WHITE - CHAIRMAN I was not able to find a suitable date for someone to brief us on personnel systems. Do you feel I should keep trying? Do you favor a Personnel Director for Weld County? If you do, do you feel the office should serve Weld County Government, Weld Public Health, Weld County General Hospital and Do you feel the Personnel Director should be a department under the County Commissioners? r- Do you believe that a Personnel Director should be an office under all elected officials? Such as an executive group? Should a Personnel Director be responsible for employee management, such as work pools or transferring from one department to another in times of slack or peak periods? Do you believe each elected official should be in complete charge of his employees? If you have a Personnel Administrator, who should be responsible for writing the personnel policy's for him to follow? - . O O -2- Do you favor adoption of some other personnel system such as Civil Service or Merit System? Do you have any specific goals, conditions or concerns which you feel our committee should recommend for personnel policies? List specific criteria you feel should be included in personnel policies? Do you favor a merit system of pay? Should department heads be placed under the same personnel system and be placed on a specific salary schedule? Do you know of a better way, a different way, or a more economical way? e- Do you need more information before you make recommendations? Have I left anything out? CIVIL SERVICE FOR COPY EMPLOYEES O 1. How will going to Civil Service affect the retirement that I now have? 2. If you have retirement under Civil Service and do not pay into Social ' Security, can you draw any Social Security when you retire? 3. If the County was to go to Civil Service and I have time paid up in Social Security, can I draw both? (Retirement from Civil Service 8 Social Security) 4. If the County goes to Civil Service, will we get back the amount we have paid in plus interest on our money? (County retirement plan) 5. What reason does a supervisor have to have to remove a Civil Service Employee from a certain position? 6. If a County employee was to take the Civil Service test for a rating, would their time spent in the job they have now be considered? 7. The tests that Civil Service now give do not pertain to the job classifications for the County. Who will make up test for County job classifications? 8. Could the test be taken by an out-sider,who would pass with a high rating, and take a job from an employee now on the job? 9. Who would be the supervisor for employees, ratings, and job placement? 10. What Counties are now on Civil Service for their employees? 11. What type of retirement did County employees have before they went on Civil Service? 12. Does Civil Service have packet plan?(Life insurance - health - retirement) 13. If other Counties are on Civil Service how do the employees now judge the program? 14. If other Counties are on Civil Servic9 what type of job security did they have before they went on Civil Service?
