HomeMy WebLinkAbout20122594.tiff • Minutes WELD COUNTY COUNCIL August 20, 2012 The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter, Monday, August 20, 2012, 6:30 p.m. at the Weld County Administration Building, Greeley, CO. ROLL CALL: The meeting was called to order by President Charles Tucker and on roll call the following members were present, constituting a quorum of members thereof: . Councilman Charles Tucker, President Councilwoman Ginny Buczek, Vice President Councilman Don Mueller Councilwoman Perry Buck Councilwoman Marge Klein Also present: Ronald Arndt and Council Secretary Karleen Watson. APPROVAL OF AGENDA: Councilwoman Buck made a motion to approve the August 20, 2012 agenda. The motion was seconded by Councilwoman Buczek and carried. APPROVAL OF MINUTES: Councilwoman Perry made a motion to approve the July 16, 2012 minutes. The motion was seconded by Councilwoman Buczek and carried. APPROVAL OF REPORT TO THE PEOPLE: Councilman Mueller made a motion to approve the 2012 2nd Quarter Report to the People. The motion was seconded by Councilwoman Buck and carried. PROGRAM REVIEW: Ronald Arndt, Director of the Northern Colorado Regional Forensic Laboratory presented information on the regional forensic lab. It includes the following agencies: Weld County Sheriffs Office, Greeley Police Department, Loveland Police Department, Ft. Collins Police Department, Larimer County Sheriffs Office, Weld County District Attorney, Larimer County District Attorney and the Colorado Bureau of Investigation. These eight members give him direction and guidance. Mr. Arndt provided a brief history of how the regional forensic lab came into being. Property crimes are 80% of crimes committed. The greatest benefit of having a regional lab is the responsiveness of agencies. They can move cases around if there is a need for public safety. Another benefit is that their efficiencies are better. They are able to establish protocols through efficiencies. Computer crimes/cell phones have provided much information in investigating crimes such as burglaries. Usually there is no suspect in over 80% of these cases. The result is greater public safety and cost saving to communities. However, Mr. Arndt thinks they can do better due to centralizing lab policies and procedures, training and casework. Mr. Arndt said that they need to be doing quality work and he is trying to get the lab accredited which becomes important in the Courtroom. Accreditation means a quality system which results in greater integrity in the procedures used. Accreditation provides for centralized communication, case management and reporting and is more effective. Certification of individual analysts is also important. They have been working on designs for one central site for the lab. The site would have 2996 square feet. CBI is providing the essential pieces. Estimate for the cost to operate, per agency for five agencies, would be approximately $350,000 a year but probably less than that. It would initially employ the 14-15 employees that it has currently but would have room to expand at a later time. Sharing information makes them more effective in their work. NEW BUSINESS: Coordinator Reports Councilwoman Buczek attended the Ft. Lupton presentation by Senator Hank Brown on water history. Salary Setting After discussion, Councilman Mueller moved for a resolution to keep the salary for County Commissioners at $87,300 for years 2015 and 2016.
