Conway, Chair Commissioner William F. Garcia, Pro-Tem Commissioner Barbara Kirkmeyer Commissioner David E. Long Commissioner Douglas Rademacher Also present: Acting Clerk to the Board, Esther Gesick Assistant County Attorney, Brad Yatabe Planning Department representative, Kim Ogle Public Works representative, Heidi Hansen Health Department representative, Lauren Light The following business was transacted: e I hereby certify that pursuant to a notice dated September 14, 2012, and duly published September 19, 2012, in the Fort Lupton Press, a public hearing was conducted to consider the request of the Colorado Department of Highways, for a Site Specific Development Plan and Amended Use by Special Review Permit, USR12-0049 (formerly USR-993 and USR-883), for a Recreational Facility (shooting range) and a Public Utilities Facility, including equipment storage or repair facilities, in the A (Agricultural) Zone District. Brad Yatabe, Assistant County Attorney, made this a matter of record. El Kim Ogle, Department of Planning Services, presented a brief summary of the proposal, surrounding land uses, and referral agency responses, and he entered the favorable recommendation of the Planning Commission into the record as written. He also displayed maps and photographs of the site and surrounding area, and addressed questions from the Board regarding the boundary of the floodplain. Fl Heidi Hansen, Department of Public Works, provided a brief overview of the current roadway conditions and transportation plans, and stated she had no additional requirements or concerns. VI Lauren Light, Department of Public Health and Environment, reviewed the water and sewer provisions, Lead Reclamation Plan, and the Noise, Dust, and Waste Handling Plans. In response to Commissioner Kirkmeyer, Mr. Ogle confirmed the application fee was waived for the State agency. Et No public testimony was offered concerning this matter. In response to Commissioner Rademacher, Mr. Stieber stated the applicant is in agreement with Development Standards #4 II through #7 and #23, as proposed. In response to Chair Conway, Mr. Stieber further stated he and the applicant have reviewed, and agree to abide by, the Conditions of Approval and Development Standards, as proposed. e Commissioner Long moved to approve the request of the Colorado Department of Highways for a Site Specific Development Plan and Amended Use by Special Review Permit, USR12-0049 (formerly USR-993 and USR-883) for a Recreational Facility (shooting range) and a Public Utilities Facility, including equipment storage or repair facilities, in the A (Agricultural) Zone District, based on the recommendations of Planning staff and the Planning Commission, with the Conditions of Approval and Development Standards as entered into the record. The motion was seconded by Commissioner Kirkmeyer, and it carried unanimously. Mr. Stieber commended all of the departmental staff for their assistance through the process.
