COMMISSIONERS
The Weld County Council met in regular session in full conformity with the Weld Coi.
Rule Charter, Monday, September 17, 2012, 6:30 p.m. at the Weld County Adrninar-
Building, Greeley, CO.
ROLL CALL: The meeting was called to order by President Charles Tucker .-- roil .
following members were present, constituting a quorum of members thereof:
Councilman Charles Tucker, President
Councilwoman Ginny Buczek, Vice President
Councilman Don Mueller
Councilwoman Perry Buck
Councilwoman Marge Klein
Also present: Judy Greigo, John Kruse and Council Secretary Karleen Watson.
APPROVAL OF AGENDA: Councilman Mueller made a motion to approve the Septe...
2012 agenda. The motion was seconded by Councilwoman Buck and carried.

PUBLIC COMMENT: There was no public comment.
PROGRAM REVIEW: Judy Greigo, Director of Human Services and Business Manager John
Kruse. Ms. Greigo stated that she had three items to report to the Council. The first was an
award received for Outstanding Fraud and Abuse Group of the Year awarded by the Colorado
Welfare Fraud Council. Human Services has four investigators and one supervisor

and client obligations. It provides more opportunity for interchange between clients and the
Department. The Internet provides application opportunities which in turn provides more
efficiency for staff, reduces paper and information gets out. Service Coordinators' jobs are
enabling the reduction of times there is repetitive contact. Because some Human Services staff
needs to complete training they cannot quantify the results of these programs yet. Cases will be
getting processed more timely and assistance will be given more timely. Ms. Greigo stated that
they have had new applicants due to the recession and economy. Human Services staff have
gone out to the public in order to get services out to clients. They will be active at the upcoming
Weld Project Connect. It is hoped that the bid will be approved in October and the paperless
process will be started in March or April of 2013.
Human Services and Social Services are combined. Per the Home Rule Charter, the Council
does not have authority over Social Services but Human Services and Social Services are
intertwined. Ms. Greigo stated that their focus is on families as a whole instead of categorically.
Social Services acts as an arm of the state government in regard to delivery of assistance and
child welfare. Ms. Greigo stated that it is beneficial to have a good relationship with the Council
and that the Council be aware of how Human Services operates and their delivery of services.
Human Services has a staff between 350-400 personnel and an office in Ft. Lupton and one in
Greeley. The Del Camino office is also staffed every Wednesday.
OLD BUSINESS: Resolution 192
Councilman Mueller moved to pass Resolution 192 keeping the salary of County
Commissioners at $87,300 for years 2015 and 2016. The motion was seconded by
Councilwoman Klein and carried.
NEW BUSINESS:
• *A notebook update regarding 2013 Weld County Holidays was distributed to the
council.
