A (AGRICULTURAL) ZONE DISTRICT - WELD COUNTY DEPARTMENT OF PUBLIC
WORKS
A public hearing was conducted on June 13, 2012, at 10:00 a.m., with the following present:

The following business was transacted:
El I hereby certify that pursuant to a notice dated April 27, 2012, and duly published May 2,
2012, in the Fort Lupton Press, a public hearing was conducted to consider the request of the
Weld County Department of Public Works, for a Site Specific Development Plan and Use by
Special Review Permit, USR12-0012, for a 300-foot Telecommunications Antenna Tower in the
A (Agricultural) Zone District. El Brad Yatabe, Assistant County Attorney, made this a matter
of record.
ID Tom Parko, Department of Planning Services, presented a brief summary of the proposal,
entered the favorable recommendation of the Planning Commission into the record as written,
and stated the tower will be located near the Southwest Weld County Administration Building.
He stated the property is within the three-mile referral area for the Towns of Firestone,
Frederick, and Mead, and the City of Longmont; however, staff received no response from the
municipalities. He further stated ten referral agencies reviewed the proposal, and four offered
comments which have been addressed in the Conditions of Approval and Development
Standards. Mr. Parko displayed photographs and an aerial map of the site and surrounding
area, and explained the tower will be located on an amended Recorded Exemption lot.
ID Heidi Hansen, Department of Public Works, stated the tower will be accessed using the
property's internal road and staff has no traffic or water quality concerns regarding the
unmanned tower.

El Lauren Light, Department of Public Health and Environment, stated any employees on the
property will have access to the restroom facilities within the Southwest Weld County
Administration Building or portable toilets.
El Don Carroll, Department of Public Works, represented the applicant and stated
the 34-acre site is accessed from County Road (CR) 24.5, and the 300-foot tower will be self
supported with an associated equipment shed. He explained the request is to enhance
emergency services, such as law enforcement and Homeland Security. He stated a fall zone
easement was not necessary, since Weld County is the owner of the surrounding property, and
the tower will be in compliance with Federal Aviation Administration (FAA) and Federal
Communication Commission (FCC) regulations. Mr. Carroll stated the tower will be surrounded
by a six-foot security fence with a backup generator, staff anticipates it will take 60 to 120 days
for construction, and he did contact the mineral owners.
El No public testimony was offered concerning this matter. In response to Chair Conway,
Mr. Carroll stated he has reviewed, and the Department of Public Works agrees to abide by, the
Conditions of Approval and Development Standards, as proposed.
IR Commissioner Garcia moved to approve the request of Weld County for a Site Specific
Development Plan and Use by Special Review Permit, USR12-0012, for a 300-foot
Telecommunications Antenna Tower in the A (Agricultural) Zone District, based on the
recommendations of Planning staff and the Planning Commission, with the Conditions of
Approval and Development Standards as entered into the record. The motion was seconded by
Commissioner Kirkmeyer, and it carried unanimously. There being no further discussion, the
hearing was completed at 11:07 a.m.
