we look forward to the meeting and staff report for the 1-17-12 PC meeting.
We have one more person from Noble Operations that needs to chime in on traffic dispersion but he is out of the office.
We may not have his comments until Monday. If it warrants changing something we will immediately contact you and
resubmit accordingly early next week.
In the meantime, this study gives you what you requested of us for the USR application and PC hearing needs.
I can have Fred stamp the Study early to midpart of next week once we have the final input from Noble Operations.

Traffic Study for the
Noble Energy Carpio Water Depot
January 2012
Introduction
The proposed Noble Energy Water Storage Pond is located at the southeast corner of WCR 66
and WCR 57. This pond will be used to store water for Noble's drilling and fracing operations.
Once the pond is filled, large semi water trucks will be used to transport this water to their frac
sites.
The site is presently farmland. The pond will be constructed to accept and store piped water. It
will take several weeks to fill the 30 AC-FT pond. It is anticipated that the pond will be refilled
8 times per year. Each time the pond is filled it can supply enough water to frac 2 horizontal
wells. There will be 6 filling sites to load the water into the trucks for delivery once the pond is
• full. These trucks will haul water for 4-8 days until the pond is depleted.
Generated Trips
The maximum number of trucks is based upon the fill rate and is estimated at 16.5, thus the
maximum number of trips will be 33 in the peak period. The site will allow 6 trucks to be filled
at one time. When the trucks are delivering water this delivery rate could go on for 24 hours, but
most likely will occur only during daylight hours. Thus the peak period will be every hour in
which they are operating.
The water hauling will occur for 4-8 days until the pond is depleted. It will then cease for a few
weeks until the pond is again filled. Once the pond is full, the hauling operations will begin
again.
The site will not be staffed, so only occasionally will there be someone on site. Therefore no
trips are being assigned for staff or employees. Water may also be delivered to well sites that are
not being fractured, but the haul rate will be considerably less than the maximum rate for fracing
operations.
Only the peak hour trucks will be considered in this traffic study as they represent the maximum
number of trips that will occur at the site. They will not occur every day throughout the year, but
will occur sporadically for several days at a time during the year.

Trip Distribution
The pond is intended to supply the operations of Noble Energy Inc in the immediate Wattenberg
Field area. While trucks may occasionally go south (only for a need for a local delivery), the
majority will go north on WCR 57 to CSH 392. Because the hauling operation can support two
fracing operations, at CSH 392 it is estimated that half of the trucks will go toward the east and
half will go towards the west. The following figure shows the trips generated by the site and the
distribution of those trips.

The figure shows the peak hour trips when the water hauling operation is in effect. The
• generated trips at other times will be considerably less than the peak hour trips used in this study.

Traffic Impacts
The greatest number of trips will occur when the water hauling operation is operating at its
maximum capacity. The majority (estimated in the range of 99%) of the time these trips will go
to the north toward CSH 392. At CSH 392, these trips will be divided with half going toward the
east and half going toward the west.
WCR 57 is a low volume gravel roadway. The 17 trips entering the site and 16 trips exiting the
site will not cause an impact at the water loading site.
At the intersection of WCR 57 and CSH 392, there will be a maximum of 16 northbound trucks
during a peak hour. These trucks can be accommodated with a single lane approach. There will
be 9 left turning and 8 right turning trucks on CSH returning to the water loading site. CSH 392
is classified as a category R-A (Regional Highway). This category would require a left turn
deceleration lane if the number of left turns are greater than 10. A right turn deceleration lane
would be required if the number of right turns are greater than 25. The projected volumes at the
intersection fall below the requirements for deceleration lanes.

A Use by Special Review permit for a water storage and hauling site
The Weld County Public Works Department received today the "Traffic Study for the Noble
Energy Carpio Water Depot" submitted by Baseline Engineering. The submitted study does not
meet the requirements of the Traffic Impact Study checklist and is incomplete; additional
information is required before Public Works can make any recommendation regarding this Use
by Special Review project. The staff comments below may not be all-inclusive, as other issues
may arise following re-submittal of an adequate traffic study.
COMMENTS:
1. The applicant was provided a copy of the County's Traffic Impact Study checklist along
•
with the Public Works referral dated December 13, 2011. The Traffic study submitted by
the applicant is incomplete and does not include information requested in the checklist
and required for all traffic studies.
2. Preliminary documentation by the applicant proposed 800 water haul truck trips (400
roundtrips) per day on Weld County Road 57, a local gravel road with less than 200
vehicles per day. However this important total proposed traffic information was omitted
from the submitted study. The Traffic Impact Study needs to include the proposed truck
volumes that will impact the currently unpaved WCR 57. 800 water haul truck trips per
day is one of the most significant impacts of this project and must be described and
mitigation proposed. The Traffic Study needs to include the total truck traffic volumes
and specify that paving and maintenance will be provided.
3. The applicant has proposed two accesses to WCR 57, an entrance and an exit. These
are not mentioned in the submitted report. The Traffic Study should discuss these and a
sight distance analysis of these accesses should be included in the Traffic Impact Study.
4. In subsequent discussion with Baseline Engineering, the potential for trucks to exit the
site and travel southbound on WCR 57 was proposed. Mitigation for impacts to the
unpaved WCR 57 would be needed. Discussion of this option was not included in the
January 2012 Traffic Study, clarification is requested.
5. CDOT has been provided a copy of the January 2012 Traffic Study; they will provide
comment and their requirements regarding the need for acceleration/deceleration lanes
on the State Highway. Any revisions to the Traffic Study would be subject to CDOT
review and additional comments.
6. The proposed water depot must be assumed to be a permanent use with truck traffic
and other activities at the proposed maximums. The characterizations in the submitted
• report describe potential limited activities, possible reduced hours, and other potential
operating conditions, however, these were not formal proposals. Limits on the hours of
operation, hauling directions, and other restrictions should be formally documented in

Good morning Kim,
I've reviewed all the documentation you sent over regarding the Carpio Water Depot. Our official position is that we
request a revision to the traffic study addressing the following two areas of concern, which are:
1. The applicant failed to adjust the trip generation and intersection distribution numbers based upon the size of
the water trucks per the Colorado Access Code. This is from section 2.2 (4) (e)
"(e) Unless specifically noted, all criteria in the Code are based on automobile operations and
performance.To allow for the impact of larger trucks, buses and recreational vehicles, "passenger car
equivalents" shall be determined. A passenger car equivalent of 3 for each bus and all trucks and
combinations of 40 feet in length or longer, or a passenger car equivalent of 2 for each vehicle or
a. combination at or over 20 feet in length but less than 40 feet shall be used for these purposes."
2. The intersection turning movements do not factor in the existing traffic already turning onto the highway at this
intersection.The access code does not focus squarely on developer driven trip generation but rather the total
traffic distribution at the intersection once the proposed development is in place. Given, the county road in
• question is a lightly traveled gravel roadway with minimal traffic. However, some of these turn lane traffic
figures are right up against the threshold for requiring a turn lane so it becomes paramount to count every piece
of data.
Once the numbers are adjusted to satisfy the two criteria above, it is extremely likely that this project will at least a left
turn deceleration lane requirement on Highway 392. This development should warrant a left turn deceleration lane on
Highway 392 entirely on the basis of their own traffic generation, before the existing background traffic is even
calculated. CDOT strongly encourages the county to require the developer to construct this left turn deceleration lane
immediately as part of their developer agreement.
Finally, once the numbers are adjusted a right turn deceleration lane on Hwy 392 would also be in the realm of
possibility.That will be a decision/recommendation based on the revised traffic study.

I wasn't there, but according to the pre-app minutes the number of trucks was never specified or we obviously would
have required paving from the beginning, they also didn't provide the number at the 7-day submittal. PW will need to
pow wow on this...if they're willing to pave and do the intersection improvements we might waive the study(we've
done that before) but we'll want CDOT input on that.Also, they wouldn't have the ability to go South on CR 57 without
doing a study so we can address those impacts and I did discuss that with Vince already (he said they wanted 5%of their
trucks to go South, in the report it sounds more like 1% but it isn't directly addressed). We'll let you what we decide and
then we can all talk to Vince.

Kim—it seems that if Noble agrees to install a left turn and a right turn deceleration lane on 392 (each probably about
500-600 ft in length) and we note in the report with the traffic numbers then there seems to be no issue.

Thanks for helping. I am broaching this info with Noble as well at this same time to get them cued up for the
expectation.
Not sure if you remember at the very beginning of this—Noble suggested paving the road and the Weld County PW staff
said that would be overkill. This kinda feels awkward now that we are back at this at the last minute......aside from the
turn lane needs.

Site Information
• Description of Use
o "I'he current use of the parcel is agriculturally based. The proposed use is for a
water storage depot that includes a 30 acre foot capacity pond, a six bay water
filling station, and two access points from County Road 57 into the site(entry and
exit). The permit for access points to CR 57 is included with the USR application
and anticipated to be approved by the Public Works staff. This facility is planned
to be a permanent facility.
• Hours of Operation
o The site is planned to be used 24 hours a day and seven days a week when hauling
is needed. At times, scheduling of water delivery may not necessitate night-time
hour hauling. It is expected that both AM& PM peak hours will see traffic from
the site on everyday that hauling occurs.
• Number of Employees
o There will not be any employees stationed permanently at the site. The site will be
accessed by water trucks and maintenance personnel on an as needed basis.

o WCR 57 is a local County street. The street is gravel with one lane in each
direction.
o CSH 392 is a State Highway approximately 1 mile north of the site. CSH 392 is
classified as RA-Regional Highway with a speed limit of 65 mph. There is one
lane each direction at WCR 57with no turning lanes

o County staff has indicated that WCR 57 presently has less than 200 vehicles
per day.
o The CDOT web site shows that traffic on CSII 392 is between 1000 and 1800
vehicles per day.
o Due to the low traffic volumes,the streets will be operating with no delay and
thus no LOS analysis was done as it would be meaningless.
Future Conditions

converted to equivalent passenger vehicles by multiplying by 3 (as per section
2.2(4)(e)of the State Access Code). This means that there will be 27 additional
westbound left turns on CSH 392 turning into WCR 57 and 24 additional
eastbound right turns on CSH 392 turning into WCR 57. CDOT requires turning
lanes when the left turn volumes exceed 10 vph and right turn volumes exceed 25
vph.
• Sight Distance Analysis
o The pictures attached to the Access Application show that there is unlimited sight
distance in both directions available at the new site access points onto WCR 57.
• Other Impacts
o No other impacts arc anticipated.
Mitigation
• Describe Auxiliary Lanes Lengths and Storage Capacity
o The CDOT standard calls for the right deceleration lane. The standard calls for
800' of deceleration length including the taper for the right turn lane. The
standard calls for 800' of deceleration length and 75' of storage fora total of 875'
• for the left turn lane. Every effort will be made to install these turn lanes
according to the CDOT standards within the existing ROW. Once the design is
started, if sufficient ROW is not available,discussions will be held with CDOT on
how to best proceed.
• Corrections for LOS Deficiencies
o No LOS deficiencies are anticipated.
• Correction for any Access Deficiencies
o No deficiencies are anticipated at the new access. The access will have two
driveways, an entrance and an exit. The accesses will be designed with large radii
to accommodate the trucks as requested by county staff. There will be sufficient
room on site to store any waiting trucks so the no truck storage will occur on
WCR 57. Photos attached to the access application show that there is unlimited
sight distance at the access points.
• Signing and Striping
o Signage will be installed to designate the one way operation of the entrance and
exit site accesses.
• Pavement Maintenance
o The County staff has requested that WCR 57 be paved from the Site to CSI1 392.
The applicant feels that paving 1.25 miles of an existing gravel road may be too
much for a roadway that will only he used approximately 8 times per year for 4-8

days. The applicant would propose that they be allowed to perform any
maintenance required and place dust suppressant on the roadway before each
hauling session.

Conclusion of Traffic Impacts
The greatest number of trips will occur when the water hauling operation is operating at its
maximum capacity. All of these trips will go to the north toward CSH 392. At CSH 392, the
trips will be divided with approximately half going toward the east and half going toward the
west.
WCR 57 is a low volume gravel roadway. The 17 truck trips per hour entering and 16 exiting
the site will not cause an impact at the water loading site.
At the intersection of WCR 57 and CSH 392, there will be a maximum of 16 northbound trucks,
8 turning right and 8 turning left, during a peak hour. These trucks can be accommodated with a
single lane approach. The plan envisions 9 left turning and 8 right turning trucks on CSH 392
returning to the water loading site via CR 57. This translates to an addition of 27 left turning and
24 right turning passenger equivalents. CSH 392 is classified as a category R-A (Regional
Highway). This category requires a left turn deceleration lane if the number of left turns are
greater than 10 car equivalents and a right turn deceleration lane is required if there are greater
than 25 passenger car equivalents. A left turn deceleration lane is required since the number of
left turns is greater than 10 car equivalents. A right turn deceleration lane is required since the
number of right turns is greater than 25 car equivalents.
• Every attempt will he made to construct these two turning lanes on CSH 392. There is a concern
that there is not enough right-of-way available for the additional lanes. If that is the case when
design is started, CDOT will be contacted about how best to proceed.
The number of vehicles on WCR 57 could increase to almost 1000 vehicles per day during the
days that the water hauling is in operation. That volume will exist for 4-8 days approximately 8
times per year. The rest of the time during the year there will be no additional traffic to the
Water Depot. While the County staff has asked that the 1.25 mile stretch of road from the site to
CSH 392 be paved, the applicant believes a better solution would be for the applicant to perform
maintenance on the roadway and place a dust suppressant just prior to each hauling session. The
applicant is willing to enter into a maintenance agreement specifying this maintenance.
In summary the impacts of the water hauling operation at the Carpio Water Depot are being
mitigated by the maintenance of WCR 57, the construction of an appropriate access with large
radii to accommodate the trucks and the construction of the right and left turn deceleration lanes
on CSH 392.

I hope that this email clears up any confusion with the timeline for the Noble-Carpio Project. I have attached many of
the memos described in the timeline.
August 4, 2011- Pre-application for the project, please see the attached meeting minutes pgs 1-2. During the pre-
application meeting the applicant suggested that there would be truck traffic at the facility. A Traffic Narrative was
requested by Public Works at this time because the applicant stated that the amount and distribution of truck traffic was
unknown.
October 25, 2011-The 7 -Day Completeness Review by Public Works was prepared by Don Carroll, please see the
attached memo pg 3. That memo states that the traffic narrative had not been supplied for review. The Public Works
memo states that the application did not contain sufficient information for review and requested the traffic information.
December 13, 2011- In response to the 7-Day Completeness memo from the County, the applicant provided a traffic
estimate. Upon review of the estimated truck traffic (400 round trips per day), a full Traffic Study was requested due to
the significant amount of truck traffic in a December referral memo to the Planning Department. The applicant was
Opplied a copy of the County's Traffic Impact Study Checklist at this time. Please see pages 4-6 for the memo and
checklist. The referral memo identifies Weld County Road as unpaved,that memo also states the WCR 57 haul route
would need to be paved. Planning provided the referral memo to the applicant's engineer, the option of a continuance
to allow the applicant time to perform the traffic study was discussed with the applicant's engineer.
January 6, 2012 -The applicants engineer submitted a 3 page Traffic Study for the Noble-Carpio project; upon review,
this was found to be incomplete, lacking significant details and so was reviewed as a Traffic Narrative. This narrative was
also forwarded to Colorado department of Transportation (COOT) for their comment.
January 10, 2012 —Public Works issued a memo identifying the January 6, 2012 traffic narrative as incomplete, please
see pages 7-8. CDOT's initial review stated concerns regarding turn lane safety improvements on State Highway 392.
CDOT also requested that the traffic narrative be revised to address multiple areas of concern.
January 10-17, 2012 - Numerous phone conversations with the applicant's engineering consultant were held. These
conversations were concerning the impact of the truck traffic including the requirement of paving due to heavy truck
traffic, State Highway improvements, and general traffic distribution.
January 13, 2012 -a wet-stamped hard copy of the revised Traffic Study was submitted. A copy was provided to COOT.
January 17, 2012—Planning Commission hearing. The application was continued by the Planning Commission to allow
the applicant and Weld County staff to resolve issues concerning the proposed traffic at the project facility. After the
project was continued Weld County staff met with the applicant and their consultant to discuss the heavy truck traffic
and potential mitigation requirements. At the time of these meetings, a formal response on the revised Traffic Study
•ad not been received from CDOT. COOT provided an e-mail response after the meetings stating that the applicant has
agreed to install left and right deceleration lanes on State Highway 392. COOT would need to review construction plans
and a COOT access permit will need to be issued prior to construction.

Thank you for taking the time to meet with me and the consultants from Baseline Engineering following the continuance of
our USR Application 11-0026 at the Weld County Planning Commission on Tuesday, Jan 17.
As we discussed at that meeting, we are pulling together downsized numbers of truck trips into and out of the facility in an
attempt to get beneath the threshold that is triggering the requirement of paving WCR 57 as a condition of approval of this
application. We hope to arrive at numbers that will maintain some level of functionality of the water depot and be well
below the maximum or peak rate that has been provided previously (800 truck trips with 400 loaded and 400 empty). We
are looking at a reduction of the peak rate by 90% to a level number to 40 truck trips per day (20 loaded and 20 empty). I
will have more clarity from our Operations group about the that level of reduction later this week and ahead of our meeting
next week.
In discussions with Noble senior management following the continued hearing I was not able to clearly explain the
sequence of events that began with the Pre Application Meeting that I believe occurred in August through the request for
a traffic study in December and the resulting paving condition that ultimately led to the Planning Commission continuance
in January pending resolution of the traffic study. I apologize as I may not have all of the steps and understandings in
order here but the gap between the Pre Application Meeting in August and traffic study request in December is
remarkable to the extent that considerable time, effort and cost was incurred including a large expenditure relative to
upsizing the NWCWD pipeline while we we're conditioning the application without the paving requirement. If I understood
our discussions on the 17th centered around the number and weight of the trucks and our action items to jointly consider
downsizing truck trips going forward this creates certain curiosity from my management over why the message of the
paving requirement could not have been delivered at or soon after the Pre Application Meeting. I ask that you please
equence me from the Pre Application Meeting into the December request for the traffic study and out into the staff
quirement of paving so I can provide clarity to my management.

Introduction
This is an addendum to the January 2012 Traffic Study prepared for the Carpio Water Depot on
WCR 57. The major change to the study is the reduction of the number of trucks that will be
used during the water hauling operations. Noble Energy will restrict the number of trucks to
25/day initially. They may increase the number of trucks in the future with prior agreement
from Weld County.
Trip Generation
The initial water hauling operation will be restricted to a maximum of 25 trucks per day or 50
trips (25 trips in and 25 trips out). Assuming a 12-hour haul day means that there will be
approximately 2 trucks per hour going NB and 2 trucks per hour going 5B.
The number of trips may increase incrementally in the future with a phased development. A
Public Improvements Agreement with the County will govern the increase in the number of
• trips incrementally with a phased approach to improve CR 57.
Trip Distribution
The haul route remains unchanged will all trucks going north toward CSH 392 and also returning
from that direction. In special situations where water must be hauled to a site directly to the
south some trips may go south on WCR 57. This would be a special situation and at the present
time this is not anticipated. The Public Improvements Agreement will specify dust control
requirements during instances this may occur.
Mitigation
Noble Energy still plans to build the turn lanes on CSH 392 as requested by CDOT. Once design
is started, if sufficient ROW is not available, discussions will be held with CDOT on how to best
proceed.
Prior to starting the hauling operation WCR 57 will be treated as agreed to In the Public
Improvements Agreement. It is anticipated that the base course will be treated and additional
gravel will be applied. The roadway will be maintained during hauling operations as specified
by the Public Improvements Agreement. It is anticipated that the road will be treated for dust
control and the surface graded as necessary to maintain a satisfactory road condition.

to repair the surface as needed and as agreed to in the Public Improvements Agreement.
Before additional trips are added, the roadway will be improved as agreed to in the Public
Improvements Agreement.
The turn lanes on CSH 392 will be constructed as requested by CDOT. If ROW becomes a
problem when design is started, CDOT will be contacted to determine the best solution.
With the roadway treatments, the maintenance of the roadway, the limit on the number of
trucks and the construction of the turn lanes on CSH 392, this project will mitigate the impacts
caused by the development.
