Conway, Chair - EXCUSED Commissioner William F. Garcia, Pro-Tem Commissioner Barbara Kirkmeyer Commissioner David E. Long Commissioner Douglas Rademacher Also present: County Attorney, Bruce T. Barker Acting Clerk to the Board, Debbie Heffel/Esther Gesick Director of Finance and Administration, Monica Mika le MINUTES: Commissioner Rademacher moved to approve the minutes of the Board of County Commissioners meeting of August 22, 2012, as printed. Commissioner Kirkmeyer seconded the motion, and it carried unanimously. e CERTIFICATION OF HEARINGS: Commissioner Rademacher moved to approve the Certification of Hearings conducted on August 27, 2012, as follows: 1) USR12-0038 - Wells Ranch, LLLP, 2) USR12-0028 - Overland Pass Pipeline Company, LLC, do Williams Midstream, 3) USR12- 0033 - Kerr-McGee/Robert Warner/Anadarko E and P Company, LP, c/o Tri-State Generation and Transmission Association, Inc., and 4) USR12-0040 - Kerr-McGee Gathering, LLC. Commissioner Long seconded the motion, which carried unanimously. El AMENDMENTS TO AGENDA: Commissioner Long moved to amend the Agenda to move Bids after New Business. The motion was seconded by Commissioner Kirkmeyer, and it carried unanimously. ▪ PUBLIC INPUT: No public input was given. e CONSENT AGENDA: Commissioner Rademacher moved to approve the Consent Agenda as printed. Commissioner Long seconded the motion, and it carried unanimously. Minutes, August 27, 2012 2012-2299 Page 1 BC0016 NEW BUSINESS: e 1) CONSIDER ACCEPTANCE OF ABSTRACT OF ASSESSMENT AND AUTHORIZE CHAIR TO SIGN: Christopher Woodruff, Assessor, explained the assessment. Commissioner Rademacher moved to approve said abstract of assessment and authorize the Chair to sign. The motion was seconded by Commissioner Kirkmeyer, and it carried unanimously. e 2) CONSIDER INTERCONNECTION SECURITY AGREEMENT, ON BEHALF OF WELD COUNTY JAIL, AND AUTHORIZE CHAIR TO SIGN - U.S. IMMIGRATION AND CUSTOMS ENFORCEMENT (ICE) INFORMATION ASSURANCE DIVISION: Bob Choate, Assistant County Attorney, explained the terms of the agreement. Commissioner Long moved to approve said agreement and authorize the Chair to sign. The motion was seconded by Commissioner Rademacher, and it carried unanimously. e 3) CONSIDER APPOINTMENT TO PLANNING COMMISSION: Commissioner Rademacher moved to appoint Bret Elliott. The motion was seconded by Commissioner Kirkmeyer and it carried unanimously. BIDS: Fl 1) PRESENT BID #61200118, CNG SCHOOL BUSES-UFR WELD COUNTY SCHOOL DISTRICT RE-1 - DEPARTMENT OF PUBLIC WORKS: Monica Mika, Director of Finance and Administration, provided a brief summary of the bid and stated staff will make a recommendation on September 10, 2012. Commissioner Kirkmeyer explained the details and terms of the bid. Commissioner Rademacher moved to accept the bid, in the amount of $500.00 per acre, and authorize the Chair to sign said lease. The motion was seconded by Commissioner Kirkmeyer, and it carried unanimously. Fl (CLERK'S NOTE: Lease Tract #7 was omitted from the advertised list. Commissioner Kirkmeyer moved to accept the bid, in the amount of $675.00 per acre, and authorize the Chair to sign said lease. Commissioner Rademacher moved to accept the bid, in the amount of $2,500.00 per acre, and authorize the Chair to sign said lease. The motion was seconded by Commissioner Long, and it carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the Consent Agenda. No Ordinances were approved. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Acting Clerk to the Board.
