RE: APPROVE NON-FINANCIAL LEASE AGREEMENT AND AUTHORIZE CHAIR TO SIGN-
YOUTH AND FAMILY CONNECTIONS
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS,the Board has been presented with a Non-Financial Lease Agreement between
the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld
County, on behalf of the Department of Human Services, and Youth and Family Connections
commencing December 1, 2011, and ending November 30, 2012, with further terms and conditions
being as stated in said agreement, and
WHEREAS,after review,the Board deems it advisable to approve said agreement, a copy of
which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Non-Financial Lease Agreement between the County of Weld, State of
Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the
Department of Human Services, and Youth and Family Connections be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to
sign said agreement.
The above and foregoing Resolution was, on motion duly made and seconded, adopted by
the following vote on the 16th day of January, A.D., 2012, nunc pro tunc December 1, 2011.

RE: Child Protection Agreement for S ices between the
Weld County Department of Human Services and
Youth and Family Connections
Enclosed for Board approval is a Non-Financial Lease Agreement between the Department and
Youth and Family Connections. This Non-Financial Lease Agreement was reviewed under the
Board's Pass-Around Memorandum dated November 30, 2011, and approved for placement on
the Board's Agenda.
The Department will be leasing office space to Youth and Family Connections in order for them
to provide services to YFC clients in South County. The office space is located at our Fort
Lupton office at 2950 9`h Street.
The term of this Agreement is December 1, 2011 through November 30, 2012.

Non-Financial Lease Agreement
This Lease Agreement, made and entered into the day of 2011, by and
between the County of Weld, a political subdivision of the State of Colorado, by and through the
Board of County Commissioners of the County of Weld, on behalf of the Weld County
Department of Human Services, hereinafter referred to as "Lessee", and Youth and Family
Connections, hereafter referred to as "Lessor".
WITNESSETH:
WHEREAS, Lessor will be meeting with Youth and Family Connections clients as
needed; and
WHEREAS, Lessor desires to occupy space from the Lessee for providing these
Services.
NOW THEREFORE, in consideration of the premises, the parties hereto covenant and
agree as follows:
1. Lessee will provide "Office Space", located in the Weld County Department of Human
Services' Fort Lupton Office located at 2950 9th St, Fort Lupton, Colorado, hereinafter
referred to as "the Premises," as follows:
a. Lessee will provide one work space to Lessee which will be located at the Fort
Lupton Human Services Office.
b. In consideration of leasing of the aforesaid, the parties covenant and agree as
follows:
1) Lessee will charge no rent to Lessor for use of the Office Space;
2) Lessor agrees to use ordinary care when using the Office Space;
3) Lessor may not sublet any part of the Office Space;
4) Lessor may not use the Office Space for any purpose other than conducting
the business and duties under the Lease Agreement;
5) Lessor shall keep the Office Space clean and in sanitary condition;
6) Lessor shall allow Human Services any reasonable hour of the day to enter
into or upon the Office Space.
2. Term. This Agreement shall become effective on December 1, 2011, upon proper
execution of this Agreement and shall expire November 30, 2012, unless sooner
terminated as provided herein.
3. Modifications. This Agreement may be modified in whole or in part upon approval of
the signers.
4. Termination. This Agreement may be terminated by any of the signers upon thirty (30)
days written notice.
5. Entire Agreement/No Third Party Beneficiary. This Memorandum of Understanding
contains the entire agreement and understanding between the parties to this Memorandum
of Understanding and supersedes any other agreements concerning the subject matter of
this transaction, whether oral or written. It is the express intention of the parties that any
entity other than the undersigned parties receiving services or benefits under this
Memorandum of Understating shall be deemed an incidental beneficiary only.
6. No Waiver of Immunity. No portion of this Memorandum of Understanding shall be
deemed to constitute a waiver of any immunities the parties or their officers or employees
may possess, nor shall any portion of this Memorandum of Understanding be deemed to
have created a duty of care that did not previously exist with respect to any person not a
party to this Memorandum of Understanding.
7. Severability. If any provision of this Memorandum of Understanding should be held to
be invalid, illegal, or unenforceable for any reason, the validity, legality, and
enforceability of the remaining provisions shall not in any way be effected or impaired
thereby.
IN WITNESS WHEREOF, the parties hereto have hereunder set their hands and seals the
day and year first written above.
