The Town of Stoneham("the System") was formerly known to this Division as Dewey's Bar and Grill. The updated information was obtained during a population verification visit and an inspection of this water system in January 2012. The inspection also indicated that the well water used by Dewey's Bar and Grill is chlorinated; however,the other users receiving water from the well are receiving untreated ground water. This is a violation of the Colorado Primary Drinking Water Regulations(the"Regulations"). You and I have also talked about the status of the Town of Stoneham water system in April and June of this year. As we have discussed,the public water system begins with the well and includes the entire service area of the distribution system. I sincerely appreciate the communication you have had with the Division. As the responsible person for the water system, this letter is for your use and guidance. The Town of Stoneham is classified as a transient non-community water system. A transient non-community water system is defined by the Regulations as a water system". . .that does not regularly serve at least twenty-five of the same persons over six months per year". The Public Water System ID Number(PWSID#) assigned to the Town of Stoneham is CO0262206. Please use this number when submitting sample results and correspondence to this office. As a transient non-community water system,you are subject to the laws set forth by the above regulations and must comply with the following: • Per Article 13.2 of the Regulations, a groundwater source must be disinfected at all times that it is used to serve water to the public as of July 1,2011. The groundwater system must use disinfection methods that are approved by the Division and may include physical treatment methods,but must include at least one chemical treatment method. Systems delivering chlorinated water to consumers must monitor disinfectant residuals (chlorine or chloramines)in the distribution system at the same time and place that total coliform samples are collected. Residual concentration must be reported with each total coliform sample result. Additionally, all systems that treat groundwater with chlorine must monitor disinfectant residuals at the entry points to the distribution system at least once per week, and the entry point residual must not be less than 0.2 mg/L for 72 hours. Failure to operate or install a Division-approved disinfection system constitutes a violation of the Regulations. • The waterworks of the public water system, including sources and treatment processes, require the approval of the Division. If the design and construction of your existing waterworks have not previously been approved, submit plans and specifications for your water system to the Engineering Section for review within 30 days of the date of this letter. A copy of the design criteria and information regarding plan reviews,including all forms and guidance, can be obtained from the Department's website at: http://www.cdphe.state.co.us/wq/engineering/techhom.html If you have questions about the approval process,please contact the Engineering Section at 303-692- 3568.Failure to contact your District Engineer within 30 days of the date of this letter to develop a compliance schedule for your system constitutes a violation of the Regulations. If the design and construction of your existing waterworks have previously been approved by the Division,please provide copies of the approval letter(s). • Section 100.21.1 of Regulation 100 stipulates that no owner of a water or wastewater facility shall allow the facility to be operated without the direct supervision of a certified operator in responsible charge. Failure to obtain a certified operator within 30 days of the date of this letter constitutes a violation of the Regulations. • Per Article 5.1.1 of the Regulations, a non-community water system using only ground water and serving 1,000 persons or fewer must monitor at least one total coliform sample each calendar quarter that the system provides water to the public. However,because Dewey's Bar and Grill is the only customer receiving chlorinated water,our policy is to have you sample monthly until all customers are receiving water that has been disinfected. Sampling must begin during September 2012. • Per Article 6.1.5 of the Regulations,a transient non-community water system must sample for nitrate once per year while open for business and nitrite every 9 years. • A laboratory certified by the Colorado Department of Public Health and Environment (the"Department")must analyze all samples.
