Because of the company's growth, M&M requires more space for its office and repair shop. M&M seeks to obtain a USR permit to construct a 100' x 175' single story shop on the Property. M&M intends to use the shop as an office and as its equipment repair and maintenance facility. M&M intends to preserve as much of the Property (Lot B of RE-4762) in agricultural production as possible. Explain,in detail,the proposed use of the property. M&M proposes to relocate its facilities to the Property. Such relocation would include the construction of a 100'x 175'shop building on the Property. The building will consist of 50'x 50'of office space and the remaining space will be used for maintenance and repair of company equipment and vehicles. The entire facility, which will measure 500'x 500, would also include two 8,000 gallon fuel tanks and Ten (10) Truck parking spaces. 2. Explain how this proposal is consistent with the intent of the Weld County Code,Chapter 22 of the comprehensive plan. The proposed use is consistent with the comprehensive plan because it respects and encourages the continuation of agricultural land uses and the • right to farm on the majority of the property while at the same time allowing M&M to request a land use change. 3. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 23 (zoning)and the zone district in which it is located. The proposed use would be a use by right within a commercial or industrial zone district and accordingly is considered a permitted use by special review within an agricultural zone district pursuant to Section 23-3- 40 of the Code. 4. What type of uses surround the site (explain how the proposed use is consistent and compatible with surround land uses). The site is surrounded by agricultural land to the east, south and west and commercial uses to the north. 5. Describe,in detail,the following: a. Number of people who will use this site. M&M anticipates having 3-6 employees on site during business hours. Up to 20 employees may visit the site during the day to report to work and collect equipment. • • b. Number of employees proposed to be employed at this site. See response to section 5(a). c. Hours of operation. M&M's normal hours of operation are 6:00 a.m. to 7:00 p.m., Monday thru Friday, and 6:00 a.m. to 12:00 p.m. on Saturdays. The Company does respond to emergencies around the clock. d. Type and number of structures to be erected (built) on this site. One 100'x 175'single-story shop and two 8,000 gallon fuel tanks. e. Type and number of animals, if any,to be on this site. None. f. Kind of vehicles(type,size,weight)that will access this site and how often. M&M owns 3 lowboy trailers, 2 belly dump trucks (35,000 lbs), and 2 tandem dump trucks(22,0001bs). In addition, the company owns 13 pickup trucks which are used by employees to access work sites. g. Who will provide fire protection to the site? • Platte Valley Fire Protection District. h. Water source on the property. M&M will acquire a tap from Central Weld County Water District. i. Sewage disposal system on the property. M&M will install an engineered septic system. j. If storage or warehousing is proposed,what type of items will be stored? M&M will store company vehicles and vehicle parts on site. 6. Explain the proposed landscaping for the site. The majority of the Property will remain in agricultural production. The driveway areas of the facility will be constructed with a gravel road base. 7. Explain any proposed reclamation procedures when termination of the USR activity occurs. In the event the USR activity ceases, the facility can be torn down and the land can be returned to agricultural production. • The remainder of this page left intentionally blank. • 8. Explain how storm water drainage will be handled on the site. Negligible increase of storm runoff will be associated with the site because M&M intends to use permeable parking lot surfaces. The existing drainage water flow will be maintained and water will be directed to a drainage area located to the northeast of the building. Historical flow patterns and amounts shall be maintained on the site in such a manner that it will reasonably preserve the natural character of the area and prevent property damage of the type generally attributed to run- off rate and velocity increases, diversions, concentration and/or unplanned ponding of stormwater runoff. 9. Explain how long it will take to construct this site and when construction and landscaping is scheduled to begin. Construction is expected to 3-4 months. Construction would begin in the year following approval of the USR permit. 10. Explain where storage and/or stockpile of wastes will occur on this site. All waste will be disposed of using Waste Management Services or other recognized refuse service.
