submitted to the Weld County Environmental Health
Department. In the event the system is found to be inadequate, the system must
be brought into compliance with current Weld County Individual Sewage
Disposal Regulations.
11 .The facility shall utilize the existing public water supply (City of Greeley).
12.All pesticides, fertilizer, and other potentially hazardous chemicals must be
handled in a safe manner in accordance with product labeling and in a manner
that minimizes the release of hazardous air pollutants (HAP's) and volatile
organic compounds (VOC's). All chemicals must be stored secure, on an
impervious surface, and in accordance with manufacturer's recommendations.
13.Any targets used shall be considered non-toxic.
14. Process wastewater (such as floor drain wastes) shall be captured in a
watertight vault and hauled off for proper disposal. Records of installation,
maintenance, and proper disposal shall be retained.
15.The operation shall comply with all applicable rules and regulations of State and
Federal agencies and the Weld County Code.

proposals through the submittal of FAA Form 7460-1, Notice of Proposed
Construction or Alteration. There was no information included in this
package that clearly showed how close this proposal was to the Greeley-Weld
County Airport (map, coordinates, etc.). This proposal may be in close
proximity to Greeley-Weld County Airport. The FAA recommends the project's
proponent to file a Form 7460-1. The FAA uses information provided on this
form to conduct an airspace analysis to determine if the proposal will pose
an aeronautical hazard and to minimize the adverse effects to aviation.
