Box 758 Greeley, CO 80632 Subject: Determinations of Eligibility and Effects, CDOT Project SAR R400-285, Safe Routes to School Great Western Trail: Severance to Windsor, Weld County Dear Commissioners: As you may be aware, the Colorado Department of Transportation (CDOT)and Federal Highway Administration(FHWA)propose to resurface a portion of the existing Great Western Trail from Weld County Road 74 in Severance to one-half mile north of State Highway 392 in Windsor. The trail, part of the Safe Routes to School program,will use the grade of the former Great Western Railroad, Eaton Branch segment. The project will include a ten-foot aggregate base course trail surface and minimal seeding of the trail shoulder. The project intersects two irrigation canals,the John Law Ditch (unrecorded)and the Greeley Canal No. 2(5WL842).L842). The proposed scope consists of trail surfacing only; no work is included on the bridge structures crossing the canals. As part of FHWA's obligation to consider the effects of the project on historic properties eligible for or listed on the National Register of Historic Places(NRHP), we are providing the County the opportunity to comment on our effects determinations for the project. AREA OF POTENTIAL EFFETS:The Area of Potential Effects(APE)consists of the historic boundary of the Great Western Railroad, Eaton Branch segment(currently in use as the Great Western Trail and operated by the Great Western Trail Authority based in Severance). Please refer to the attached APE map for additional information. Eligibility Determinations Great Western Railroad and Eaton Branch Segment(5WL841 and 5WL841.13): The overall resource of the Great Western Railroad(GWRR)was determined officially eligible to the NRHP in 1989 under Criterion A for its association with the sugar beet industry in northern Colorado. The Eaton Branch segment was initially inventoried in 1976 but no assessment of eligibility was made at that time. The segment was re-evaluated as part of this project and has been determined to support the eligibility of the overall resource under Criterion A in the areas of Transportation, Commerce, and Industry. The first track of the GWRR was laid in 1901 to serve the processing plant in Loveland. The Great Western Sugar Company, comprised of six beet processing plants in northern Colorado, was consolidated in 1905;the Eaton Branch of the GWRR between Windsor and Eaton was constructed that year. The nature of the sugar beet, which begins to rapidly metabolize sugar upon harvest, necessitates quick processing for maximum profitability. Transit by rail from farm to factory was essential and influenced the associated landscape. As the critical link in northern Colorado's sugar industry, beet fields were planted close to the railroad right-of-way, sheds to shelter harvested beets were constructed adjacent to r1/4.3.Th' nYr.Wl1l5&-1Ov15 CC,*. The Great Western Sugar Company began transporting sugar beets by truck, rather than rail, in 1977. The Eaton Branch has since been abandoned and the rails and ties were removed in 2004. Portions of the GWRR, which has been owned by OmniTRAX since 1991, are currently utilized as a mixed use recreational trail,with plans to convert the full 11.7 mile segment. Greeley Canal No.2 (5WL842.13): The Greeley Canal No. 2 was determined Officially Eligible in 1989, and segment 5WL842.13 was determined to support this determination in 2010. John Law Ditch (5WL7241): The John Law Ditch intersects the GWRR west of County Road 21. The ditch has been assigned an inventory number; however no eligibility assessment has been made. The ditch will be treated as eligible for the purpose of this project. Effects Determinations Great Western Railroad and Eaton Branch Segment(5WL841 and 5WL841.13): The project includes improvements to the surface of the existing trail, including the addition of a ten-foot aggregate base course and minor seeding of the trail shoulder. Portions of the abandoned grade of the Great Western Trail have functioned as a mixed-use recreational trail since 2008, and the area covered by this project has been in use about two years. The work proposed will not alter the defining features of the grade qualifying it for inclusion on the NRHP, including location, width,alignment, and elevation. These features are identified by the Railroads in Colorado 1858-1948 Multiple Property Documentation Form as the essential defining features for abandoned grades when the tracks and ties have been removed. The project will result in no adverse effect with regard to the Great Western Railroad (5WL841) and Eaton Branch Segment(5WL841.13). Greeley Canal No.2 (5WL842.13)and John Law Ditch (5WL7241): The project includes trail resurfacing only, with some areas of seeding. No work is included on the bridge structures crossing the respective ditches and no work will occur within ditch channels. The project will not alter or diminish the features qualifying these irrigation canals for inclusion on the NRHP. The project will result in no adverse effect with regard to 5WL842.13 and 5WL7241. As a local government with a potential interest in this undertaking, we welcome your comments on these determinations. Component Description: The Eaton Branch Segment was constructed in 1905 between Windsor and Eaton, a distance of about 11.7 miles. The branch was abondoned in recent decades, and the tracks and ties have been removed. Portions of the branch have been converted to a mixed use recreation trail by the Great Western Trail Authority, based in Severance. Historical /Archival Data: The Great Western Railroad began in 1901 as a two-mile spur of the Colorado & Southern serving the Great Western Sugar Company in Loveland. By 1905, the Company included a consolidation of six locations in northern Colorado. That same year the Eaton Branch was constructed connecting Windsor, Severance, Gates, Tuber, Hurrich, Bruce, and Eaton. The Eaton Branch connected with the Union Pacific in Eaton and the Colorado & Southern in Windsor. The Branch was connected to the rest of the Great Western line in 1907. Though the primary function of the line was the efficient transport of sugar beets to processing plants, the line also offered passenger service until 1972. The Great Western Sugar Company began transporting sugar beets by truck, rather than rail, in 1977. Portions of the Great Western Railroad remain in use today under the ownership of OmniTRAX, which purchased the line in 1991. The Eaton Branch has since been abandoned and the rails and ties were removed in 2004. Portions of the Eaton Branch have been converted to a mixed use recreation trail by the Great Western Trail Authority (GWTA), formed in 2006 and based in Severance.
