RE: ACTION OF THE BOARD CONCERNING PETITION FOR ABATEMENT OR REFUND
OF TAXES -TERRAPIN HOLDING, LLC
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board of County Commissioners of Weld County, State of Colorado, at
a duly and lawfully called regular meeting held on the 30th day of July, 2012, at which meeting
there were present the following members: Chair Sean P. Conway, and Commissioners William
F. Garcia, Barbara Kirkmeyer, and Douglas Rademacher, with Commissioner David E. Long
being excused, and
WHEREAS, notice of such meeting and an opportunity to be present has been given to
the taxpayer and the Assessor of said County, with said Assessor, Christopher Woodruff, being
present, and taxpayer, Terrapin Holding, LLC, not being present, and
WHEREAS, the Board of County Commissioners has carefully considered the attached
petition, and is fully advised in relation thereto.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Board concurs with the recommendation of the Assessor and
the petition be and hereby is, denied, and an abatement or refund be allowed as follows:

We spoke a few weeks ago about the valuation for tax year 2011 for the referenced parcel and you informed me of the
abatement process. Attached please find a Petition For Abatement and a letter from Shane Durben. As I handwrote on
the Petition (I hope you can read my handwriting), Shane has had the property listed for over two years at$15,000 and
we've had no offers.
Please confirm that you received this email and let me know what the approximate time frame will be to make a decision.

Subject: Valuation of your residential lot in Settlers Village
Norm,
After compiling some information about your lot in Settlers Village, I've been
able to determine its market value. 3 lots were sold in the area, 2 in your subdivision
between Jan 1, 2009 and June 30, 2011. The two lots in your subdivision sold for$5000,
and those were the only two that sold, so not a lot of sales activity.
I would value your lot around $7000, but I cannot guarantee it would even sell at
that price, since new home construction has really slowed in Milliken. It took quite a
long time for the other lots to sell at $5000.
If you have any further questions, or an explanation of my search criteria, please
let me know.
