MINUTES
WELD COUNTY HOME RULE CHARTER
AMENDMENT STUDY COMMITTEE
March 16, 1977
The Weld County Home Rule Charter Amendment Study Committee met
in regular session in the 3rd Floor Meeting Room of the Weld
County Centennial Center, Greeley, Colorado, on Wednesday, March 16,
1977 , at the hour of 7: 00 P.M.
ROLL CALL: The meeting was called to order by June K. Steinmark, Chairman
of the Board of County Commissioners of Weld County, Colorado, and
on roll call, the following members were present, constituting a
quorum of the members thereof:

ELECTION OF OFFICERS: The following officers were then elected by the
Committee as a whole:
Gordon Lacy, Chairman
Elverda Peddycord, Vice-Chairman
Gordon Lacy then called the meeting to order.
A discussion was had by the Committee as a whole as to the schedule
the Committee would follow for future meetings of the Committee as
a whole.
The Committee approved a schedule calling for monthly meetings to
be held on the 3rd Wednesday of each month at 7 :00 o'clock P.M. in
the 3rd Floor Meeting Room of the Weld County Centennial Center.
The next 'meeting of the Committee is scheduled for April 20, 1977
at 7: 00 o'clock P.M. in the Third Floor Meeting Room of the Weld
County Centennial Center.
Thomas O. David, Counsel to the Committee was then requested to
supply the Committee with a general memorandum of law discussing
the powers of a home rule county in the State of Colorado. The
memo was requested to be furnished to each of the members of the
Committee prior to the April 20, 1977 meeting.
Discussion was then had by the Committee as a whole on the question
of inviting members of the original Weld County Home Rule Charter
Committee to the monthly meetings and to other subcommittee meetings
in order to obtain the maximum amount of input in connection with
the study of the Weld County Home Rule Charter. The Committee
determined that invitations would be made to members of the
original Home Rule Charter committee as each of the eighteen
separate articles of the Weld County Home Rule Charter were con-
sidered by the Committee as a whole.
Further discussion was had as to the procedural questions and as
to the time table in covering the Weld County Home Rule Charter,
and a decision, on' these questions was held over until the April 20,
1977 meeting.
All members of the Committee as a whole were then furnished copies
of the Charter for study and analysis prior to the April 20 , 1977
meeting.
