SAFETY COMMITTEE
Fourth Meeting
January 18, 1975
9:30 A.M.
Members present: Dr. Brooks, Chairman

The Committee met with Chief Dale Harvey of LaSalle, who is also
President of the Weld County law enforcement group. Mr. Harvey reported
that the law enforcement group was not in favor of a county wide law
enforcement agency, especially if individual community law enforcement
groups were to lose their identity. •
Mr. Harvey pointed out that it requires 5.8 men in a town police
force to keep one person on duty throughout a 24 hour period. This
estimate includes time off, sick leave and vacations. Mr. Harvey and
his group do support the Weld County communications systems idea. f
As to qualifications for a Sheriff and Deputy, Mr. Harvey listed
the following:
1. A minimum• of law enforcement experience.
2. An age limit.
3. A college degree not necessarily required - person could be
trained on the job.
The present CLETE Program is good but to short. Every officer
should have no less training than the state requires.
Mr. Harvey felt that neither the District Attorney nor the Sheriff
should be politicians.
The average court is in session only 4 hours a day, nation wide.
According to Mr. Harvey this results in a backlog of cases. Also, the
arraignment procedure is such that numerous continuances result, also •
jamming the court docket.
In regard to juveniles, Mr. Harvey felt that many of the juveniles
should never be taken near a county or city jail. We need a specialized
detention home of some sort, which is not presently available.
Meeting adjourned. The next meeting is scheduled for Saturday,
January 25, 1975, at 9:00 A.M., in the Commissioners' meeting room.
