HomeMy WebLinkAbout780365.tiff RESOLUTION RE: ACCEPTANCE OF HOGAN AND OLHAUSEN, P.C. AS ENGINEERS FOR SEPTIC SYSTEM DESIGN FOR THE WATTENBERG COMMUNITY DEVELOPMENT PROJECT. WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, on May 23, 1978, a committee composed of staff members from the Weld County Department of Planning Services, the Weld County Engineering Department, and the Weld County Health Department reviewed proposals from engineering firms for the design of individual lot septic systems to be located on parcels in the Town of Wattenberg, and WHEREAS, said committee has recommended to the Board that Hogan and Olhausen, P.C. be awarded a contract for the proposed engineering services to reflect two work phases: (1) Percolation, soils and groundwater tests; and (2) septic system design, and WHEREAS, the Board of County Commissioners deems it advisable and in the best interest of Weld County, Colorado to accept the recommendation that Hogan and Olhausen, P.C. , be awarded the pro- posed contract. NOW, THEREFORE, BE IT RESOLVED by the Board of County Com- missioners that a contract for the proposed engineering services be and hereby is, awarded to Hogan and Olhausen, P.C. of Loveland, Colorado and further that the Department of Planning Services is hereby instructed to prepare the contract consisting of the two above mentioned phases of work. Fortner,_Director of Planning . Subject: Engineering Proposals for Septic System Design in Wattenburg in conjunction with the Housing Rehab- ilitation Program. On May 23, 1978, a committee composed of staff members from the Weld County Department of Planning Services, the Weld County En- gineering Department , and the Weld County Health Department re- viewed proposals from engineering firms for the design of indi- vidual on lot septic systems to be located on parcels in the Town of Wattenburg. The committee consisted of : Gary Fortner - Planning Department Bill Rodriguez - Planning Department Sheri Wilson - Planning Department John Hall - Health Department Steve Strandburg - Health Department Drew Shletinga - Engineering Department The proposals submitted to the committee were in response to Requests for Proposals which were forwarded to various area engineering firms on May 5, 1978 (copy of RFP attached) . Proposals were submitted by three different firms: Bob Zoyiopoulos 2201 - 51st Avenue Greeley, CO 80631 Hogan and Olhausen, P.C. 2300 West Eisenhower Loveland, CO 80537 Bill Heller Engineering Professionals, Inc. 220 Airway Fort Collins, CO 80521 After reviewing the proposals submitted (attached) and after interviewing representatives of the firms in question, the committee recommends that a contract for the proposed engin- eering services be awarded to Hogan and Olhausen, P.C. of Loveland, Colorado. This recommendation is based on the following : 1 . It appears from the interviews and proposals sub- mitted, that Hogan and Olhausen, 'P.C. has had more experience in the design of such systems than other firms submitting proposals. The proposal submitted by Hogan and Olhaussen, P.C. was better prepared and better addressed the problems associated with system design than pro- posals submitted, by other firms. 3. The fees estimated by Hogan and Olhausen, P.C. for required preliminary tests and aggregate system design were lower than those set forth by other firms. -4. Hogan and Olhausen, P.C. has indicated that the work can be performed in an expeditious manner and within the time constraints of the overall program. The committee .further recommends that the actual contract be drawn to reflect two work phases: (1) Percolation, soils and groundwater tests; and (2) Septic system design. Futher, the contract should be drawn so that work on the contract can be halted without further commitment of funds, if the tests of Phase I indicate it is impossible to design individual on lot systems for the parcels in question. Ave. Greeley, CO 80631 Dear Sir: Weld County has received approval to construct six (6) septic tank systems in the town of Wattenberg and is hereby soliciting Consulting Engineering Services. The Consultant will be expected to perform all work necessary to produce a complete set of construction plans in accordance with the Weld County Health Department . Engineering services shall consist of: 1 . Seperate drawings, of septic system layouts (6 total). 2. Perculation Test for each site. 3 . ' Soil type analysis for each site. 4. Determination of water table depth for each site. 5. Boundry and property line survey for each site. 6 . Size of leach field and distance from dwelling. 7 . Septic tank capacity according to the number of occupants . 8 . Septic Dimensions and design. Weld County will conduct interviews during the morning and afternoon of May 23, 1978 in the Purchasing Department of the Centennial Center located at 915 10th Street, Greeley, Colorado. Firms interested will be expected to submit a written proposal, and estimated fee range and give an oral presentation that should be limited to 15 minutes . Re- presentatives from the Weld County Health Department, Weld County Engineering Department and Weld County Planning - Housing Division, will be present to answer any questions regarding requirements. Consultants will be evaluated on the following criteria: 1 . Qualifications and experience of the Company and its employees who will perform the work. 2. Completion schedule of required work. 3 . Estimated fee per study, singular and aggregate. 4 . Best solution to septic tank construction problems arising from the high water table in Wattenberg. One firm will be selected on the basis of the proposal and presentation. A firm contract will then be negotiated. All bidders must be prequalified and licensed Engineers in the State of Colorado. Based on past experience in the community, we would follow excepted engineering practices based on measured or estimated flows from each residence. The services rendered would follow the outline you proposed in your letter with the addition of a lift pump if required. The charges for this service would be $530.00 for each system or a total of $3180.00 for the six systems. There would be a deduct of $150. 00/site if the boundary survey wasn 't required. We sincerely appreciate the opportunity to respond to your request for proposals pertaining to the design of wastewater facilities for. Wattenberg, Colorado. As this letter will demonstrate , this firm is well qualified to perform the services outlined in the request for proposals . This letter will briefly address the following points : * Discussion of the problem * Tasks and completion schedule * Qualifications of the firm * Resumes Discussion of the Problem Residents of the Town of Wattenberg have inadequate waste- water disposal facilities at this time . There is a high water table and soils are extremely porous . Family income is not high, so annual operating costs must be kept to a minimum: Finally, most of the lot sizes are small . Unfortunately, the physical conditions indicate that con- ventional septic tanks are not feasible in Wattenberg. There are other potential solutions to on-site disposal which should be investigated. These include evapo-trans- piration . systems , mound systems , septic tank/sand filter systems , and more elaborate systems such as composting toilets . Other potential solutions include some type of community-wido system suitable for use An a ;;mall town and which requires minimal maintenance . The point is that a conventional septic tank/absorpLi_on field is impractical in Wattenberg. We do not feel that any design should he initiated until all 'options have been explored . This includes an analysis of the feasibility of lowering the water table . Until an acceptable, workable solution is known, we cannot estimate the cost for engineering services at this time. The engineer should work in clone cooperation with the townspeople , with the Planning; Department, and particularly with the Health Department . This task should be completed before negotiating the cost of the final eng- ineering services . Tasks The proposal is to document conditions , analyze and screen alternatives , and prepare a final report on the study and its conclusions . Cost estimates including annual operating costs , will be prepared for any alternatives which are not rejected for physical reasons . The tasks involved will in- clude the following:. * Document area characteristics and constraints * Delineate wastewater characteristics * Present alternative treatment processes * Screen alternatives based upon ability to meet requirements • * Screen remaining alternatives based on economics * Fully develop the optimum strategy This analysis will be prepared and ten copies printed for $2.800 . This estimate includes determining the depth of water table , running percolation tests , and surveying, as required . A draft report can be prepared in three weeks . At that time a meeting should be held of all interested parties to discuss the results and conclusions of the draft report. Depending on the outcome of the meeting, the final report can be pre- pared in from one to two weeks . Qualifications of the Firm Engineering Professionals , Inc . , is very well qualified to prepare the feasibility study proposed and to design both on-site and community wastewater treatment facilities . This firm is currently under contract to the Town of Severance, Colorado , to prepare the plans and speciri.cnIion:; for treat- ment and collection facil..i-tiLOU , Wu are :also compli I.inp, wastewater facilities plan for Estes Park Saul Lation District. Engineering Professionals has .been selected to design facilities and supervise construction on •this EPA funded . project. This is a new firm, organized in February of this year . There are three principals , each of whom has several years -. expo ri enca' in -the northern Colorado men . Only twe, Mi•. huller and Mr,. Schmid , will lie in reaponsibie charge of thia job . Mr. Jackson will be available for support if needed . The principals of the firm have had extensive experience with on-site disposal systems . Mr. Heller was recently on 0 the program of the "Third Workshop on Home Sewage Disposal" sponsored by CSU . Other people on the program were from as far away as Washington, D.C . and Cincinnati . We have ;. recently completed the design of a system which is a com- bination of a conventional septic tank/leach field and an E-T System. Other specific jobs which pertain to this scope of work for which the principals have been in res- ponsible charge are listed in the attached resumes .
