ROLL CALL: The meeting was called to order by the Chairman and on roll call the following members were present, constituting a quorum of the members thereof: Chairman, June K. Steinmark Commissioner, Victor L. Jacobucci, Pro Tem Commissioner, Norman Carlson Commissioner, Ed Dunbar Commissioner, Leonard Roe Also present: Acting Clerk to the Board, Jeannette Ordway Assistant County Attorney, R. Russell Anson • County Finance Officer, Tom Dority Purchasing Director, Bette Rhoden MINUTES APPROVED: The Board approved the minutes of the Board of County Commissioners' meeting of June 29, 1977, with a correction on page 3, under Henrylyn Irrigation District, Permit Requested. The words barrow pit should be changed to right-of-way. A motion was made and seconded. Motion carried. ADDITIONS TO AGENDA: The Chairman included on the agenda Reimbursement to Public Works Fund and Airport Fund, item #9 under New Business; Airport Board Member Appointment, item #10 under New Business; Bauman Fence Resetting, item #11 under New Business; and deleted item #5 under New Business, Letter of Endorsement for Colorado Rural Housing, and Item #8 under New Business, Agreement with Hogan and Olhausen for Evanston Project. ELECTED OFFICIALS: Gary Fortner, Planning Director, was absent. Dr. Franklin Yoder, Health Department Director, announced that the East Side Health Center is seeking to relocate in Greeley believing it could serve more citizens if located in Greeley rather than at its present location in Gill, Colorado. Dr. Yoder commented on the State Hearings on the Denver Regional Council of Govern- ments 208 Sewage Treatment Plan. He added that Kay Norton, Assistant County Attorney, was granted permission to submit a letter expressing the Board's concerns, with regards to this Plan, on or before July 22, 1977. Commissioner Jacobucci questioned if effluent samples are being taken at various sites in Weld County. (Change Tape #77.66) Dr, Yoder announced that a number of municipalities in Weld County with well water are currently out of compliance with water quality standards. He added that the municipalities must seek alternate water sources. APPOINTMENTS, HEARINGS, REPORTS AND COMMUNICATIONS; The Board approved those listed on the agenda with the following additions: Petition on County Road 7 and County Road 46 — Commissioner Jacobucci informed the Board that a petition has been submitted, consisting of 30 signatures, requesting that portions of these roads be paved in the 1978 paving program. 409.
