HOSPITAL
1. Can the Board of Trustees for the hospital_be increased?
2. Can there be a physician on the board?
3. Can there be a more specific designation of geographic representation?
MENTAL HEALTH
1. Mental Health is governed by a State Standard for Licensure for
Community Mental Health Centers. Can County Home Rule override their
standards?
like - Could Mental Health be combined with Public Health and/or
hospital as one county department?
Since the county does not contribute anything to Mental Health, could
we make any structural changes?
PUBLIC HEALTH F
1. Can the 5-member board be expanded?
2. Can there be any specific qualifications listed as requirements for
board members?
3. Can it be designated that a physican must serve on the board?
4. Can the Public Health become a governing board? �.
MISCELLANEOUS
1. Could Federally funded migrant programs be included in the hospital
structure to avoid duplication?
2. Can salaries be determined by a Charter?

Thank you very much for your letter of February 4, 1975.
As you know, we are in the process of studying the different facets of
Weld County Government. We are most pleased that you have taken the •
opportunity to inform us of your recommendations and we will take them •
under advisement.
Your recommendations have been forwarded to the proper committee for •
study and consideration, and also possible inclusion into our proposed
Charter.

Dear Sir:
Inasmuch as ten per cent of the population of Weld County is sixty years
old or over, and inasmuch as the elderly pay eight per cent of the taxes,
one third of the doctor bills and one fourth of the hospital bills which
are incurred in Weld County, we therefore recommend that a Commission on
Aging be included in any Dome Rule Charter proposal which you and the
Charter Commission may propose.
We recommend a Commssion on Aging whose right and duty shall be to
act as advocates for the elderly before all bodies which enact laws
or regulations which affect the elderly or which appropriate monies
for services for the elderly.
We recommend that the members of said Commission on Aging shall be
sixty years old or over, and that they shall as fairly as possible
•
represent the elderly population of Weld County.
We strongly urge that the members of the Commission on Aging be not
appointed but elected by popular vote in regularly scheduled elections.

Dear Mrs. Clark:
The Weld County Medical Society met February 3, 1975 and acted in
the following manner pursuant to the questions you had raised.
1. Should the Coroner's office be abolished?
It was moved and seconded that the Society go on record as recommend-
ing to the Home Rule Commission that the Coronerts office be abolish- t ,..' ,

ed and a medical examiner be appointed to serve in the County of Weld.

2. Should the Public Health Board have a physician appointed to
serve on the Board?
•
It was recommended that a physician should be a member of the Public
Health Board.
3. Should the state law be changed to allow a physician to serve as
a voting member of the Board of Trustees of the hospital?
It was moved and seconded that the Society go on record as recommend-
ing tnat the Chief of Staff be an official voting member of the
Hospital Board of Trustees.

we will be happy to assist you in any way possible in health re-
lated matters.
