Description of Proposed Use: This USR application is referred to as the Lancaster Cryogenic Plant application and is from Kerr-McGee Gathering, a part of Anadarko Petroleum Corporation. Anadarko/Kerr-McGee operate 4,853 oil and gas wells in the Denver-Julesburg (DJ) Basin with the vast majority being located in Weld County, Colorado. All of these wells produce varying amounts of natural gas and residual oils that need to be routed to a pipeline through to processing facilities so that the natural gas liquids are usable for consumers. The proposed site is to include an amine and cryogenic facility for natural gas processing. An amine treatment facility uses various amines to remove hydrogen sulfide and carbon dioxide from gases. When gases are treated with an amine processor they result in products that can be sent for further processing into more useable forms. From the amine treatment facility, the gases continue to a cryogenic facility for further processing. • A cryogenic facility helps to extract natural gas liquids from the natural gas. These liquids, mostly ethane and other lighter hydrocarbons, require cooling the gas to around - 120 degrees Fahrenheit to extract higher rates of product. The gas is run through a series of pipes where refrigerants and expansion turbines are used to cool the gas stream. The gas condensates and ethane and other hydrocarbons are separated from the methane which stays gaseous. Usually this process allows for a 90-95% recovery percentage of the ethane originally in the gas stream. This application addresses the development of the Cryogenic Facility for the demands that are associated with the increase in oil and gas production in the Wattenberg Field. The proposed site is approximately 110 acres in area. The proposed facility is located on a portion of the NE '/ of the NW '/4 of Section 14, Township 2 North, Range 66 West just south of WCR 22 and 1-'/ mile east of WCR 31. The majority of SE '/4 and SW '/4 of the NW / of Section 14 will be left fallow for a yet to be determined use in the future. The site is currently zoned Agricultural and is surrounded by Agricultural zoned properties. The proposed facility will be just east and south of an existing oil and gas production facility (Fort Lupton Station) owned by Anadarko Petroleum Corporation (USR-1353AM, SUP- 211AM2, USR-1291, and USR-1002AM3). This new plant will be associated with the existing production facility but will not be a part of the existing USR cases that are west and north of the proposed site. The proposed facilities on site will operate 24 hours a day, 7 days a week, 365 days a year. There is currently one access off of WCR 22 to the site and a second will be constructed as the primary entrance. Consistency with the intent of the Weld County Code, Chapter 22 of the Comprehensive Plan Comprehensive Plan Consistency Section 22-2-10 (D) emphasizes the extraction of natural resources as an important part of the economy of the County. The development of this site contributes to the expansion of the county's industrial economic base by providing increased capacity to an essential function in the production of natural gas in the County. The Weld County Comprehensive Plan addresses goals and policies for agriculturally zoned properties, oil and gas deposits, as well as environmental pollutants that the cryogenic facility may emit. The proposed facility will deal with the increase of natural gas liquids from newly developed wells in the area. These liquids need to be separated for the delivery of products to customers. 3. Consistency with the intent of the Weld County Code, Chapter 23 (Zoning) and the zone district in which it is located. Oil and gas facilities are allowed as a use by right in the A (Agricultural) Zone District. However, oil and gas support and service operations such as this proposed Cryogenic/Amine treating Facility require the approval of a Use by Special Review Permit (Section 23-3- 40(A)) 4. Surrounding Uses and Compatibility with surrounding uses. The Lancaster Cryogenic Plant has a variety of land uses surrounding it. To the west and north there are two oil and gas production facilities owned by Anadarko. To the east and south there are large tracks of agricultural land. The nearest home to the proposed site is located 0.75 mile east on WCR 22. Consideration has been taken to ensure that the Lancaster Cryogenic Plant will operate in a manner that is compatible with existing and planned uses in the area. The processing of • natural gas produced in Weld County is a necessary component of marketing this valuable resource. Providing the required treatment will not only foster the development of an important economic base but will also contribute to the convenience and general welfare of the residents of the County. The station contributes to the County's tax base with little or no adverse impact in terms of additional roads or other governmental expenditures. 5. Describe the following: a. Number of people who will use this site There will be approximately 8 permanent employees assigned to the facility. The site is also visited by different contractors that check the equipment and remove products and/or waste on a weekly basis. These contractors are typically not on site for longer than one to two hours at a time for inspections. The site will have its own water well and septic system. There will be restroom facilities on site with running water. The site is also monitored 24 hours a day 7 days a week by the computers at the company's gas control centers in Brighton and Denver. b. Number of employees proposed to be employed at this site There will be approximately 8 permanent employees assigned to the facility. Petroleum Corporation iorporab on • c. Hours of operation The plant is planning to run 24 hours a day 7 days a week based on demand. Trucks will usually only come to the site during the hours of 8 am to 5 pm unless there is an emergency. The employees on site are scheduled in shifts every day of the week. d. Type and number of structures to be built on this site As depicted in the plans, the site will include many structures associated with the production of Natural Gas Liquids. Please see the Site Plan in the Appendix for a more detailed layout of all proposed buildings and structures associated with the facility. e. Type and number of animals, if any, to be on this site There are no animals on site. f Kind of vehicles that will access this site and how often The Anadarko employees coming on site drive a company pick-up truck. Contractors may come to the site in a tanker truck to remove liquid wastes or 4x4 trucks depending on what contracted work they are to perform. Refer to Section 2 for more detail on traffic related issues. g. Who will provide fire protection to the site The Fort Lupton Fire Protection District provides fire protection to this area. A referral packet will be sent to the District by the County. Once an approval letter is • received it will be placed in the Appendix. h. Water source on the property This site is planned to be serviced by a well. The well will be drilled before the plant becomes operational. An application will follow the approval of the USR. L Sewage disposal system A septic system will need to be installed for the sewage disposal on the site. There are plans for a restroom with running water to be located on the site. An application will follow the approval of the USR. The septic system will be designed by an engineer, installed, and inspected before the plant becomes operational. j. Storage or warehousing There will be small storage buildings on site that will store small equipment associated with the Lancaster Cryogenic Plant. There is no outdoor storage. 6. Reclamation Procedures Should the Lancaster Cryogenic Plant no longer be needed by Anadarko, all equipment will be removed and the ground re-graded to accommodate agricultural uses. 8. Storm Water Drainage The proposed site is relatively flat and will be surfaced with gravel. A drainage report with detention is required for the site. This report is located in the appendix of this document. 9. Construction Period Construction of the new Lancaster Cryogenic Plant is anticipated to commence soon upon approval of this requested USR. The first phase of the project includes an amine treatment as well as a cryogenic treatment facility with the anticipation of needing a second of each facility in the future. Both phases of improvements are shown on the site plan documents. Phase 1 grading and dirt work will last three months. Phase 1 plant construction will last nine months. 10. Waste Handling Plan Anadarko has a Waste Handling Plan (Plan) for each of their production facility sites (See • Appendix). These plans are used to project the quantities and types of waste that will be generated through operation of the Lancaster Cryogenic Plant and to detail the management and disposition of this waste. The Plan further outlines the operational chemicals that will be stored on-site and may require future disposal. The objective of the Waste Handling Plan is to ensure waste generated at the Facility is managed in accordance with all Local, State and Federal regulations. Additionally, the Plan identifies operational chemicals used or stored on site requiring specific disposal pathways. Kerr-McGee/Anadarko personnel are trained annually with regards to proper Waste Management practices. This facility is currently and will be serviced by Waste Management for solid waste removal. A small dumpster will be located next to the small office building. The following materials are expected to be stored at the Facility to support operations, and have specific disposal requirements: • 1-750 bbl raw water storage tank • 2-400 bbl amine storage tanks (in secondary containment) • 1- 200 bbl waste water storage tank (in secondary containment) • 1-200 bbl lube oil storage tank (in secondary containment) • 1-200 bbl hot oil storage tank (in secondary containment) • 1-500 gallon mineral spirits storage tank (in secondary containment) • 1-500 gallon diesel storage tank(in secondary containment) Lancaster Cryogenic Plant Aada2 8 vsRlz-xxxx- Weld County Anadarko Petroleum Corp. Petroleum Corporation MSELINE • • 2-500 gallon lube oil storage tank (in secondary containment) • 1-dumpster for municipal waste All liquids will be managed and disposed/re-cycled. The municipal waste dumpster will be managed and disposed of by a contract waste management company. The dumpster will be emptied either weekly or every two weeks and the roll-off is emptied on a call-out basis. Non-routine waste (e.g. spills or releases) will be managed in accordance with Anadarko's Emergency Response and Oil Spill Contingency Plan. Spills, as appropriate, will be reported to the proper regulatory agency(s). Additionally, a site-specific Spill Prevention Control and Countermeasure (SPCC) Plan will be developed to outline appropriate actions to be taken in the event of a spill or release. The SPCC Plan in conjunction with the Emergency Response/Oil Spill Contingency Plan will ensure that all appropriate response actions are taken and that all waste will be handled in accordance with applicable rules and regulations. Both documents are written in accordance with requirements set forth by the Environmental Protection Agency. Regarding a motor vehicle oil leak (potentially during construction), Anadarko standard operating procedures are to dig up the contaminated soil and ship it to the Ault Waste Management Facility or other similar facility. Anadarko then tests and analyzes the remaining soil to be sure it is clear of all contaminates. Once that is completed, Anadarko back fills the previously contaminated area. All waste is either piped out of the site or removed by truck. The expanded capacity of this site will require a new NGL products line to • transport the produced NGL to processing and refining sites. The size, operating pressure and routing of this pipeline are yet to be determined. 11. Dust Abatement Plan During the construction phase of the project, Anadarko will utilize water trucks to maintain dust suppression. Also, the Storm Water Management Plan will be followed to mitigate soil erosion during the construction phase. After construction is completed the site will be stabilized using native vegetation in allowed areas, which will not be allowed to grow over 12" high. Additionally, Anadarko will gravel the access drive and circulation pattern. Operation Standards NOISE CONTROL: The operation of the Lancaster Cryogenic Plant shall comply with the noise standards enumerated in Section 802 of the COGCC Amended Rules 2008. Noise will be emitted from the Lancaster Cryogenic Plant. It is anticipated that the proposed equipment will actually have minimal noise emissions. Additionally, the rural nature of these sites is preferred to mitigate the effects of noise emissions on the surrounding property owners. AIR AND WATER QUALITY: All activities will be in compliance with the permit and control provisions of the Colorado Air Quality Control Program, Title 25, Article 7, C.R.S. as applicable. A septic system will be located on site. No waste water from the production facility will be discharged within the site. All water and waste is carried by vehicle or pipeline off the site. LIGHTING: Lighting on the site will be downcast and shielded lighting will be provided on the proposed • building. Lighting is for nighttime and emergency work only. Any source of lighting on the site shall be shielded so that light will not shine directly onto adjacent properties where such would cause a nuisance or interfere with the use on the adjacent properties. In addition, neither direct nor reflected light from any light source on site will create a traffic hazard to operators of motor vehicles on the adjacent access road. WEED CONTROL: The Lancaster Cryogenic Plant site will be kept free of weeds; rubbish, and other waste material. Required Permits Weld County: A Use by Special Review Permit is required to be approved by the Board of County Commissioners prior to construction of this facility. Kerr McGee/Anadarko will submit any additional permits necessary for county approval prior to the commencement of construction on site. Fort Lupton Fire Protection District: The Site Plan and Special Review Use Application will be referred to and reviewed by the Fort Lupton Fire Protection District. Approval of the plans is expected. A letter from the fire district regarding this proposal will be added to the Appendix once it is received. Oversize Load Permits: If necessary, oversize load permits will be obtained prior to moving any new equipment onto the site. Access Permits: • Access Permits and traffic plans will be submitted as part of this application. The submitted access application is in the Appendix. 4. Traffic The proposed site will have a total of 8 employees that work around the clock in varying shifts. The primary access to the site is and will continue to be off of WCR 22 east of WCR 31. WCR 22 is currently utilized primarily by the plants to the north and west of the proposed site. Anadarko vehicles and contractor pick-up trucks will be going to and from the facility and neighboring oil and gas businesses utilizing WCR 22. On a daily basis semi-trucks will come to the facility to remove waste from the production facility. In 2009, the average daily traffic count on WCR 22 in the area the Lancaster Cryogenic Plant was proposed was approximately 1,000 cars. The addition of the plant would have little effect on that number only adding 8 employee vehicles per day, several visitors per day, and 4 semi-trucks per day, or total of 56 vehicle trips per day. The proposed plant will not adversely affect the area traffic from the current traffic that accesses the neighboring sites. Documentation of an improvements agreement and road maintenance agreement will be provided after such agreement is prepared. Petroleum Corporation • CONCLUSIONS Based on the existing utilization of WCR 22 and the lack of additional daily trips that the proposed activities will generate, it does not appear that approving the proposed use would be detrimental to the safety or welfare of the motoring public in Weld County. A detailed traffic memorandum is included in the appendix. 5. Fire & Emergency Response There is adequate provision for the protection of the health, safety and welfare of the inhabitants of the immediate area and the county. All roads leading to and those in the site area will be designed and maintained to support fire apparatus. A turnaround will be constructed as necessary to accommodate fire apparatus. In addition to the above-referenced rules and regulations, Anadarko is also subject to COGCC Rule 6064 pertaining to Fire Prevention and Protection. Anadarko has support personnel in the field or on call at all times to provide technical assistance in fire prevention and elimination. This memo provides an overview of the long term and construction traffic associated with this site. BACKGROUND The site is located approximately 5 miles northeast of Ft. Lupton and will have access off of Weld County Road 22 which is a two lane paved asphalt road. WCR 22 terminates at Highway 85 approximately 3.3 miles to the west of the site in a stop sign condition. The proposed use on the site will be a cryogenic plant for natural gas processing. The plant will be • constructed in two phases. The plant will be operational after the first phase of construction and will be expanded as part of the second phase of construction at a future date.This memo assesses traffic during phase 1 construction and long term traffic during operation. TRIP GENERATION Construction Traffic Construction of the site will involve site improvements such as access road construction, site grading and excavation, and drainage features followed by construction of the plant buildings, equipment, and fencing. The following table is an estimate of the duration of each phase of construction. Table 1. There will be trucks accessing the site for plant operations and sludge removal of the ISDS facilities. The trip generation rates from Table 3 have been applied for the employee trip rates. CONCLUSION The proposed use of the site and associated traffic is consistent with the existing uses on surrounding properties and existing traffic on WCR 22. WCR 22 is a paved asphalt roadway. The intersection of WCR 22 and Highway 85 has the appropriate acceleration and deceleration lanes in place to facilitate safe turning movements at WCR 22. The closest existing access off of WCR 22 towards the west is approximately 200 feet from the proposed access. The closest existing access towards the east is approximately 800 feet from the proposed access. The proposed access off of WCR 22 should provide adequate turning radii for semitrailer truck turning movements.The typical turning radius is 65 feet for truck drive access points. The proposed access and use of the site as a cryogenic plant should not create any adverse impacts on the surrounding road network. • 3 Hello
