Re: Formation of new GEO Contract Compliance Department
Dear Sir/Madam:
Critical focus and professional independence for the compliance component of our
organization are important facets of our service to the clients we serve and the operation of
our facilities. To enhance that focus and voice, The GEO Group has reorganized the
contract compliance function.
The new Contract Compliance Department is now fully independent, reporting directly to
Chairman and CEO George Zoley. It has unified the compliance personnel of the
organization, from both GEO Corrections and GEO Care, under my leadership in one
corporate department. As Vice President and Senior Vice President for both contract
compliance and administration from 1990-2000 during a period of great growth for this
company, I have both history and experience in this area. The new department is charged
with bringing a renewed focus and quality assurance to both the GEO Corrections and GEO
Care compliance issues and proactive measures.
As we compare compliance techniques used in community based services with those
utilized in other GEO divisions, we have already begun to see the benefits of shared
resources and perspectives. Research methods, trend development, ACA planning and self-
identification methods are some of the topics benefitting from this new department.
Whereas we all know that compliance is a continuous operation with perfection as the ideal,
we have as our immediate priorities:
• Effective auditing with full examination of areas of improvement in our auditing
practices
• Changing our auditing at the facilities from auditing twice a year to auditing once a
year with every other month devoted to corrective action, follow-up and compliance
lifting the focus from auditing to identifying, fixing and complying
• Having well-experienced Regional Directors and/or Facility staff assist the corporate
audit chair in the annual compliance audit, promoting sharing of ideas and best
practices and developing staff to higher levels of compliance
• Examination of all aspects of GEO auditing to improve quality

• Increased understanding of client needs and client communication
This renewed focus opens collaborative efforts among a team dedicated to adherence to
contractual obligation, fidelity of programs and services, ACA Accreditation and best
practices to our Residential Reentry Centers and Day Reporting Centers.
