This report is provided pursuant to Section 31-12-108.5, Colorado Revised Statues, as
amended, concerning the proposed annexation of certain real property known as the
"Hoffschneider Annexation" to the Town of Platteville, Colorado (the "Property"). The
Property comprising said annexation is Lot B of amended recorded exemption No. 1209-01-2-
RE1218, 1989, in Book 1251, Reception No. 2200352, being part of the West Half of
Northwest Quarter, Section 1, Township 3 North, Range 67 West of the of 6th P.M., in Weld
County. The parcels being annexed include:
Annexation No 1- 10 acres more or less
Annexation No 2-
The Town accepted the petition for annexation at their meeting on June 5, 2012 and scheduled
the initial hearing of the item for a July 3, 2012 public hearing. This report was prepared within
the time frame required by statute.
Background:
Weld County Planning Services referred this case to the Town of Milliken in 2010. Based on a
signed Intergovernmental Agreement between the Town of Platteville and the Town of Milliken
(March 2012)this land is within the Town of Platteville's designated Urban Growth Area
Boundary and approved 208 Service Area Boundary. The property is also located within the
Town's established Growth Management Area Boundary, which was also adopted as the
Town's 3-mile Annexation Plan (Resolution No. 2008-01). The property has not yet been
subdivided, but the applicant had submitted an application to Weld County for a USR for
outdoor storage.

CRS §31-12-108.5 Annexation Impact Report
Pursuant to the requirements of CRS §31-12-108.5 the following is provided and further
described as minimum requirements for an Annexation Impact Report:
§31-12-108.5 (a) (I) Present and Proposed Boundaries- Exhibit A provides the present and
proposed boundaries of the municipality in the vicinity of the proposed annexation.
§31-12-108.5 (a) (H) - Proposed extension of streets in the vicinity of the proposed
annexation as well as the present streets. This 10 acre property will be served by WCR 38
which upon development requiring a site plan to the Town will be required to dedicate ten (10)
ft. of ROW. WCR 38 is designated as a major collector in the Town's adopted street plan.
Major Collectors require eighty (80) ft. of ROW.
§31-12-108.5 (a) (III) Existing Land Use Patterns. The existing land use pattern in the area is
a combination of agricultural lands, some with residences, and a major gravel mining operation
just to the west of the site. Between the Hoffschneider Annexation at WCR 23 and WCR 25.5,
the Town has annexed the Sodbuster Subdivision which is a combination of industrial sites and
commercial sites. The Hoffschneider annexation is seeking BP/PI zoning which is the same
zoning as the Sodbuster Subdivision.
Pursuant to the requirements of Subparagraphs (b) through(0 of CRS §31-12-108.5, the
following items have been addressed:
§31-12-108.5 (b) Pre-Annexation Agreement. A pre-annexation agreement is not
required and has not been prepared. Items to be addressed within the required annexation
agreement have been discussed with the application.
§31-12-108.5 (c) Services necessary and appropriate to serve the phased development
of the property
Water and sanitary sewer will be provided to the Property through one or more of the following
methods:
1) Continued use of the existing water well and ISDS currently serving the site until such
time as new construction is contemplated;
2) At such time as a water line is within 400 ft. or sewer line is within 1,000 ft., the
applicant will be required to connect to the Town of Platteville's water and sewer
system.
3) Should water and sewer not be available at the time the applicant wishes to build on the
property, the Town will forward all applications for site plan approval to the Weld
County Department of Public Health and Environment to ensure the existing ISDS is
adequate to serve the property.
Will Serve Letters will be required from the following Utility providers if the following utilities

do not currently serve the Property.
• Electricity Excel Energy
• Telephone Qwest Communications
• Water Existing well
• Sanitary Sewer Existing ISDS
• Fire Platteville Fire Protection District
• Police Town of Platteville
• Street Maintenance Town of Platteville
§31-12-108.5 (d) Financing of any required extension of municipal services into the area
The Petitioners are aware that the Town of Platteville has enacted fees and regulations to ensure
that new development pay its own way. There are no proposed extensions of services required
at this time to serve the current use. The Petition understands that impact fees will be required
at the time of annexation but all service fees and water requirements will not be assessed until
the applicant builds any structure over 120 sq. ft. which requires a building permit.
The Petition also understands that at the time of expansion the petition will be required to enter
into a development agreement to address all utility and site planning requirements.
§31-12-108.5 (e) Taxing Authorities. The Weld County Treasurer's office records reflect that
the property is subject to the taxing authority of:
• Weld County School District RE-1
• Platteville-Gilcrest Fire Protection District
• Northern Colorado Water Conservancy District(NCW)
• Central Weld County Water District(CWC)
• Central Colorado Water (CCW)
• Central Colorado Water Subdistrict(CCS)
• Aims Junior College
• High Plains Library District
• Platte Valley Soil Conservation District
• Weld County Government including various taxes associated with Weld County
administration, including the Weld County general fund, roads and bridges, social
services, debt services, capital expenditure, new growth, and law enforcement.
§31-12-108.5 (f) School District Impact. There is no detrimental effect of this
annexation on the Weld County School District RE-1. The development proposes is currently
industrial in nature and is expected to be zoned for planned industrial uses. Therefore, the
annexation will not generate additional impacts to the school district and Appendix 17-D
School District Planning Standards and Methodology is not applicable.

Fiscal Impact of the Annexation
With no immediate plans for property improvement except landscaping and perimeter berming,
the Town of Platteville will benefit in the initial years from an increase in property tax revenue
and a one-time road maintenance fee to offset road maintenance costs prior to the receipt of
property tax revenues.
Revenue Increases due to Annexation:
Property Tax Revenue: Assuming that the County assesses this land as commercial, the
property tax received from this 10 acre parcel is anticipated to be $1,097 to the Town of
Platteville. This is based on the current property value of$205,734.
Increase in Highway User Tax Funding(HUTF): HUFF is a variable revenue source for the
Town of Platteville. This annexation will add approximately 1.5 new road miles. Eighty (80)
percent of the HUTF revenue is based on vehicles registered in town and twenty (20) percent is
based on center line miles of streets in a community. The increased revenue from HUTF will
be minimal given that the Town will not be gaining in registered vehicles as it might from a
residential development.
No additional revenues are anticipated for the intended use of outdoor and indoor storage. The
development of a batch plant is far enough in the future (at least 15 years) that revenue from
this use and increased valuation is near impossible to predict.
