HomeMy WebLinkAbout20123551.tiff HEARING CERTIFICATION DOCKET NO. 2012-98 RE: 2013 FINAL BUDGET A public hearing was conducted on December 12, 2012, at 9:00 a.m., with the following present: Commissioner Sean P. Conway, Chair Commissioner William F. Garcia, Pro-Tem Commissioner Barbara Kirkmeyer Commissioner David E. Long Commissioner Douglas Rademacher Also present: Acting Clerk to the Board, Esther E. Gesick County Attorney, Bruce T. Barker Director of Budget and Management Analysis, Donald D. Warden The following business was transacted: F I hereby certify that pursuant to a notice dated November 7, 2012, and duly published November 12, 2012, in the Greeley Tribune, a public hearing was conducted to consider the 2013 Final Budget for Weld County. Donald Warden, Director of Budget and Management Analysis, made this a matter of record and reviewed the summary of 2013 Budget Changes made since the Proposed Budget for the record. (Clerk's Note: The summary of changes is included as backup to the Resolution Summarizing Expenditures and Revenues and Adopting the 2013 Budget.) In response to Chair Conway, Mr. Warden reviewed the Contingency Fund and potential for market and revenue fluctuation. He also discussed the assessed valuation of the County and conservative budgeting of various departments. Commissioner Garcia commented the summary of changes is not from last year's budget, but in response to requests from the Board during the Proposed Budget process. Mr. Warden further stated the Mill Levy will remain at 16.804. El No public testimony was offered concerning this matter. IR Commissioner Garcia moved to approve the Resolution to Summarize Expenditures and Revenues for Each Fund and to Adopt the 2013 Budget as submitted. The motion was seconded by Commissioner Rademacher, and it carried unanimously. ID Mr. Warden confirmed Emergency Ordinance#247, In the Matter of the Annual Appropriation for Weld County, Colorado, for Fiscal Year 2013, was previously read into the record by tape, and he reviewed the amounts reflected in Exhibit A. No public testimony was offered concerning this matter. Commissioner Kirkmeyer moved to approve Ordinance#247 on an emergency basis. The motion was seconded by Commissioner Long, and it carried unanimously. F Mr. Warden recommended approval of the Resolution setting the mill levy at 16.804 mills, which is estimated to raise $107,816,616.00. Commissioner Rademacher moved to approve the Resolution to Set Mill Levy. The motion was seconded by Commissioner Long, and it carried unanimously. There being no further discussion, the hearing was completed at 10:54 a.m. This Certification was approved on the 26th day of December, 2012.
