Site Specific Development Plan
I.Explain in detail,the proposed use of the property
The property will be used as a Roustabout,Trucking,and Oilfield Services Yard.There will be
heavy trucks,trailers,heavy equipment,pickups and oilfield related equipment stored on the property.
2.Explain how this proposal is consistent with the intent of the weld county code,chapter 22 of
comprehensive plan.
I have a company that provides jobs for people
3.Explain how this proposal is consistent with the intent of Weld County code,chapter 23(Zoning)and the
zone district in which it is located.
This permit is for a Oil And Gas services company. Last time I checked Oil and Gas was a big
part of Weld County
4.What type of uses surround the site(Explain how the proposed use is consistent and compatible with the
surrounding land uses).
The address for the proposed site is 22670 CR 30 Hudson,Co. 1 mile East of this site is Semcrude
Oil Polishing Facility. /mile South of the site is a Tank Battery with 9 300 BBL Production tanks,9
separators,and 4 36" ECD units. 1 Mile West and '/:Mile South of the site is a oilfield welding shop.
There is also Farming and Ranching land use around this site.The proposed site would be consistent and
compatible with the surrounding sites described above because they are all oil and gas related.Farming and
ranching is also compatible because the land owners get paid to let us run oil and gas recovery lines through
the property and also get paid for battery sites. They also profit from any minerals owned.

There is no storage or warehousing proposed

Landscaping has already been started on property.Trees have been planted around North side of
property and will be planted on East, West,and South sides of property.
7. Explain any reclamation procedures when termination of use by special review activity occurs.
There will be no reclamation needed if use by special review is terminated.This property is where
I live and will not be destroyed or misused like so many other property's in weld county.There will be no
dumping of any kind.The property will not be treated as a junk yard like so many property's in weld
county. It will be kept clean and organized and all areas of ground not in use will be landscaped or planted
with natural vegetation.
8. Explain how the storm water drainage will be handled on this site.
There is no storm water drainage needed.The site is sandy and all storm water soaks into ground.
9.Explain how long it will take to construct the site and when construction and landscaping is scheduled to
begin.
This site is already in use and constructed.Landscaping has already began.There will be more
landscaping in 2012.
10.Explain where storage and/or stockpile of waste will occur at this site.
There will be no stock piles or storage of waste. We throw trash/waste away and have it hauled off
the site.

lacking proper equipment to the extent that it would be unsafe or illegal to USE on public road rights-of-way or
otherwise not equipped with lamps and other equipment, as required in Sections 42-4-202 to 42-2-227, C.R.S.
This definition shall not include implements of husbandry, farm tractors or vehicles customarily operated in a
FARMING operation.
NONCOMMERCIAL JUNKYARD: An area where any waste,junk or used or secondhand materials are stored or
handled, including but not limited to scrap iron and other metals, paper, rags, rubber tires, building materials and
bottles. A NONCOMMERCIAL JUNKYARD may also include the storage or keeping of DERELICT VEHICLES
registered last or currently registered under the property owner and/or tenant's name.

ZONING VIOLATION CASE SUMMARY
This definition does not include COMMERCIAL VEHICLES. If the Zone district allows, the NONCOMMERCIAL
JUNKYARD shall be totally ENCLOSED within a BUILDING or STRUCTURE or visually SCREENED from all
ADJACENT properties and public rights-of-way.

AMENDED MOTION, STIPULATION, AND ORDER
COMES NOW the Plaintiff, by and through its attorney, and Defendant, and moves this Court to accept the
following stipulation as agreed upon by the parties.
1. This Court has subject matter and personal jurisdiction herein.
2. That the Defendant, Alexander B Platt is the owner of property described as: Lot A of RE-4583, Part of
Section 26, Township 3 North, Range 65 West of the 6'h P.M., Weld County, Colorado, also known by street
and number as: 22670 County Road 30, Hudson, Colorado 80642.
3. There have been violations of the Weld County Code Chapter 23, regarding the operation and storage of
Commercial Vehicles and equipment without first completing the Use by Special Review (USR) permitting
process as stated in the Complaint.
4. Defendant acknowledges that it is possible to correct the violations on the property, and Defendant has
the present ability to comply with the terms of this stipulation.
5. Defendant agrees to complete the following actions by the following dates:
• The Defendant will do everything possible within his ability to ensure a hearing is conducted by the
Planning Commission by August 7, 2012.
• The Defendant will do everything possible within his ability to ensure a hearing is conducted by the
Board of County Commissioners by August 22, 2012.
• The Defendant will complete all Conditions of Approval and have a final plat submitted to the
Department of Planning Services by December 21, 2012.
. Defendant agrees to contact the Zoning Compliance Officer assigned to this case to arrange an
inspection of the property at least six (6) days prior to the review date set by the Court.
6. Defendant also agrees:
• To appear in this Court on the review date, unless the case has been dismissed by Weld County.
• That this Stipulation is just and equitable and not reached as a result of duress.
• That failure to comply with the above deadlines may result in the County Attorney filing a Motion to
Impose Daily Penalties with this Court.
7. Plaintiff Weld County agrees:
• Not to petition this Court requesting the imposition of daily penalties at any time prior to the review date
set by the Court.
• To file a motion to dismiss this case, if Defendant complies with the terms of this stipulation.
8. REVIEW DATE. The parties request this Court set a review hearing at 9:30a.m. on January 7, 2013.
WHEREFORE, the parties jointly request that this Stipulation be made an Order of the Court and that
the Court find that this Stipulation is not as a result of duress.
