ROLL CALL: The meeting began with an invocation by John Martin. On roll call the following council members were presents Vice President Bob E. White Councilman John T. Martin Councilman Floyd Oliver Also present: Seven members of the press and secretary Bonnie Hickman. MINUTES: The minutes of February 16, 1977 were approved unanimously by motion of John Martin and seconded by Floyd Oliver. REPORTS REPORT OF TAX PAYERS' ASSOCIATION MEETING: Floyd Oliver reported he attended the Greeley Tax Payers' Association meeting February 18. He commented on their concerns: the dog control, the water authority bill, and the tax assessment value. Mr. Oliver reported they had passed a resolution asking the legislature to set the assessment on 20% of value and the mil levy at a maximum of 50 mils. Bob White added he attended the Ag Council meeting and that they also were concerned with the water authority bill. CORRESPONDENCE FROM FRANK SMITH: The Council received notice from Frank Smith of the date set for the Council's tour of the Engineering Department as March 8. The secretary will notify council members as to the specific time. • CORRESPONDENCE FROM JOHN MARTIN: A copy of a letter sent to Mr. Orville Neighbor, Road Superintendent of District III, dated February 24, 1977, was read. In it Mr. Martin stated: "In the best interest of Weld County and good county government, to avoid what might be construed as a conflict of interest, I will be unable to sell any products to Weld County for the duration of my term as county councilman." Mr. Martin was commended on his action taken. • 770951 ,dee 7ji yea /s,3/71 County Council Minut Page 2 March 2, 1977 REPORT ON FORT LUPTON MEETING: John Martin read a summary of the Southern Weld County meeting held in Fort Lupton on February 17, 1977. A copy of those minutes is attached. NOTICE OF SOUTHERN AND NORTHERN TOWNS MEETINGS: A memorandum was read notify- ing the Council of the March 17 and 24 Northern and Southern Towns meetings of Weld County. Several council members will be attending. PERSONNEL DIRECTOR: Mr. Charles Lucia, Director of the Personnel Department, discussed with the Council the reorganization and future plans for this department. Since taking this position in October of 1976, he has done much to improve this department. He reported that over the past three months a study was performed on the number of people seek- ing employment through the county's personnel office. He is also gradually revising the personnel department manual. He discussed with the council the procedure for pay raises, the use of the grievance board, and time-off allowances. His major concern was that the personnel office files were moved into the new payroll office. They plan on hiring extra office help during the summer to replace pertinent files in the personnel office. He noted the need for a supervisory training program and a safety officer. He also stated that he is planning on submitting the new pay reclassification system at the 1978 budget hearings. The Council was very much impressed with the work Mr. Lucia has done and John Martin made a motion, seconded by Floyd Oliver, to write a letter to the commissioners commending Mr. Lucia. Motion carried. There being no further business the meeting was adjourned by motion of Floyd Oliver and second by John Martin. Lupton at the School Administration Building. Ft . Lupton Mayor Joe Martinez opened the meeting, welcoming all in attendance . He introduced County officials present . The officials were County Commissioners Leonard Roe and Ed Dunbar ; County Council members John Martin, Robert Martin and Floyd Oliver ; County Clerk & Recorder Mary Ann Feuerstein and Motor Vehicle Dept . Supervisor Bonnie Smith. Mrs . Feuerstein stated services could not be provided this year, but money could be budgeted for 1978. This budget , of- course, would have to be approved by the County Commissioners . She explained there are 24 different types of license plates and as stickers will be issued for the next 5 years , instead of plates , 1978 would be a good time to implement services . She explained documents can be recorded by mail and there is a great liability when documents get on record . Dick Easton stated he thinks the meeting should be addressed to offering full county services to the area . Commissioner Leonard Roe stated he has presented a list to the County Attorney for legal opinions on the feasibility of offering some services to Southern Weld . Mr. Roe said he believes these services to our area are very important and is committed to providing these , however, it -should be done right so the services will stay established . The County Attorney recommends that no branch service be given as to recording documents as serious errors could be made . Mr. Roe has asked the Colo. Director of Revenue to consider a drivers license bureau in Ft . Lupton and if the need is shown, we would have a good chance of acquiring a bureau. Due to a licensing bureau being in Brighton, however, the State may determine the need for one in Ft . Lupton would not be sufficient . Comments were made on citizens being able to conduct county business without losing a days work; an 800 telephone line was ,suggested for information purposes - Bonnie Smith stated it is extremely difficult to verify all information, concerning motor vehicles, on the phone without seeing the papers . Other items commented on was the Commissioners control the budget ; if services would be required on a daily basis or if certain days would be suffiecent . John Martin explained what the City of Ft . Lupton is doing in regards to a new complex. The City would rather the County construct their own building but Ft . Lupton is interested enough to provide a building if the County cannot do so. Bob Shreave, of NHP&Q, stated he has talked to Judge Carpenter about a District Court in Ft. Lupton. Judge Carpenter said when a suffiecient courtroom is available, court could be held in Ft . He does not think all of the federal funds should be spent on capital outlay but more for items that deal with people . It was suggested Planning assistance should be available along with other County services and a committee should be appointed to negotiate with the county for our requests . J. Lee Sears stated he recommends the mandate of the people be respected and immediate action be taken to provide the services requested . It was reported the Human Resources has requested vehicles for Senior Aide co-ordinators from the G.S.A. We have a moral obligation to take care of the elderly. Citizen input is needed when the county budget is considered . A County Dog Control ordinance would allow a county agent to pick up dogs running at large but this would not include incorporated areas. Jim Summers said he attended the annual convention of the Colo . Water Congress and suggested towns implement programs for water conservancy. A meeting of the Commissioners and Southern Weld officials will be held 3/24/77 at Del Camino in the Ramada Inn. County Assessor should have information on tax assessments in the near future .
