Dear Kim:
Baseline Corporation is representing Noble Energy to obtain a Use by Special Review Permit for a
proposed water storage pond on the Carpio Farm property located at the NE corner of the intersection of
WCR 64% and WCR 57. The proposed storage pond is to be approximately 4 surface acres in size and
hold approximately 30 acre-feet of water. Noble has had discussions with North Weld County Water
District about upgrading an existing water tap to a 4" tap near the intersection. The reason for
construction of this pond is that the water will used in Noble's operations for hydraulic fracturing
operations for the new/existing wells Noble has in the Wattenberg Field area.
The improvements expected on the property will include the storage pond, semi-truck turnaround facility,
access points(2 for an entry and an exit), and six bay water filling station pad.

Application for Use by Special Review
1. Description of Proposed Use:
This USR application is referred to as the Carpio Farms Water Storage Pond application and
is from Noble Energy Incorporated. Noble Energy operates approximately 7,800 oil and gas
wells in the Denver-Julesberg (DJ) Basin with the vast majority being located in Weld
County, Colorado. With the continued need for more wells in the DJ Basin, support facilities
are required for these drilling operations. Noble Energy is submitting an application for the
construction of water storage pond near the intersection of CR 66 and CR 57 in Weld
County.
This water storage facility will assist Noble Energy's drilling operations in the Wattenberg
Field. Water is a critical component for drilling and hydraulic fracturing of oil and gas wells
in the area. The water stored at this facility comes from an existing 11/4" water tap that will be
upsized to 4". The pond will be approximately 4 acres in size and will hold an estimated 30
• acre feet of water. A small office building is shown on the plan but is not anticipated to be
constructed with the initial development. Contracted water trucks can be expected to use the
facility to fill their tanks for transport of water to various drilling sites in the Wattenberg
Field.
Noble Energy is proposing the following most noteworthy equipment and improvements:
• 4 acre storage pond that will hold 30 acre-feet of water
• 1 - Pump
• 1 — six bay water filling station pad with lighting for emergency and nighttime use
• Access road and truck turnaround facility
• Fencing around facilities for safety and protection of site
• Small office building (potential future building)
Please see the Site Plan in the Appendix for a more detailed layout for the proposed water
storage facility.
There will be two access points for the facility. They will both be located off of WCR 57.
One access point will serve as the entry to the facility, while the other will serve as the exit.

2. Consistency with the intent of the Weld County Code, Chapter 22 of the
Comprehensive Plan
Comprehensive Plan Consistency
The Weld County Comprehensive Plan addresses goals and policies for agriculturally zoned
properties and oil and gas facilities. The Comprehensive Plan also addresses the presence of
oil and gas deposits in the County and encourages the extraction of oil and gas resources that
conserve the land and minimize the impact on surrounding land and the existing surrounding
land uses. This new facility will assist in the extraction of oil and gas resources as water is a
critical component to the drilling operation. The new water storage facility that Noble Energy
is proposing uses only a portion of the parcel it plans to sit on and should not impact the area
surrounding the facility. The proposed water storage pond will decrease the impact on roads
and traffic in other areas of Weld County by providing access to water that is closer to the
drilling operations in the area. The trucks that will transport the water will have to drive less
to service the drilling operations in the area thus decreasing the impact on roads throughout
the county. •
3. Consistency with the intent of the Weld County Code, Chapter 23 (Zoning) and the
zone district in which it is located.
Section 22-2-10 (D) emphasizes the extraction of natural resources as an important part of
the economy of the County. The storage pond assists with the extraction of these natural
resources by providing water as it is an essential necessity of the drilling process. Oil and gas
facilities are allowed as a use by right in the A (Agricultural) Zone District. However, oil
and gas support and service operations such as a water storage pond require the approval of a
Use by Special Review Permit.
4. Surrounding Uses and Compatibility with surrounding uses.
The Carpio Farms Water Storage Facility is surrounded by agricultural use parcels. To the
northwest there is a cattle feed lot operation. To the west and south there are single family
houses on large agricultural properties and directly to the south is an oil and gas tank battery.
To the north and east there are also large agricultural properties with a few single family
homes.

• Consideration has been taken to ensure that the new Carpio Farms Water Storage Facility
will operate in a manner that is compatible with existing and planned uses in the area. As the
site plan indicates, the water storage facility will be located on the southeast corner of the
intersections of WCR 66 and WCR 57. The pond will be located on the north portion of the
property. The impacts to the area should be minimal as Noble Energy proposes to create a 4
acre pond, with nearly 2 acres for a truck loading area on a 105 acre parcel. The remainder of
the property will be leased as production agriculture fields. The water storage facility should
have little or no impact on the uses that currently exist in the area.
5. Describe the following(Special Review Use Questionnaire):
a. Number of people who will use this site
There will not be any permanent employees assigned to this site. The site will be
visited by water contractor drivers of semi-trucks that will take water from the site to
different locations around the area for drilling operations. There will not be a
bathroom on the site at this time, but a portable sanitation unit will be located on site
for those purposes. The site will be secured by a fence to prevent the possibility of
trespassers and for public safety.
When a water contractor comes to the site in his tanker truck, they will enter the site
with a keycard that will open the entry gate. The truck will pull into the filling station
and the contractor will fill their tank. The tank is expected to only take 10-15 minutes
to fill. Once filling operations are finished, the contractor will pull out of the site with
the exit gate closing behind them automatically.
• b. Number of employees proposed to be employed at this site
Once constructed, there will be no full time personnel that will be employed at the
Caprio Farms Water Storage Facility. During construction of the improvements,
obviously additional personnel will be on site until completion.
c. Hours of operation
The facility is expected to operate on a cyclical basis, and when it is in use when
drilling operations occur elsewhere, this site may work 24 hours a day 7 days a week.
d. Type and number of structures to be built on this site
The site is proposed to have a pond that is approximately four surface acres and hold
approximately 30 acre-feet of water. The improvements on the property will also
include a semi-truck turnaround facility with two access points (entry and exit),
fencing, and potentially a small office building in the future. The site also will have
redundant power to the pumps and gate mechanisms.
e. Type and number of animals
No animals will be housed on site. Water fowl may be attracted to the pond as it
contains only fresh clean water. The presence of water fowl on the pond is not
expected to adversely affect the operations.

f. Kind of vehicles that will access this site and how often
The site will primarily be accessed by contractor semi-trucks. Occasionally, a Noble •
Energy employee or sub-contractor will come to the site to perform maintenance on
the pond or pump, and will drive a company pick-up truck. Contractors will typically
drive either personal vehicles or standard 4x4 trucks. Please refer to the traffic count
summary in the appendix of this document.

g. Fire Protection
The Platte Valley Protection District provides fire protection to this area. A referral
packet will be sent to the District by the County. Once an approval letter is received
it will be placed in the Appendix.
k. Water source on the property
This site is served by domestic water provided by North Weld County Water District.
Noble has had discussions with NWC Water District about upgrading the water tap to
4" near the intersection of WCR 64 '/2 and WCR 57. Noble Energy is working with
North Weld County Water District and a letter stating an agreement made with that
agency is located in the appendix of this document.

i. Sewage disposal system
Sewage disposal is not required for the site as the water is being used off-site at
various drilling locations. The site is only used for storage of water for drilling
purposes. Restrooms are not being provided on the site, Noble Energy is planning to
provide a couple of portable sanitation units.
j. Storage or warehousing
There is no outdoor storage associated with this project.
6. Proposed Landscaping
There is no existing screening and no additional landscaping is being proposed with this
application.
7. Reclamation procedures
Should the water storage facility not be needed any longer, all pond materials, filling bays,
and pumps will be removed and the ground re-graded to accommodate agricultural uses.
8. Storm Water Drainage
The proposed site of the Water Storage Facility is relatively flat and will be surfaced with
gravel. Please refer drainage report located in the appendix of this document for further
explanation.
• 9. Construction period
Construction of the water storage facility is anticipated to commence soon upon approval of
this requested USR and a subsequent site plan approval.
10. Waste Handling Plan
The only waste anticipated on the project is from the portable sanitation unit. This unit will
be emptied on a weekly basis.
Waste Management Plan
No wastes are expected to be generated on site. No chemicals will be stored on site. The site
is for water storage and transport only.
No Vehicles or equipment will be washed on site.
Regarding a motor vehicle oil leak, Noble Energy's standard operating procedures are to dig
up the contaminated soil and ship it to the (Ault Waste Management Facility or add other
facility). Noble Energy then tests and analyzes the remaining soil to be sure it is clear of all
contaminates. Once that is completed, Noble Energy back fills the previously contaminated
area

11. Dust Abatement Plan •
During the construction phase of the project, Noble Energy will utilize water trucks to
maintain dust suppression. Also, the Storm Water Management Plan will be followed to
mitigate soil erosion during the construction phase.
After construction is completed the site will be stabilized using native vegetation, which will
not be allowed to grow over 12" high. Additionally, Noble Energy will gravel the access
drive and circulation pattern. In addition, a water truck will be utilized to control dust after
construction, if required.

Posted Notice:
In accordance with Section 23-2-210 of the Weld County Code a sign shall be posted by the •
County on this proposed property stating that a Use by Special Review Permit has been
requested.
2. Operation Standards
The Carpio Water Storage Facility will house a 30 acre foot pond that serves six filling
stations. The filling stations will be serviced by a pump that will have redundant power. The
site will also have fencing for security and automatic entry and exit gates. Along with the
fencing, lighting will also be installed around the filling stations for afterhours work and
added security.
The pump will pull water from the bottom of the pond. Inclement and freezing weather is not
expected to be a concern for the usage of the pond. Noble Energy is aware of the weather
situations in Colorado and will schedule the use of the facility based on their drilling and
fracking schedules.
NOISE CONTROL:
Semi-trucks will use the site primarily for a short period of time to fill their tanks and deliver
the water to operations off site. The closest residence is located approximately 2 tenths of a
mile away. Noise above the 55-50dB acceptable range for day time and nighttime •
respectively should not be reached. If noise does become an issue, measures will be taken to
decrease these nuisances.
Occasionally, a Noble Energy employee or sub-contractor will come to the site to perform
maintenance on the pond or pump, and will drive a company pick-up truck. Contractors will
typically drive either personal vehicles or standard 4x4 trucks.
The rural nature of this site is preferred to mitigate the effects of noise emissions on the
surrounding property owners.
AIR AND WATER QUALITY:
All activities will be in compliance with the permit and control provisions of the Colorado
Air Quality Control Program, Title 25, Article 7, C.R.S. as applicable. No waste water will
be discharged within the site. All water and waste is carried by vehicle off the site.

• LIGHTING:
Lighting on the site will be downcast and shielded lighting located on two poles at either end
of the fill islands and at the entry/exit to the site. Lighting is for nighttime, security, and
emergency work only.
Any source of lighting on the site shall be shielded so that light rays will not shine directly
onto adjacent properties where such would cause a nuisance or interfere with the use on the
adjacent properties. In addition, neither direct nor reflected light from any light source on
site will create a traffic hazard to operators of motor vehicles on the adjacent access road.
WEED CONTROL:
The water storage site will be kept free of weeds; rubbish, and other waste material. The area
shall be treated if necessary and as practicable to prevent invasion of undesirable species and
noxious weeds.
3. Required Permits
Weld County:
A Use by Special Review Permit is required to be approved by the Board of County
• Commissioners prior to construction of this facility.
Noble Energy will submit any additional permits necessary for county approval prior to the
commencement of construction on site.
Platte Valley Fire Protection District:
The Site Plan and Special Review Use Application will be referred to and reviewed by the
Platte Valley Fire Protection District. Approval of the plans is expected. A letter from the
fire district regarding this proposal will be added to the Appendix once it is received.
Oversize Load Permits:
If necessary, oversize load permits will be obtained prior to moving any new equipment onto
the site.
Access Permits:
Access Permits and traffic plans will be submitted as part of this application. The submitted
access application is in the Appendix.

Grading Permit: •
A grading permit is needed for disturbing an area of 1 acre or more. A preliminary grading
plan will be submitted as part of this application. A final grading plan will be submitted
with a future site plan application.
4. Traffic
A traffic count study has been created and is located in the appendix of this narrative.
5. Fire & Emergency Response
There is adequate provision for the protection of the health, safety and welfare of the
inhabitants of the neighborhood and the county.
All roads leading to and those in the site area will be designed and maintained to support fire
apparatus. A turnaround may be constructed as necessary to accommodate fire apparatus. In
addition to the above-referenced rules and regulations, Noble Energy is also subject to
COGCC Rule 6064 pertaining to Fire Prevention and Protection. Noble Energy has support
personnel in the field or on call at all times to provide technical assistance in fire prevention
and elimination.

by outside agencies as well as company employees and contract labor to help secure a speedy
recovery from an emergency situation:

I • I.General Location and Description
' A. Location
The existing site is situated in the northwest % of Section 26, Township 6 North, 67 West lying
east of Weld County Road 57 and south of Weld County Road 66, both roads are gravel. The
' surrounding site is agriculture with rural residential (farm houses). There is an unnamed
irrigation ditch that runs along the southern border of the project limits. The subject parcel
slopes generally from the northwest to the southeast at 2%. Surface runoff sheet flows across
' the site.
No apparent drainage issues were discovered during our visit to the site.
' B. Description of Property
The overall total property consist of approximately 112 acres of agricultural use. The proposed
' area that is intended for development is only 10 acres. Ground cover on the site is currently
being farmed as corn.
' Under the proposed conditions the majority of the site will remain unchanged. The proposed
improvements will include a water storage pond approximately 400 feet across in either
direction that will serve to hold clean water for use in hydraulic fracturing operations to be done
off-site.The majority of the site will remain untouched and continue to be used for agriculture.
II. Drainage Basins and Sub-Basins
I • A. Major Basin Description
The parcel of land lies within a major drainage basing the flows south and east to Crow Creek
' and ultimately into the South Platte River. This site does not lie within any designated flood
plain. There are no known drainage issues located on this site or that are affected by off-site
drainage issues.
' B. Sub-Basin Description
The current site is undeveloped farm land. Historic flow rates for the area proposed for
' development are 2.73 CFS for the 5-year and 20.27 CFS for the 100-yr storm respectively.
The proposed development is divided into two sub-basins. Basin "A" consists of the paved
' access road and truck filling lanes as well as all potions of the proposed pond embankment
slopes that drain to the exterior of the pond. Basin "B" consists of the pond itself and the
interior slopes of the pond.
' Basin "A" totals approximately 5.5 acres and includes a gravel surface for access and trucking
operations that will drain the pond for water delivery to hydraulic faking operations. The
' improvements to this basin represent an 18% imperviousness. Runoff for this basin is 3.85 CFS
for the 5-year and 14.91 CFS for the 100-yr storm respectively. Water quality for these
improvements is provided by way of two long drainage swales each over 500 feet in length.The
' increase in runoff is compensated by the retention that occurs within the 4.5 surface acre
storage pond that is lined as further detailed below.

' • Basin "B" totals approximately 4.5 acres which consists of the interior slopes of the pond that
are lined for water storage purposes. Due to the liner the pond will retain 100% of all
' stormwater that falls within the basin area. The pond has been designed with capacity for the
required operations storage as well as storage for the 100-yr rainfall volume in order to
compensate for detention for both Basins "A" and "B". Per the FAA Detention Method the
' required 100-yr detention volume for both basins is 0.368 AC-FT, this amount of storage
equates to just 1 inch over the surface of the proposed storage pond. Runoff for Basin "B" is
19.34 CFS for the 5-year and 38.13 CFS for the 100-yr storm respectively. The water storage
' pond has been graded with 1 foot of freeboard and an emergency overflow capable of passing
the 100-yr storm flow.
' III. Drainage Facility Design
A. General Proposed Concept
' The clean water storage pond proposed on the site will collect and retain any rainwater that
falls within the footprint of the pond. Impervious improvements consist of an all-weather gravel
surface for water trucks to pull up and draw water from the pond. The gravel will allow for
' frequent rainfall events to infiltrate the soils to provide basic water quality value. Additional
water quality will be provided by way of drainage swales that direct run-off from the surface of
the gravel around the pond, Each drainage swale is approximately 500 feet in length.There is an
' existing drainage canal that runs along the southern boundary of the disturbed area. All
drainage flows will be diverted away from the canal and the canal will remain untouched.
Vehicle tracking control pads will be installed and maintained through the life of the site to
• prevent debris from being tracked onto County roadways.

The existing and proposed site conditions have been considered as they relate to storm water
t drainage and offsite flows. The proposed improvements are anticipated to generate a negligible
amount of new runoff and will be offset by the rainwater retention that will occur due to the
surface are of the proposed pond therefore no new drainage improvements are proposed.
' Additionally,the overall drainage patterns will be unaffected by the proposed improvements.
B. Specific Details
' Design storms for the site were based on the depth-duration-frequency information provided in
the Precipitation-Frequency Atlas of the Western United States,Volume II—Colorado published
by the National Oceanic and Atmospheric Administration (NOAA). SF-1, 2, and 3 calculations,
' detention volume requirements, stage storage calculations, and a drainage plan can be found in
the appendix of the report for reference.

Baseline Corporation is representing Noble Energy, Inc. ("Noble") in obtaining a Use by Special Review ("USR")
Permit from the Weld County Planning Department for a proposed water depot facility to be located on the current
Carpio Farm property described above which is located at the SE corner of the intersection of WCR 66 and WCR
57. This letter is intended to inform you, as a property owner adjacent to the subject property, of the proposed land
use and give you an opportunity to consider the application before the public hearings associated with the USR
process.
Noble is under contract to purchase the Carpio Farm and the USR application proposes a water depot facility to be
located upon approximately 4 acres of the approximately 113 acre tract under contract. The facility will essentially
be comprised of a fresh water pond and a loading dock be used by Noble Energy for its drilling operations in the
Wattenberg Field. The design of the facility includes the expectation that traffic accessing the facility will primarily
travel on County Road 57 to and from Highway 392. In addition to providing a much needed water source in
northeast Weld County the facility will allow Noble to effectively decrease the overall amount of traffic on roads
throughout the county and therefore decrease the overall burden on many Weld County roads.
