Attached please find one ( 1 ) complete hard copy of the USR Application , two (2) full size copies
of the USR plan set, two (2) copies of the Preliminary Drainage Report and one ( 1 ) CD of the
complete application for the Wells Ranch project. As you know, Noble Energy and Wattenberg
Holdings, LLC are both the applicants on this application . Both companies have an aggressive
schedule that they would like to meet to get this project permitted and operating as soon as
possible. Our preferred schedule is an attachment to this letter and is being provided to you .
We have addressed all of the Completeness Review comments, including the removal of the
Water Recycling Facility.

Wells Ranch Facility USR Questionnaire
1 . Explain, in detail, the proposed use of the property.
Noble Energy and Wattenberg Holding, LLC are proposing to lease land for a crude oil central
processing facility on 61 .045 acres owned by Wells Ranch, LLC. The property is made up of three
separate parcels:
1 . Lot A of Recorded Exemption 2676 (5. 179 acres)
2. Lot B of Recorded Exemption 2676 (20.966 acres)
3. A portion of a parcel 079922200014 (34.9 acres) — we have submitted a SE application to
create this parcel.
All three parcels are located south of County Road 68 and west of Wells Ranch Road (Wells Ranch
Road is located 1/4 east of County Road 67) and are in the A (Agricultural) Zone District. The parcel to
be created via an SE application, which is located in the northwest quarter of Section 22, Township 6
North, Range 63 West of the 6th P.M, Weld County, Colorado, will be used by Noble for oil and gas
processing equipment. Lots A and B , which are located in the northeast quarter of Section 21 ,
Township 6 North , Range 63 West of the 6th P. M, Weld County, Colorado, will be used by Wattenberg
Holding, LLC to operate a crude oil storage facility.
Following is how Noble Energy and Wattenberg Holding , LLC will operate their respective portions of
the facility:
Noble Energy:
Noble Energy has wells surrounding the Wells Ranch site that will be conveying oil, water
and gas to the Wells Ranch site via pipeline to be further separated. When the water, oil and
gas come into the site, it will be separated into a gas stream , an oil stream and a water
stream. All gas will be directed to a nearby DCP gas compressor station and pipeline and
then the oil will be sent to Wattenberg Holding, LLC's oil storage facility that is on the Wells
Ranch property.
Wattenberg Holding, LLC:
Wattenberg Holding, LLC will have a storage tank on the property that will accept the oil from
Noble Energy's processing facility on the Wells Ranch site. Oil from the tank will be metered
as it enters and leaves the tank. Oil leaving the tank will be directed into the 12" Wattenberg
Pipeline that runs through the site on its way to the Platteville Truck Unloading Facility at
County Road 30 and County Road 49.
The Wells Ranch site will generate very little traffic since all of the oil entering and leaving the site is
via pipeline. Noble will have an employee come to the site every day and Wattenberg Holding, LLC
will have an employee come to the site generally once per day. Other traffic could include a few
incidental vehicles coming to the site for waste pick-up, mail , and deliveries.
Noble and Wattenberg Holding , LLC propose to build one shared access to the site off of Weld
County Road 68 . They propose to place the access on the Section line between Sections 21 and 22
so that half of the access is on Lot B and the other half is on the 34.9 acre SE parcel. By placing the
access in this location, it will line up with Weld County Road 67 which dead ends at Weld County
Road 68.
2. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 22 of
the Comprehensive Plan.
The Weld County Comprehensive Plan has Goals and supporting Policies that encourage
responsible Oil and Gas development in the County. Below is a list of the specific Oil and Gas goals
followed by an explanation of how the goals are being addressed:
OG.Goal 1 : Promote the reasonable and orderly exploration and development of oil and gas mineral
resources.
OG.Goal 2 : Ensure that the extraction of oil and gas resources conserves the land and minimizes the
impact on surrounding land and the existing surrounding land use.
OG Goal 3 : Prevent surface and groundwater contamination from oil and gas minerals exploration
and extraction.
The proposed Wells Ranch facility is an area of Weld County that is very active with oil and gas
facilities. The nearest residence to the site is located off County Road 68, approximately one-half
mile west of the western boundary of the Wells Ranch Facility site. .
The Wells Ranch Facility, will minimally impact surrounding properties since all of the oil entering and
leaving the site is via pipeline. Noble will have an employee come to the site every day and
Wattenberg Holding, LLC will have an employee come to the site no more than once per day. The
only other traffic would be a few incidental vehicles coming to the site for waste pick-up, mail, and
deliveries. Even with this limited traffic generation , Noble and Wattenberg Holding , LLC are
minimizing impacts on surrounding landowners and County Road 68 by proposing to share one
access point into the site.
The site will be designed to have detention ponds that will be used to control surface water in the
event of a storm.
3. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 23
(Zoning) and the zone district in which it is located.
According to the Weld County Code, oil and gas support and service facilities are a Use by Special
Review in the Agricultural Zoning District. Crude oil processing facilities would be considered oil and
gas support facilities which is the reason a Use by Special Review application is being submitted.
4. What type of uses surround the site (explain how the proposed use is consistent and
compatible with surrounding land uses).
The project is located in a remote area of the county where open dryland prairie and other oil and gas
facilities are the primary land uses. There are a few residences in the area, the closest being a half
mile away. Due to the fact that the facility will generate so little traffic, the use will be consistent with
the multitude of other oil and gas facilities in the area and compatible with the residential land uses
that are in the area.
5. Describe, in detail, the following:
a. Number of people who will use this site.
Both Noble's and Wattenberg Holding , LLC's facilities on this site will operate 24 hours a day, 7
days a week. Approximately two people may visit the site on a daily basis; one Noble employee
and one Wattenberg Holding, LLC employee.
b. Number of employees proposed to be employed at this site.
The Noble employee may be assigned to work at this site; however, this employee will most likely
not be on-site all-day.
c. Hours of operation.
The site will operate 24 hours a day/seven days a week. Employees will generally be on-site or
stop by the site sometime between 7:30 and 4:00 Monday through Friday.
d. Type and Number of structures to be erected (built) on this site.
Noble's proposed improvements/structures include:
• Control Building ( 1 immediately)
• Transformer (1 immediately)
• Motor Control Center (MCC) (1 immediately)
• Air Compressor (1 immediately)
• Generator (1 immediately)
• 50-foot Communication Tower (1 immediately)
• Workshop (1 immediately)
• Pig Receivers (4 immediately)
• Vapor Recovery Unit (VRU) Suction Scrubber (1 immediately)
• Separators (4 immediately, 6 in the future)
• VRU Compressors (2 immediately, 1 in the future)
• Heater Treaters (3 immediately, 2 in the future)
• Gas Scrubbers (2 immediately, 2 in the future)
• Gas Meter Skid (1 immediately)
• Flare (1 immediately)
• Knock-out Vessel (1 immediately)
• Pump Skid Buildings ( 1 immediately, 3 in the future)

There will be no animals kept on this site.
f. Kind of vehicles (type, size, weight) that will access this site and how often.
Approximately two employee vehicles and a few incidental vehicles are expected to enter the site
for waste pick-up, mail, and deliveries.
g. Who will provide fire protection to the site.
The property falls within the Galeton Fire Protection District.
h. Water source on the property (both domestic and irrigation).
There is no existing water source (domestic or irrigated) on the property. Noble Energy and
Wattenberg Holding, LLC both plan to have portable toilets and hand washing facilities on the
property. Bottled water will be provided for employees working at the site.
i. Sewage disposal system on the property (existing and proposed).
There is no existing sewage disposal system on the property. Noble Energy and Wattenberg
Holding, LLC both plan to have portable toilets and hand washing facilities on the property.
j. If storage or warehousing is proposed, what type of items will be stored.
No storage or warehousing is proposed on this site.
6. Explain the proposed landscaping for the site.
No landscaping is proposed for a couple of reasons. First, there is no irrigation to the site to support
landscaping. Second , vegetation can be a fire hazard at these types of facilities. Therefore, no
landscaping is proposed and the native vegetation around the site will remain.
7. Explain any proposed reclamation procedures when termination of the Use by Special Review
activity occurs.
When termination of the Facility occurs, the facilities will be removed and the land will be returned to
its native state.
8. Explain how the storm water drainage will be handled on the site.
Off-site flows will be routed around the site. On-site flows will be conveyed to on-site detention
ponds. The one-hundred year developed storm event will be released at the five-year historic rate
from the ponds. For more details, please see the Preliminary Drainage Report.
9. Explain how long it will take to construct this site and when construction and landscaping is
scheduled to begin.
Noble Energy and Wattenberg Holding, LLC anticipate that it will take nine months to construct the
site and they would like to commence construction in the Fall of 2012.
10. Explain where storage and/or stockpiles of wastes will occur on this site.
There will be no storage and/or stockpiles of waste on this site.

Waste Handling Plan
1 . Any waste generated on-site will be collected in a trash dumpster provided on-site. Waste
Management will be contracted to collect the trash from the site.
2. No permanent disposal of wastes will take place at this site.
3. Fugitive dust, blowing debris, and other nuisance conditions will be minimized during
construction.
4. The applicants operations will be in accordance with the approved Waste Handling Plan.
