USR Questionnaire
1. Explain, in detail, the proposed use of the property.
Whiting Oil & Gas Corporation plans to continue use of a gas plant with compressors
and tank batteries to service existing and new wells in the area. Whiting Oil & Gas
Corporation took over this site from Antelope Energy Company. Whiting Oil & Gas
Corporation also plans to use part of the location as a staging area for equipment for
new locations.
2. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter
22 of the comprehensive plan.
The existing use is consistent with the comprehensive plan in fostering the development
of natural resources in Weld County. Only a small amount of agricultural land has been
removed from production.
3. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter
23 (zoning) and the zone district in which it is located.
Pursuant to 23-3-20 of the Weld County Code, oil and gas production facilities are
allowed as a matter of right in the agricultural district. The existing use is consistent as
it aids in the development and production of oil and gas resources.
4. What type of uses surround the site (explain how the proposed use is consistent and
compatible with surround land uses).
The existing site is located in an area of pasture land mainly used for grazing of
livestock. The existing site is relatively small and does not affect the surrounding
agriculture.
5. Describe in detail the following:
a. Number of people who will use this site.
The site is unmanned and is typically visited once a day by two employees.
Additional people will visit the site due to staging of equipment and materials
used for the development of new oil wells. Their visits will be random and
infrequent. It can be expected to have up to 6 additional people loading and
unloading in the staging are when needed.
b. Number of employees proposed to be employed at this site.
The site is unmanned.
c. Hours of operation.
The site runs 24 hours, 7 days a week, 365 days a year.
d. Type and number of structures to be erected (built) on this site.
The following exists on the site:
• Lighting exists as shown on the site plan. The lights installed are overhead,
downward oriented outdoor lamps anywhere from 10 to 20 feet high.
• 30,000 gallon NGL tank
• Dehy-Boiler
• Refrigeration Gas Plant
• Ajax DPC-115 Compressor(Permit # O1 WE0295)
• Ajax DPC 360 Compressor
• Waukesha F1197GU (Permit# 94WE250-2)
• Tank Battery including 4 -400 bbl crude tanks
• Scrubber Vessel
• 2 Treaters including tinhorns (these are upset equipment for the treaters and
feed into the emergency pit.
e. Type and number of animals, if any,to be on this site.
No animals will be on site.
f. Kind of vehicles (type, size, weight) that will access this site and how often.
2 pickup trucks will access the site once a day.
A tanker truck will haul 5 loads per month from the NGL tank.
A tanker truck will haul 1 load per year from the Crude Tank Battery.
Vehicles to store and haul staged equipment and material from site include:
• Flatbed semi trucks
• Fork lift
• Crane
These vehicles will be periodic depending on schedule of new oil wells.
During a day of operation in the staging area, it can be expected to see up to 3-
4 semi trucks moving equipment in or out of the staging area. 1 forklift or 1
crane to unload 400 bbl tanks,treaters, pipe, valves, culverts, etc.
g. Who will provide fire protection to the site?
Pawnee Fire Protection District in Grover, Colorado.
h. Water source on the property.
Water will be provided by bottled water which will be brought to the site by the
personnel working at the site.
i. Sewage disposal system on the property.
There is one porta-potty located on site. No permanent system is planned due to
the personnel only visiting the site a few hours per day.
j. If storage or warehousing is proposed, what type of items will be stored?
Currently being stored on the site are the following:
• 30,000 gallon NGL Tank
• 4—400 bbl Oil Crude Tanks
• Associated chemicals for the gas plant (Methanol, Tryethylene Glycol,
etc).
6. Explain the proposed landscaping for the site.
The existing landscaping on the site includes revegetated borders on the exterior
of the site. Dirt access around the equipment.
7. Explain any proposed reclamation procedures when termination of the USR activity occurs.
When the site is abandoned and all equipment is removed. Whiting Oil& Gas
Corporation will reclaim the entire site. The site will be recontoured and reseeded
per the surface owner's requirements.
8. Explain how the storm water drainage will be handled on the site.
The site is graded so that stormwater drains off into a vegetative border. The
borrow ditch of the county road prevents most stormwater from entering the site.
The location is relatively flat so stormwater that is generated on location is mostly
absorbed by the ground and does not reach any channels.
The location drains gently toward the southwest corner of the site. There have
been no previous drainage issues with the site. A proposed water quality
depression of 20' x 20' x 2' is proposed for this site.
9. Explain how long it will take to construct this site and when construction and landscaping is
scheduled to begin.
The site was constructed years ago by Antelope Energy Company. The staging
area will be used as is and needs no improvement.
10. Explain where storage and/or stockpile of wastes will occur on this site.
No waste is being stored on site. Any waste that may occur will be disposed of at
an authorized facility.
Dust Abatement Plan
Unpaved roads will be watered for dust control as needed
On-site vehicle speeds will be restricted to reduce the amount of dust generated.
Waste Management Plan
No wastes are expected to be generated on site.
No vehicles or equipment will be washed on site.
Garbage and other trash will be contained in a portable trash cage and hauled off the location to an
authorized disposal site. Any trash on the pad will be cleaned up prior to the rig move off location
and hauled to an authorized disposal site.
Regarding a chemical leak, Whiting Oil & Gas Corporation operating procedures are to dig up
the contaminated soil and ship it to an authorized disposal facility. Whiting Oil & Gas
Corporation then tests and analyzes the remaining soil to be sure it is clear of all contaminates.
Once that is completed, Whiting Oil & Gas Corporation back fills the previously contaminated
area.
