NOW,THEREFORE,BE IT RESOLVED by the Board of County Commissioners of Weld County,Colorado,that the amendment to the Bylaws for the Fair Board,which is attached hereto, be,and hereby is,approved. Also attached are minutes of the February 6, 2012, Fair Board meeting where the proposed changes were approved. All Fair Board bylaw changes require BOCC approval. The two changes are as follow: The first change is to the bylaw relating to members of the Fair Board. The proposed change is to delete the requirement that a 4-H Youth Executive Council representative be appointed to the Fair Board. This change is to place less of a burden on the selected 4-H Youth Executive Council member since the Fair Board meets the first Monday of the month, and the Youth Executive Council meets the first Tuesday of the month. Meeting at length two nights in a row can be an issue especially when school is in session. The second change is to the bylaw relating to meetings of the Fair Board. The proposed change would require representatives of the 4-H Youth Executive Council, Weld County FFA, and the Fair Royalty to attend Fair Board meetings to report on their activities. In relation to the 4-H Youth Executive Council member, such reporting would presumably be less time consuming than having a 4-H Youth Executive Council member on the Fair Board. Please let me know if you have any comments or questions. If not, I will place these proposed changes on the agenda for the Monday May 30, 2012, BOCC meeting. Thank you. Terry gave the invocation. The Pledge of Allegiance was recited. Fair board members present: Tom Bledsoe, Debbie Carpio, Karen Folchert, Elijah Hatch Pat Kindvall, Terry Sandmeier, Teri Segelke, John Stahley, Judy Stevens, Bill Rains, Joe Rains, Fair board members absent Matt Halverson, Lynette Hanzlicek, Brittany Hueske, Donald Johnston, Dale McCall, Marge Mercurio, Scott Pruett, Fair Coordinator Janet Konkel Extension staff present: Keith Maxey, Jenn Powell Commissioner Dave Long present Minutes The date was correct to January 7, 2012 and the spelling of Stahley. Tom moved to accept the minutes as corrected. Judy seconded the motion. Motion passed. Treasurer's Report Debbie reported $3198.45 and $19,044.42 in checking accounts and $50,372.98 in money market account. $6318.17 was paid to the county for supplies and postage for 2011. Unfinished Business Beef ID: Keith reported beef ID date is rescheduled for Feb. 18 and a sign-up sheet to help was passed around. Teri moved to have a second date on February 25 by appointment for anyone that can't attend Feb. 18. Judy seconded the motion. Motion passed. Crop and Vegetable proposal: Judy moved to allow $150 plus shipping for the purchase of burlap for the vegetable display. Bill seconded the motion. Motion passed. Judy moved to allow $67.50 plus shipping for the purchase of baskets. Elijah seconded the motion. Motion passed. Judy moved to allow $110 for purchase of table awning supplies plus fabric cost. Elijah seconded the motion. Motion passed. Judy moved to move display area. Joe seconded the motion. John moved to set-up a water supply area outside for the event center. Elijah seconded the motion. Tom moved to table both motions. Karen seconded the motion. Motion to table passed. A visual will be available next month at 6:30 for everyone to better understand the move. Poultry proposal Judy moved to accept adding over and under weight classes for the turkeys. Debbie seconded the motion. Motion passed. Anadako has committed to sponsoring the face painting and will consider other activities. IGX no action taken. Better Living Judges Pay Janet will discuss this matter at the fair managers meeting in March. Bylaws change: Tom moved to strike out"and one (1) shall be a representative from the 4-H Youth Executive Council."from Article III Members and add "Representatives of the 4- H Youth Executive Council and the Fair Royalty shall attend regular meetings of the Fair Board to report on their activities since the previous meeting."to Article V Meetings. Teri seconded the motion. Teri amended the motion to include "Weld County FFA" Tom seconded the amendment. The amendment passed. The motion and amendment to add "Representatives of the 4-H Youth Executive Council, Weld County FFA and the Fair Royalty shall attend regular meetings of the Fair Board to report on their activities since the previous meeting."to Article V Meetings passed. New Business Banners: Janet proposed purchasing banners from Evolution Sign and Design. She would like to get four banners that have Weld County Fair, banners for special areas and banners for open exhibits for a total cost of$1288. Tom moved to accept the proposal. Debbie seconded the motion. Motion passed. Pictures of the board will be taken next month. A vote was taken and individual pictures will be used in the book this year. Coordinator's Update The board received a letter from Marge Mercurio submitting her resignation from the board. She would like to continue as fiddle fest coordinator. Tom moved to accept her resignation. Judy seconded the motion. Motion passed. Janet announced that John has officially been appointed to the board by the commissioners. About 600 to 700 brochures were handed out at the Farm Show and $46.90 was spent on candy. Janet made a basket that will be given at 4-H 101. The coops were shipped and should be arriving within a week. Friends of the Fair will have to be decided next month. Is everyone giving out the sponsorship brochures? Jenn and Janet are working on the awards and request letters will soon be sent to past donors. Committee Reports Royalty Tia reported the royalty attended the stock show. They did meeting and greeting and helped at the pony trails and stick horse activities. Their picture was in the Greeley Tribune on Jan. 17 and they helped with the fair booth on Jan. 25 at the farm show. They got measured for their chaps and will receive their hats about Feb. 17. Big R will sponsor hat boxes and Agland will sponsor jackets. Appreciation Lunches Janet and Pat met with the Health Department and lunches can go on as in the past. Janet will notify them of the dates and vendors that have licenses and other vendors can get a non-profit permit for the fair. Pat will contact Valley Pack and Tom will contact Old Chicago and Texas Roadhouse. John will contact Innovative Foods. Entertainment, Promotions, Sponsorships, Vendors Teri presented the Tribune proposal. She is trying to contact the sale committee to see if they are interested in co-supporting the proposal. She has also contacted K99. There are 4 bids for people movers. Junior Livestock Sale committee will meet next Monday. Security, Parking, Risk Management, & Island Grove Rep Tom reported he will meet with Marge. Activities and Events Reports Car Show, Garden Tractor Pull A check to sponsor the garden tractor pull has been received from the Ault Feed Mill The garden tractor pull would like to change to noon. That will depend on other activities. Silent Auction get items Youth Rodeo The committee is considering working with Circle A and having a family team roping. Announcements/Reminders John announced the Cache La Poudre FFA district will be using different record books this year. Judy moved to adjourn the meeting. The motion was seconded and passed. Just to clarify the board would like to have the Youth Executive Council member, a FFA District Officer and the Royalty attend meetings to give a report of their activity and make requests if they have any. The bylaws currently have the Youth Executive Council member as a voting member of the board. The reasoning is that the Youth Executive Council meets the first Tuesday of the month and the fair board meets the first Monday of the month so these young people were attending meetings 2 nights in a row during school. It has become very difficult to get a youth to commit to the fair board because of all the other things they are involved in. Please let me know how to proceed from here to get the Commissioners approval. I am also attaching the latest resignation letter. Our board is now at 16 members. The bylaws set a quorum at 11 members. I know it is getting harder to find people who are willing to serve on boards. I don't know if the board should consider changing the bylaws to a lower number permanently or just how to address this issue or if they should just continue with the 21 members and make do with the number that they actually have. I would appreciate your thoughts. Our board meets again on May 7`h so we have some time to come up with some alternatives to present to them. Thanks. Of the twenty-one (21) Fair Board members, one (I) shall be a representative of a Weld County FFA Chapter and one (I) shall he a representative from the 1 I Youth Executive Council. A. Term: Each member shall be appointed to fill a three (3) year term, with durations staggered so that the terms of seven (7) members will come due for appointment or reappointment prior to the Fair Board's annual meeting in November of each year. Board members may serve no more than two (2) consecutive three-year terms. B. Vacancies: The Fair Board shall recommend to the Board of County Commissioners nominees for replacement of any vacancies which occur. A person appointed to fulfill an incomplete term of a Fair Board member shall be considered eligible to serve for two three (3)-year terms when the assumed term has been completed. C. Appointment: A committee of current Fair Board members selected by the President shall nominate responsible residents of Weld County to the Board of County Commissioners for appointment to the Fair Board. Nominations shall be delivered to the Board of County Commissioners on or before September 151 of each year. Article V MEETINGS: Regular meetings of the Fair Board shall be held the first Monday of each month throughout the year. Members shall be notified of changes in meeting dates due to holidays and facilities scheduling conflicts. Special meetings may be scheduled by the President upon twenty-four(24) hours notice to all members. Representatives of the 4-H Youth Executive Council.
